    Security Council

    Security Council votes to impose sanctions on individuals and groups responsible for violence in Haiti

    On 21 October, the Security Council adopted a resolution responding to the deteriorating security and humanitarian situation in the country, setting out a travel ban, asset freeze and arms embargo on individuals and entities responsible for the violence. The resolution, which was tabled by the United States and Mexico, passed unanimously, with 15 votes in favor. The text also singles out one of Haiti’s most influential gang leaders, Jimmy “Barbecue” Cherizier, who leads an alliance of Haitian gangs. The Council notes that Cherizier’s actions “have directly contributed to the economic paralysis and humanitarian crisis in Haiti.” Through the resolution, the Council demands an immediate cessation of violence, criminal activities and human rights abuses undermining the peace and security of Haiti and the region.

    USG DiCarlo briefs Council on protection of civilians in Ukraine

    On 21 October, the Council met to discuss the humanitarian situation in Ukraine, amid an intensification of missile attacks on Ukrainian critical civilian and residential infrastructure by the Russian Federation. UN Humanitarian Coordinator for Ukraine Denise Brown and Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo briefed the Council. In her remarks, USG DiCarlo noted that the Russian Federation had launched a series of attacks against cities and towns across the country, noting that between 10-18 October, “at least 38 Ukrainian civilians were reportedly killed and at least 177 injured by missile and drone attacks.” The USG also underlined the impact of the war on food security, highlighting that the Black Sea Grain Initiative has helped “move grain from one of the world’s breadbaskets to those in need” and needed to be extended beyond November, when it is due to expire.

    At Security Council open debate on Women, Peace and Security, speakers highlight the necessity of inclusion  

    On 20 October, under the presidency of Gabon, the Council held its annual open debate on women, peace and security (WPS), which this year focused on strengthening the resilience and leadership of women in contexts affected by armed groups. Briefers and Member States at the annual meeting noted new and continuing barriers to women’s rights, as well as their equal participation in peace processes around the globe. They also discussed the Secretary-General’s report on Women, Peace and Security, which notes that the world is experiencing “a reversal of generational gains in women’s rights, while violent conflicts, military expenditures, military coups, displacements and hunger continue to increase.”

    Cameroon

    UNSAC visits Cameroon to gather information on the issue of refugees 

    From 9-16 October, the Bureau of the United Nations Standing Advisory Committee on Security Questions in Central Africa (UNSAC) carried out a field visit to Cameroon, in order to collect and analyze relevant information on the issue of refugees in the Eastern Region of the country. The delegation comprised representatives from Cameroon, the Central African Republic (CAR), Congo, Gabon, Rwanda, São Tomé and Príncipe, and the United Nations Regional Office for Central Africa (UNOCA), which serves as Secretariat of the Committee.

    Great Lakes

    Office of the Special Envoy for the Great Lakes Region co-hosts youth, peace and security workshop

    From 17-20 October, the United Nations Population Fund (UNFPA) and the Office of the Special Envoy for the Great Lakes region co-organized a training workshop on Youth, Peace and Security for youth networks in the region. The four-day workshop which took place in Nairobi, Kenya, aimed to mobilize potential young peacebuilders, explore their potential and, through discussions and experience sharing, to assess the obstacles and challenges facing youth-led peacebuilding initiatives. It is hoped that initiatives such as this workshop will, in the long term, trigger more support at regional level to open opportunities to youths to effectively participate in peacebuilding processes.  

    UNRCCA

    UNRCCA convenes high-level conference on border security

    From 18-19 October 2022, UNRCCA and the UN Office of Counter-Terrorism (UNOCT) in partnership with the Government of the Republic of Tajikistan, the European Union (EU) and the Organization for Security and Cooperation in Europe (OSCE) organized a high-level conference “International and Regional Border Security and Management Cooperation to Counter Terrorism and Prevent the Movement of Terrorists”. The conference aimed to promote cooperation on border security management issues in order to prevent and detect the movement of terrorists and the illicit trafficking of weapons, in accordance with international law. In her opening remarks, SRSG Natalia Gherman stressed that UNRCCA brings a preventive diplomacy approach to address border security She also underscored that border security starts well before borders and it is closely linked to political will, trust building and prevention of radicalization.

    UNRCCA organizes training seminar on "gender in the context of conflict and peacebuilding" for youth from Central Asia and Afghanistan

    On 18 October, the United Nations Regional Centre for Preventive Diplomacy for Central Asia held a training course on “gender in the context of conflict and peacebuilding” within the framework of the Preventive Diplomacy Academy initiative (PDA). The Ambassador of the United Kingdom of Great Britain and Northern Ireland to Turkmenistan, Lucia Wilde, delivered a speech on the importance and value of gender equality, and noted some of the positive changes in women's participation in domestic and international politics. The participants of the Academy seminar were able to deepen their knowledge in the field of gender in the context of conflict and peacebuilding.

