The 47th round of the Geneva International Discussions (GID) took place today. In Working Group I, the Co-Chairs (UN Representative Cihan Sultanoğlu, Special Representative of the OSCE Chairperson-in-Office Rudolf Michalka and EU Special Representative Toivo Klaar) noted that the security situation on the ground had been challenged especially by the death of Georgian citizen Irakli Kvaratskhelia in the custody of Russian Federation Border Guards in the Gali district on 10 March 2019, as well as the temporary restrictions and closures of crossing points imposed in January 2019.

The Co-Chairs of the Geneva International Discussions welcome the reopening of crossings points on 15 March. However, they also reiterate their conviction that the closure was not justified. They had made this position clear through continuous engagement since the first day of the closure on 12 January, as well as at the Ergneti IPRM meeting on 8 February and during their meetings in Tskhinvali on 12 March.

The 45th round of the Geneva International Discussions (GID) took place on 10 October 2018. On the occasion of the 10th anniversary of the GID, the Co-­Chairs acknowledge the participants’ continued commitment to this unique mechanism, which allows them to meet and to address important issues and concerns in order to reach tangible results.

The 43rd round of the Geneva International Discussions has just concluded. In Working Group I, the participants reviewed the security situation on the ground. While the overall security situation was assessed as relatively calm and stable, the Co-Chairs reiterated their strong concern over the tragic death of Georgian citizen Archil Tatunashvili in February 2018. They emphasised the need to address properly this and similar cases to avoid repetition and raising tensions.

The Co-Chairs of the Geneva International Discussions have taken note with strong concern of reports of the death in custody in Tskhinvali on 22 February of Mr. Archil Tatunashvili, and express their condolences to the family of the deceased. They also note that, according to reports, a post-mortem examination has already taken place, and therefore call on the authorities in control in Tskhinvali to hand over the body of Mr. Tatunashvili to his family without delay.

The Co-Chairs of the Geneva International Discussions note with concern that the 36th meeting of the Incident Prevention and Response Mechanism (IPRM) did not take place in Gali on 24 April 2012. The Co-Chairs take this opportunity to recall the consensus achieved at the 4th round of Geneva Discussions in February 2009 for the establishment of the IPRMs. The Mechanisms have since become an important tool to address security issues as well as other pressing issues on the ground.
