Impact of COVID-19 on Conflict Dynamics and Mediation, Antalya Diplomatic Forum, 19 May 2020, Remarks by United Nations Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo I am pleased to join you today and am grateful to Turkey for organizing today’s event under the auspices of the International Peace Institute. Though the COVID-19 pandemic is foremost a health crisis, it also has wide-ranging humanitarian, economic, and human rights dimensions. And it risks hitting conflict settings especially hard.

Under Secretary-General Rosemary A. DiCarlo's remarks at the Arria Formula meeting on “Seventy-five years from the end of the Second World War on European Soil - lessons learned for preventing future atrocities, responsibility of the Security Council” Thank you, Mr. Minister, for the invitation to participate in today’s meeting to commemorate 75 years since the end of the Second World War in Europe. This is another opportunity to reflect on the toll of that horrific conflict and its legacy, for Europe and the world.

DPPA is pleased to present its Annual Report under the Multi-Year Appeal (MYA), showcasing how voluntary contributions made a difference in 2019, allowing us to be more operational and seize opportunities to prevent violence and defuse tensions in mission and non-mission settings such as Bolivia, El Salvador, Papua New Guinea-Bougainville, Sudan, Ukraine, and Yemen.

I am also grateful for the presence of my colleague USG Atul Khare, whose services my department relies on for operational support to SPMs.

It is a pleasure to be back at Yale. A few years ago, as a Senior Fellow at the Jackson Institute, I taught a course here on multilateral institutions in the 21st century. At the time I was a former official of the State Department, drawing on my experience representing the United States in multilateral fora, especially the United Nations.

I am honoured to greet this 18th Summit of Heads and State and Government of the Non-Aligned Movement.  I congratulate Azerbaijan on assuming the chairmanship of NAM and look forward to working together.  The Non-Aligned Movement has made immense contributions to the work of the United Nations.  NAM members represent two-thirds of the UN membership and contribute 80 per cent of UN peacekeepers.  Through the years, the concerns and views of Non-Aligned Movement countries have shaped our agenda, from peace and security to sustainable development and human rights.

First, thank you to the Permanent Mission of the UAE and the Georgetown Institute for organizing today’s event. A growing body of research has shown that women’s effective political participation is fundamental to building stronger and more resilient societies. Indeed, the United Nations has recognized that successful efforts to rebuild from conflict in just and inclusive ways are fundamental to preventing a return to conflict, breaking the cycle of violence, and achieving sustainable peace.
