Accountability for recent violence needed in Syria to signal that "era of impunity" is over, says Special Envoy

On 25 March, the Special Envoy of the Secretary-General for Syria Geir Pedersen told the Council that "the legacies of 14 years of war and conflict — and five decades of one-man rule — are huge." He added that while many Syrians had rejoiced at their newfound ability to gather in public spaces without fear, many others had faced devastating violence on Syria’s coast. "Armed groups associated with the former regime” had attacked and ambushed caretaker authority forces across the region on 6 March. “Serious armed confrontations ensued, resulting in significant numbers of casualties among the warring factions,” said, noting "the appalling civilian death toll." The Special Envoy said that further investigation was needed to fully determine the perpetrators of the “shocking” violence against civilians and that the caretaker authorities had announced an independent investigative committee tasked with examining violations by all sides. He noted that those responsible must be held accountable to clearly signal that “the era of impunity in Syria is in the past.”