    Lebanon

    UN Special Coordinator Wronecka meets with Lebanese media, students

    On 19 October, as part of ongoing consultations with Lebanese stakeholders, UN Special Coordinator Joanna Wronecka met with a group of senior Lebanese media editors to discuss their views on the political developments in Lebanon and to assess the role that the media can play. Underlining the importance of regulating and stabilizing the work of state institutions, the discussions reflected the growing concerns of a potential vacuum in the Lebanese presidency after the term of President Michel Aoun expires on 31 October. On 20 October, the Special Coordinator took part in a discussion with students at the Lebanese American University in Beirut. The discussions covered the aspirations of young people and their role in shaping the future of Lebanon, as well as the work of UNSCOL in promoting peace and security in Lebanon, including through the implementation of Resolution 1701 and strengthening stable and functioning state institutions, and how the youth perceive the efforts of the UN’s political mission in the country.

    UNOWAS and DPPA Innovation Cell hold workshop on new technologies for conflict prevention

    On 18-19 October, UNOWAS and DPPA’s Innovation Cell held a workshop to expose colleagues to methods, practices and case studies on the use of new technologies and cutting-edge approaches for conflict prevention, peacemaking and peacebuilding. The interactive sessions focused on themes such as data-enabled analysis, such as inclusive digital dialogues, social media and machine-assisted analysis in elections, and open-source earth observation), and virtual reality as immersive briefing and storytelling. The initiative is part of a series of innovation workshops with field missions to build internal capacities on the Quintet of Change of Our Common Agenda.

    Peacebuilding

    The Peacebuilding Commission holds ambasadorial meeting on The Gambia

    On 18 October, the Peacebuilding Commission held an Ambassadorial-level meeting on The Gambia. It focused on the transitional justice process, including the government’s white paper on the implementation of the recommendations of the Truth, Reconciliation and Reparations Commission (TRRC), and to discuss priority actions. Attorney General and Minister of Justice of The Gambia and a woman peacebuilder as well as the Deputy Special Representative of the Secretary-General of UNOWAS, Resident Representative of UNDP and Director and Deputy Head of PBSO briefed the Commission. The PBC members expressed support for the priorities outlined in the White Paper, including accountability and reparations for the victims, and encouraged more international support, including through the Peacebuilding Fund (PBF), to their implementation. Welcoming the Government’s intention to convene a stakeholders’ conference in early 2023 to present details and costs of the activities and their implementation plan, they expressed their willingness to continue accompanying The Gambia in this process.

     

    ASG Elizabeth Spehar meets with Belgian Ministry for Foreign Affairs, German Parliament, to brief on peacebuilding priorities

    This week, ASG Peacebuilding Support Elizabeth Spehar met with the Belgian Ministry for Foreign Affairs and discussed UN transition contexts, among other issues. In Berlin, ASG Spehar briefed the German Parliament's sub-committee on UN, international organizations and civilian crisis prevention on UN Peacebuilding Architecture priorities, underlining how and why adequate and sustained financing is important for multilateral peacebuilding and prevention efforts. Along with State Secretary Susanne Baumann, the ASG opened an expert event on Innovative Financing for Peace, which PBSO co-hosted with the German Federal Foreign Office. The event brought together DFIs, private sector investors, development banks, NGOs, Member States and the UN, to advance thinking about a new framework for peace-positive investments. The ASG concluded the week with an expert roundtable on "making peacebuilding impact visible", hosted by Germany's Center for International Peace Operations and bringing together think tanks, evaluators, and policymakers. 

    Next Week

    On 24 October, the Security Council will meet on the United Nations Support Mission in Libya (UNSMIL); on 25 October, it will hold two briefings on the situation in Syria (on the political and humanitarian situation and on chemical weapons); on 26 October, it will meet to discuss the Great Lakes Region. On 27 October, it will discuss international peace and security.

    REMARKS TO THE SECURITY COUNCIL ON

    UKRAINE

     

    New York, 21 OCTOBER 2022

     

    Mr. President,

    The situation for civilians in Ukraine remains dire.

    As of 18 October, the Office of the High Commissioner for Human Rights has recorded 15,956 civilian casualties: 6,322 killed and 9,634 injured since 24 February 2022. At least 397 children have been killed in the war since 24 February. The actual figures are likely considerably higher.

    In a recent and concerning development, the Russian Federation launched a series of attacks against cities and towns across the country.

