Ruiz Massieu calls for coordinated action to advance Haiti’s political transition and security
On 19 October, Special Representative of the Secretary-General and Head of the United Nations Integrated Office in Haiti (BINUH) Carlos Ruiz Massieu told the Security Council that Haiti had made significant progress in electoral preparations, despite persistent insecurity and widespread gang violence. He highlighted recent measures to strengthen electoral participation, including provisions to facilitate women’s candidacies, while stressing the need for realistic electoral timelines and continued political dialogue. Warning that security operations alone cannot deliver lasting stability, he called for a comprehensive Haitian-led approach combining strengthened State authority, disarmament and reintegration, and sustained international support. He urged coordinated progress on security, political and electoral priorities to restore democratically elected institutions and lay the foundations for lasting peace.
