    In Libya, USG Dicarlo stresses need for credible and inclusive elections

    On 8-11 September, Under-Secretary-General (USG) Rosemary DiCarlo visited Libya to underline the United Nations commitment to achieving unity and durable peace in the country. The USG met with Libyan political, military and civil society stakeholders in Tripoli and Benghazi, as well as with international partners. She noted that, while there was economic advancement since the last time she was in Libya in 2021, the country was now more divided and that credible and inclusive elections were the only way to break the political stalemate and end the cycle of transitional arrangements

    ASG Jenča meets with senior political officials in Haiti

     

    This week, Assistant Secretary-General (ASG) Miroslav Jenča visited Haiti. In his various discussions, the ASG underscored that security remains the paramount challenge in the country. He also stressed the critical importance of the expeditious appointment of the Provisional Electoral Council (CEP), and noted that the UN will continue to support the government in planning and executing credible, fair and transparent electoral process.

    Special Envoy Grundberg warns Security Council of threat of environmental disaster in Yemen

    On 12 September, Hans Grundberg, Special Envoy of the Secretary-General for Yemen, expressed concern over the “escalatory trajectory” in the country, reporting that the Houthis had continued attacks on vessels in the Red Sea. Meanwhile, the United States and the United Kingdom continued to strike military targets inside Yemen. The Houthis' targeting of the Greek-flagged oil tanker the Sounion forced the abandonment of the ship and imminently threatens a “catastrophic” oil spill and environmental disaster of “unprecedented” scale, he stressed. Noting that the ongoing war in Gaza complicates peace efforts, he said that the conflict had extended its destabilizing effects across the region.

    Security Council extends sanctions regime against Sudan

    On 11 September, the Security Council unanimously adopted a resolution that extended sanctions against Sudan — including asset freezes, travel bans and an arms embargo — for 12 months. In the subsequent meeting, the Chair of the Security Council Committee established pursuant to resolution 1591 (2005) concerning Sudan told the Council that the ongoing conflict has worsened the humanitarian crisis in Darfur and destabilized the region.

    Special Coordinator stresses need for de-escalation along the Blue Line

    This week, United Nations Special Coordinator for Lebanon Jeanine Hennis-Plasschaert continued her engagement with Lebanese and Israeli officials, as well as regional and international actors, to push for an immediate return to a cessation of hostilities along the Blue Line. She warned of the risks of miscalculation as the exchanges of fire between Israel and Hizbullah persisted for an eleventh month. The Special Coordinator, along with ambassadors of United Nations Security Council member States and the European Union, also met in Beirut with Lebanon’s caretaker Prime Minister Najib Mikati to discuss the situation in southern Lebanon and the need to restore calm and stability, as envisaged by Security Council resolution 1701.

    UNSCOL joins UNDP in marking 10 years of its youth leadership programme

     

    Special Coordinator Hennis-Plasschaert joined the UN Development Programme (UNDP) in marking 10 years of its Youth Leadership Programme at a ceremony held at the campus of the Lebanese American University. She highlighted the role that young Lebanese women and men can play in transforming their country. “The importance of young people as key architects and custodians of their country’s future cannot be overstated anywhere in the world," she said. "And, certainly not in Lebanon – which is at a critical crossroads, with so many milestones lying ahead that are pivotal to recovery and development."

    DSRSG Isaczai attends Second Arab Forum on good governance

    This week, the Deputy Special Representative of the Secretary-General, Resident Coordinator, and Humanitarian Coordinator for Iraq, Ghulam M. Isaczai, addressed the Second Arab Forum on Enhancing Transparency and Good Governance, under the theme of "Integrity: An Essential Ingredient of Complexity and Opportunity". Co-organized by UNDP, the Arab League and Transparency International, and hosted by the Iraq Federal Commission of Integrity with the support of the European Union, the Forum was launched in Baghdad on 10 September with representatives of governments, civil society, media and private sector from across the Arab region. In his remarks, Isaczai reaffirmed the UN's commitment to Iraq's fight against corruption.

