Press Communiqué of the Co-Chairs of the Geneva International Discussion, 11 December 2020

The 51st round of the Geneva International Discussions (GID) took place in the Palais des Nations on 10-11 December 2020. Against the backdrop of the unprecedented challenges of the COVID-19 pandemic, this was the first and only GID round that took place in 2020. In the interim, the Co-Chairs held a series of consultations via videoconference and conducted several visits for in-person meetings with the participants. The holding of an in-person GID round re-confirmed the commitment of all participants to the GID process.

The Co-Chairs of the Geneva International Discussions (GID) inform with regret that it was not possible to hold the scheduled round of discussions on 6-7 October in Geneva as previously announced, since not all participants were able to attend. We strongly believe that face-to-face meetings are critical to prevent security incidents and respond to humanitarian needs, especially at a time when there are worrying developments in the region and a surge of the COVID-19 pandemic worldwide.

We, the Co-Chairs of the Geneva International Discussions (GID), reiterate our call for cooperation and dialogue, especially across conflict lines, during this global pandemic. The GID format remains a crucial venue to address both security and humanitarian concerns, particularly for conflict-affected populations. We welcome the participants’ regular consultations with us during the pandemic, as well as the resumption of the regular meetings of the Incident Prevention and Response Mechanism (IPRM) in Ergneti. We encourage the resumption of the Gali IPRM.

We, the Co-Chairs of the Geneva International Discussions (GID), recalling our statement from 31 March, and in the spirit of the call of UN Secretary General Guterres, strongly urge all the GID participants to set aside differences and to refrain from actions that could lead to increased tension.

As we mark the date when the 51st round of the Geneva International Discussions (GID) was supposed to take place (31 March - 1 April 2020), we, the Co-Chairs of the GID (UN Representative Cihan Sultanoglu, Special Representative of the OSCE Chairperson-in-Office for the South Caucasus Rudolf Michalka and EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar), remain fully engaged to help address the challenges created by the coronavirus pandemic.

TIRANA / BRUSSELS / GENEVA. After carefully reviewing circumstances related to the rapid spread of the COVID-19 virus, the Co-Chairs of the Geneva International Discussions (GID), UN Representative Cihan Sultanoglu, Special Representative of the OSCE Chairperson-in-Office for the South Caucasus Rudolf Michalka, and EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar have today decided to postpone the 51st GID round, which was due to take place on 31 March -1 April 2020.

The Co-Chairs of the Geneva International Discussions call for the immediate re-opening of all crossing points on the administrative boundary line (ABL) with South Ossetia. Recent months have seen a serious deterioration of the security situation on the ground, which has raised fears amongst the local population. The engagement in the Ergneti Incident Prevention and Response Mechanism (IPRM) framework by all participants shows the mutual concern and commitment of all to de-escalate, which the Co-Chairs welcome.

The ongoing closure of crossing points on the administrative boundary line with South Ossetia is creating additional hardship for the local people and is further raising tensions. We are in contact with all relevant actors, urging them to abstain from taking unilateral steps that have negative humanitarian consequences for conflict-affected people and undermine stability on the ground.