    On the morning of 10 October, Russian armed forces reportedly launched missiles and drones, killing at least 20 civilians and injuring over 100, including in Kyiv, Dnipro and Zaporizhzhia. Many civilian objects – including dozens of residential buildings and critical civilian infrastructure – were damaged.

    In total, between 10 and 18 October, at least 38 Ukrainian civilians were reportedly killed and at least 117 injured by missile and drone attacks.

    In addition to immediate loss of life, the United Nations is gravely concerned about the destruction of critical energy infrastructure, such as power plants.  According to the Ukrainian government, 30 per cent of energy facilities have been hit since 10 October.

    Combined with soaring gas and coal prices, the deprivation caused by these attacks threatens to expose millions of civilians to extreme hardship and even life-endangering conditions this winter.

    To be clear: under international humanitarian law, attacks targeting civilians and civilian infrastructure are prohibited. So are attacks against military objectives that may be expected to cause harm to civilians that would be excessive in relation to the concrete and direct military advantage anticipated.

    Mr. President,

    The United Nations continues to support all efforts towards accountability. It is essential that the OHCHR be given complete and unimpeded access to all areas of Ukraine to continue its crucial work.

    For its part, the Independent International Commission of Inquiry on Ukraine submitted its report to the General Assembly this week.

    The document states that there are reasonable grounds to conclude that war crimes and violations of human rights and international humanitarian law have been committed in Ukraine since 24 February 2022. 

    The Commission stated that Russian troops were responsible for the vast majority of the violations identified. The Commission also stated that Ukrainian armed forces have committed international humanitarian law violations in some cases, including two incidents that qualify as war crimes.

    According to the Commission, relentless use of explosive weapons with wide-area effects in populated areas has killed and injured scores of civilians and devastated entire neighborhoods.

    Additionally, the Commission documented patterns of summary executions, unlawful confinement, torture, ill-treatment, rape and other sexual violence committed in areas occupied by Russian armed forces.

    The impact of these violations on the people in Ukraine is immense - and so is the need for accountability. In this regard, the Commission called for a sound coordination of the multiple national and international accountability initiatives in Ukraine.

    Accountability remains crucial as new allegations of atrocities have emerged in areas that have recently returned to Ukrainian Government control.  

    We must not let impunity prevail.

    Mr. President,

    We welcome the announcement on Monday of another exchange of prisoners of war between Ukraine and the Russian Federation. 110 Russian captives were exchanged for 108 Ukrainians. This was the first exchange in which all freed Ukrainians were women – among them civilians, military personnel and national and border guards.

    Building on the constructive spirit of the prisoner exchanges, I want to reiterate the Secretary-General’s appeal to the Russian Federation to grant full access to the International Committee of the Red Cross to all prisoners of war, in accordance with international humanitarian law.

    Mr. President,

    The global impact of the war in Ukraine is substantial and growing.  The UN has detailed its impact on food security, energy and finance.

    The Black Sea Grain Initiative has helped to bring down food prices and stabilize and subsequently lower global food prices and move grain from one of the world’s breadbaskets to those in need. As of 19 October, the total tonnage of grain and other foodstuffs exported through the initiative had reached almost 8 million metric tons.

    To maintain food security worldwide, it is critical that the initiative be extended beyond November.

    It is equally critical that there be unimpeded access to Russian food and fertilizers.  The United Nations will spare no effort to achieve greater food security for all populations.           

    Mr. President,

    We are on a path of further escalation, which can only cause more suffering to the people of Ukraine, Russia, and the rest of the world. This trajectory must be reversed.

    Any suggestion of the possible use of nuclear or other nonconventional weapons only serves to further heighten tensions and could lead to a dangerous spiral.  

    Any further damage to the Zaporizhzhia Nuclear Power Plant – whether intentional or by accident – could have catastrophic consequences. Any military activity against, from or near the site, must cease immediately.

    Mr. President,

    The General Assembly has been clear. Last week, it stated that the referendums held in regions of Ukraine that are or have been under the temporary military control of the Russian Federation and the subsequent attempted illegal annexations of these regions have “no validity under international law and do not form the basis for any alteration of the status of these regions of Ukraine.”

    This week, the Russian Federation announced the introduction of martial law in the regions of Ukraine under its temporary military control and that it has attempted to illegally annex. This decision, combined with the announced evacuation in Kherson amid intensified fighting on the ground, raises serious concerns.

    Mr. President,

    The General Assembly also expressed strong support for the de-escalation of the current situation and a peaceful resolution of the conflict through political dialogue, negotiation, mediation and other peaceful means, with respect for the sovereignty and territorial integrity of Ukraine within its internationally recognized borders and in accordance with the principles of the Charter.

    Indeed, an end to the war founded on international law and the Charter is the surest way to ensure that the tremendous suffering of civilians in Ukraine will cease.