    UNAMI holds training session on child rights

    On 9-10 September, the UN Assistance Mission for Iraq (UNAMI) Human Rights Office conducted a two-day training session for regional focal points of the Human Rights Directorate of the Popular Mobilization Commission (PMC). The training focused on child rights and the protection of children in armed conflict. It was part of a broader initiative by the UN Human Rights Office to enhance the capacity of the Human Rights Directorate of the PMC to better safeguard the rights of vulnerable children affected by conflict.

     

    UNAMI publishes new analysis report on Climate, Peace and Security in Iraq

    This week, UNAMI released a new report that examines the links between climate, peace and security in Iraq and provides recommendations for addressing related risks. Iraq is among the world’s most climate vulnerable countries because of its geographic location and existing environmental fragility which interact with socio-economic and institutional factors. While Iraq is enjoying its most stable period since 2003, governance challenges, instability and violence still exist. Climate change has the potential to exacerbate existing tensions.

    UNRCCA Co-organizes conference and training course on counter-terrorism

    On 10-12 September, the UN Regional Centre for Central Asian Diplomacy (UNRCCA), the UN Office of Counter-Terrorism (UNOCT), and the Office of the Rule of Law and Security Institutions (OROLSI) organized a regional conference on the Counter-Terrorism Early Warning Network for Central Asia and a training course on building resilience of local communities to extremist ideologies. The conference focused on enhancing information exchange and coordination to tackle security issues, especially concerning Afghanistan.

    SRSG Imadze addresses Second Inter-Parliamentary Forum of Central Asian States

    SRSG for Central Asia and Head of UNRCCA Kaha Imnadze attended the Second Inter-Parliamentary Forum of Central Asian States in Khiva, Uzbekistan. Organized by Uzbekistan’s Senate and Legislative Chamber, the Forum focused on the pivotal role of parliaments in regional socio-economic development. Imnadze highlighted the importance of inter-parliamentary collaboration for regional peace and stability and highlighted the significance of women's and youth participation in political and economic processes.

    Colombia launches new National Network for Women's Participatory Planning

    On 9 September in Ibagué, Tolima, 100 women from over 20 departments established a new National Network for Women's Participatory Planning in Colombia. The objective of the Network is to support existing networks in Colombia with capacity building and institutional strengthening. It will also work towards reducing political violence against women in the country. The event was supported by regional and national entities and the international community, including the UN Verification Mission in Colombia.

    “We need an immediate ceasefire” in Gaza, USG DiCarlo tells Security Council 

    On 4 September, Under-Secretary General (USG) Rosemary DiCarlo addressed the Council on the "heartbreaking news" that six Israeli hostages had been killed earlier this week in Gaza. “We need an immediate ceasefire, the immediate and unconditional release of all remaining hostages, and a massive scale up of humanitarian aid to Gaza,” she said. Meanwhile, Israeli military operations continued, with the number of fatalities increasing daily. At the same time, Hamas and other armed groups were launching rockets towards populations centres in Israel. She added that “with every passing day, we get further away from the objective of ending the occupation and achieving a viable two-State solution.”

    ASG Jenča briefs Council on situation in Venezuela

    Secretary-General appoints new UNAMA DSRSG for political issues

    On 3 September, Secretary-General António Guterres announced the appointment of Georgette Gagnon of Canada as Deputy Special Representative (DSRSG) for political issues for the United Nations Assistance Mission in Afghanistan (UNAMA). Since 2021, Gagnon has served as Deputy Special Representative of the Secretary-General (DSRSG) in the United Nations Support Mission in Libya (UNSMIL) and as Resident and Humanitarian Coordinator for the country.

    The Special Representative to the Secretary-General (SRSG) for Central Asia and Head of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) Kaha Imnadze visited Uzbekistan on 3-5 September to attend the 10th International Conference of The Regional Anti-Terrorist Structure of the Shanghai Cooperation Organisation (SCO RATS) and the 2nd Commonwealth of Independent States (CIS) Conference on combating terrorism and extremism. In his remarks, Imnadze highlighted the importance of counter-terrorism efforts in Central Asia. He also met met with key Uzbek senior government officials to discuss challenges to regional peace and security, the prevention of terrorism and violent extremism and transboundary water management.

