Perthes: “Our commitment and support to the Sudanese people is unwavering”

“Unless the current trajectory is corrected, Sudan will head towards economic and security collapse as well as significant humanitarian suffering,” Volker Perthes, Special Representative and Head of the UN Integrated Transition Assistance Mission in Sudan (UNITAMS), warned in his briefing to the Council on 28 March. Time is not on Sudan’s side, he stressed. Perthes said the UN-led broad consultations on a political process – involving more than 800 participants from all parts of the country – have found “visible” consensus on many issues, including on the need to end the violence, establish a technocratic Government and an oversight body, and adopt critical legislation. The consultations also found common ground on a minimum of 40 per cent representation of women in transitional institutions, and on mechanisms to advance women’s rights, he reported. An intensive phase of talks is expected to start in the next couple of weeks with a view to a return to constitutional order and an empowered civilian-led government to steer Sudan through the transitional period.

Peacebuilding

“Peace is the most important task we have at the United Nations”

The Secretary-General presented his report on peacebuilding and sustaining peace to the Peacebuilding Commission (PBC) on 30 March. Calling for adequate, predictable and sustained financing for peacebuilding, he explained that this is in line with his proposed New Agenda for Peace, which places prevention and peacebuilding at the heart of United Nations efforts. He recognized the critical role of the PBC in enhancing UN coherence, strengthening partnerships with international financial institutions, and advocating for peacebuilding financing. He made a strong case for an annual $100 million in assessed contributions for the Peacebuilding Fund (PBF). Most PBC members agreed that, at a time when the financial needs for peacebuilding efforts are rapidly increasing, current financing remains inadequate. They recognized the positive impact of PBF on the PBC programme of work and stressed the need to ensure that the high-level meeting of the General Assembly on peacebuilding financing on 27 April results in actionable recommendations. The Peacebuilding Support Office is also organizing roundtables on 25 April in connection with the high-level meeting.