    SRSG Abarry attends OIC Council of Ministers in Cameroon

    The Head of the UN Regional Office for Central Africa (UNOCA), Abdou Abarry, represented the UN Secretary-General at the 50th Council of Ministers of Foreign Affairs of the Organisation of Islamic Cooperation (OIC) that took place in Yaounde, Cameroon, from 29-30 August on the theme: “Development of intra-OIC transport and communication infrastructure: a key tool in the fight against poverty and insecurity”. Abarry met with Prime Minister Joseph Dion Ngute and discussed the political and security situation at the national and regional levels. The Special Representative also met with the Chadian Minister of State for Foreign Affairs and Spokesperson, Koulamallah Abderaman.

    DSRSG Cordone attends "Islam is Life" conference in Karbala Governorate

    On 31 August, the DSRSG for Iraq for Political Affairs and Electoral Assistance and Officer-in-Charge of UNAMI, Claudio Cordone, addressed the "Islam is Life" Fifth International Conference, which convened in Karbala Governorate. The DSRSG spoke about the role of the United Nations in the protection and promotion of human rights globally He also welcomed Prime Minister Muhammad Shia al-Sudani’s initiative to develop a national strategy to counter hate speech, while respecting freedom of expression.

    UNAMI holds workshop on human rights

    From 2-5 September, UNAMI’s Human Rights Office, in coordination with the Iraqi High Commission for Human Rights (IHCHR) and the Human Rights Directorate of the Popular Mobilization Commission (PMC), organized a four-day workshop on human rights. Twenty-six staff from the PMF Human Rights Directorate attended the workshop, which provided participants with an introduction to international human rights and humanitarian law, national and international human rights mechanisms and human rights in counter terrorism. 

    Regional Forum of Women of the Great Lakes region held in Bujumbura, Burundi

    On 22-23 August, the UN, the African Union, the International Conference on the Great Lakes region (ICGLR), and the Southern African Development Community (SADC) held a regional forum of women of the African Great Lakes region in Bujumbara, Burundi.The objective of the meeting was to reflect on women and the ongoing conflict in eastern Democratic Republic of Congo (DRC), and to exchange ideas and good practices to promote the Women, Peace and Security agenda.

    SRSG Carlos Ruiz Massieu discusses peace at Cúcuta Book Festival

    This week, SRSG and Head of the UN Verification Mission in Colombia Carlos Ruiz Massieu attended the 20th Book Festival of Cúcuta. The SRSG took part in a discussion on the international community and its role in the construction of peace in Colombia, together with journalist Yolanda Ruiz. Additionally, the Mission set up a stand for attendees to share information on the Final Peace Agreement.

    Remarks to the Security Council

    on the Situation in the Middle East, including the Palestinian question

    Mr. President,

    Nearly a year has passed since the horrific attacks by Hamas and other Palestinian armed groups in Israel, the single deadliest attack in the country’s history.  Over 1,250 Israelis and foreign nationals were killed and around 250 individuals were abducted and taken into Gaza.

    A few days ago, we learned the heartbreaking news of the killing of six Israeli hostages, whose bodies were recovered by the Israeli Defense Forces in Gaza.

    I would like to extend my deepest condolences to the bereaved families. I met the loved ones of several hostages last November in Jerusalem, including the parents of Hersh Goldberg-Polin. I watched the shocking and heartbreaking video footage of his capture – images I will never forget.

    According to the Israeli government, the hostages had been shot multiple times at close range. They were killed by Hamas shortly before Israeli soldiers were able to reach them inside a tunnel in Rafah.  

    Following the recovery of the bodies, Hamas announced that militants guarding hostages in the buildings and tunnels of Gaza had new instructions to kill hostages before they could be recovered alive by Israeli forces.

    At least 101 hostages are still held in Gaza; they are still denied humanitarian visits. Accounts of released hostages and other reports indicate that they are likely being held in horrific conditions, with some being subject to violence, including sexual violence, and other forms of abuse.

    I echo the words of the Secretary-General once again: all hostages must be released immediately and unconditionally. For as long as they are held, in accordance with international legal obligations, they must be treated humanely and allowed to receive visits and assistance from the International Committee of the Red Cross.

    Mr. President,

    We need an immediate ceasefire, the immediate and unconditional release of all remaining hostages, and a massive scale up of humanitarian aid to Gaza.

    I welcome the continued efforts by Egypt, Qatar, and the United States in this regard. Recent meetings in Doha and Cairo attempted to bridge gaps, but major differences persist. More must be done to reach a deal without further delay. The United Nations remains committed to supporting all efforts to this end.

    Meanwhile, the situation on the ground looks grim.  Israeli military operations continue across Gaza and the number of fatalities tragically keeps increasing.

    According to the Gaza Ministry of Health (MOH), since 7 October, some 41,000 Palestinians have been killed, a majority of whom were reportedly women and children.  

    We continue to witness mass displacement of thousands of Palestinian families – most unable to access medical services, water and sanitation. Many families have been displaced several times.  Nowhere is safe in Gaza.

    At the same time, the indiscriminate launching of rockets by Hamas and other armed groups towards population centres in Israel also continues. Civilian objects in Gaza, including infrastructure are also reportedly being used to shield fighters and military objectives, endangering the lives of civilians in and around them. 

    Civilians should not be used as human shields.

    Humanitarian access is tenuous at best, jeopardized by unsafe conditions, including a complete breakdown of law and order throughout Gaza. The 27 August security incident involving a WFP humanitarian convoy forced the Agency to temporarily suspend the movement of its staff.

    My colleague, Director Wosornu from OCHA, will shortly brief you further on the catastrophic humanitarian situation and the agonizing conditions faced by humanitarian workers.

    Also, the Secretary-General has been following closely the polio immunization campaign currently underway in Gaza. The images of young children receiving their vaccinations amid rubble and utter ruin are both moving and distressing.

    The polio pauses are a rare ray of hope and humanity amid the horror in Gaza. I note that the arrangements established between UN agencies and the IDF to pause military activity in the designated vaccination areas have so far been respected. 

    Like the Secretary-General, I commend all those involved in this undertaking, especially our extraordinary humanitarian colleagues leading the campaign.

    Mr. President,

    While we continue to focus on ending the killing and destruction in Gaza, we cannot lose sight of the alarming situation in the occupied West Bank, including East Jerusalem. This includes Israeli military operations, settler attacks and armed Palestinian violence against Israelis.

    Most recently, Israel launched on 28 August large-scale military operations against alleged terrorist cells in Jenin, Tulkarm, and Tubas governorates.  The operations also involved the use of airstrikes.

    These intensive and week-long operations resulted in clashes with armed Palestinians, civilian casualties, and damage to civilian infrastructure.

    The operations were launched amid an uptick in attacks and clashes throughout the occupied West Bank, including in the Hebron area, with two car bombs near Israeli settlements the night of 30 August, the killing of three Israeli police officers in their car the following day, and a subsequent Israeli military operation in the area.

    Overall, since 7 October, some 630 Palestinians and 15 Israelis have been killed in the occupied West Bank, including East Jerusalem. All perpetrators of violence – Israeli or Palestinian - must be held accountable.

    Recent dangerous and provocative acts and statements are further enflaming the situation. Statements by Palestinian armed groups calling for further violence and attacks against Israelis are unacceptable and must cease. The recent inflammatory acts and statements by an Israeli Minister at the Holy Sites in Jerusalem add to an already explosive situation in the occupied West Bank.

    The status quo at the Holy Sites in Jerusalem must be respected and upheld, recognizing the special and historic role of the Hashemite Kingdom of Jordan as custodian of the Holy Sites in Jerusalem.

    Mr. President,

    With every passing day we get further away from the objective of ending the occupation and achieving a viable two-State solution.

    We remain convinced that durable peace will only be achieved when Israel and an independent, democratic, contiguous, viable and sovereign Palestinian state live side by side in peace and security within secure and recognized borders, on the basis of the pre-1967 lines, with Jerusalem as the capital of both states.

    It is our responsibility to do all we can to support the parties in reaching that objective.
