    Middle East on "brink of catastrophe," USG DiCarlo tells Security Council

    On 10 October, Under-Secretary-General Rosemary DiCarlo told the Security Council that in the eight days since the Secretary-General briefed on Lebanon and the Middle East, the situation in Lebanon had become "even more alarming." The exchanges of fire between Hizbullah and the Israel Defense Forces (IDF) had intensified dramatically, she said. In addition, Hizbullah had stepped up its attacks on Israel, firing rockets, missiles and drones further south. Israel then responded with attacks striking hundreds of Hizbullah targets. The ongoing exchanges of fire had created a humanitarian emergency. "We need to invest every effort to reverse this cycle of violence and bring Lebanon and Israel - and the region - back from the brink of catastrophe," she stressed.

    "Status quo in Libya has persisted for too long," says DSRSG Koury

    On 9 October, Deputy Special Representative for Political Affairs for the United Nations Support Mission in Libya (UNSMIL) Stephanie Koury described recent developments, including the appointment of a new Central Bank of Libya Governor and Deputy Governor and the full resumption of oil operations and exports. “Regrettably, other actions continue to fuel divisions,” she noted, including the dispute over the authority to adjudicate on constitutional matters. She emphasized that “the status quo in Libya has persisted for too long and is unsustainable,” and urged the Council to support in advancing an inclusive political process and move towards national elections.

    Special Coordinator Hennis-Plasschaert visits shelters in Beirut

    This week, the United Nations Special Coordinator for Lebanon, Jeanine Hennis-Plasschaert, visited shelters housing people displaced from southern Lebanon and the southern suburbs of Beirut following the sharp escalation of the conflict between Israel and Hizbullah. During the site visits - organized in cooperation with the UN Children's Fund (UNICEF), the UN Development Programme (UNDP) and the World Food Programme (WFP), among others - the displaced expressed the hope to return home and resume their normal lives.

    Special Coordinator for Lebanon visits Disaster Risk Management Committee

    This week, Hennis-Plasschaert also visited a Disaster Risk Management Committee comprised of local officials, security services and humanitarians. The Committee works with UN support to meet soaring humanitarian needs, despite significant resource challenges. Throughout these engagements, the Special Coordinator voiced concern regarding the impact of the conflict on children, with thousands set to miss out on their education as schools become shelters. Meanwhile, the Special Coordinator continued to meet with a wide array of Lebanese political and security actors, while engaging with regional and international partners, as part of her efforts to reinvigorate momentum on a ceasefire and to advocate for progress in the long-stalled presidential election process.

    Peacebuilding partners visit Papua New Guinea

    This week, the Peacebuilding Support Office organized a partner visit to Papua New Guinea with representatives from Australia, Norway, United Kingdom and United States, and a member of the Peacebuilding Fund’s (PBF) Advisory Group. Hosted by the United Nations Resident Coordinator’s Office, in partnership with the Department of the Prime Minister and the National Executive Council, the visitors learned about results of PBF support to the Bougainville peace process and for peacebuilding and local development in the Highlands. Site visits in the Southern Highlands Province showcased how the UN Highlands Joint Programme facilitated community-led approaches in remote areas, mediated local peace agreements and jumpstarted rehabilitation of infrastructure and basic services as tangible peace dividends. The delegation met representatives of government, the Autonomous Bougainville Government, the UN Country Team, bilateral and multilateral partners, including international financial institutions.

    New SRSG and UNAMI Head Mohamed Al Hassan arrives in Iraq

    On 10 October, Mohamed Al Hassan of Oman arrived in Baghdad to assume his responsibilities after his appointment by the United Nations Secretary-General as his Special Representative and Head of the United Nations Assistance Mission for Iraq (UNAMI).

    UNAMI discusses preparations for Kurdistan Region parliamentary elections

    On 7 October, the UNAMI Office of Electoral Assistance and the Director of the Independent High Electoral Commission (IHEC) in the Sulaymaniyah Governorate Electoral Office met to discuss the preparations for the 20 October Kurdistan Region Parliamentary elections. The Office of Electoral Assistance participated in an IHEC training of polling staff.

    UNOCA holds annual retreat

    UNOCA staff held their annual retreat from 8-9 October in Akanda, north of Libreville. Staff discussed the implementation of the Office's mandate, which the Security Council renewed for three years on 30 August. Special Representative of the Secretary-General (SRSG) for Central Africa and Head of the United Nations Regional Office for Central Africa Abdou Abarry comprehensibly outlined his vision and priorities.

     

    UNRCCA Preventive Diplomacy Academy holds training for future leaders

    On October 1 and 9, the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) Preventive Diplomacy Academy held training sessions on emotional intelligence and neuro-linguistic programming (NLP). The sessions formed part of the leadership skills curriculum for students from Central Asia and Afghanistan. NLP methods can be used in negotiations, conflict resolution, and planning

    Colombia Mission supports peace fair in Villavicencio

    This week, together with the Governor's Office of Meta, the UN Verification Mission in Colombia provided support to the Peace Entrepreneurs Fair in Villavicencio. The Fair showcases the work of people in the process of reincorporation, victims of armed conflict and human rights leaders. They had the opportunity to showcase their businesses, highlighting the commitment of peace signatories, communities and local institutions in the construction of territorial peace. Coffee, textiles, jewelry, natural products, handicrafts and more were the main products of the fair. The Verification Mission accompanied the event, providing information on the Peace Agreement and the Mission's mandate.

     

     

    Next Week

    On 15 October, SRSG Hans Grundberg will brief the Security Council on the situation in Yemen. Also on 15 October, SRSG Carlos Ruiz Massieu will brief the Council on Colombia. On 18 October, the Council will meet on to vote on a resolution on Haiti sanctions.

    Briefing to the Security Council on the situation in Lebanon

    Thank you, Madam President,                                               

    In the eight days since the Secretary-General last briefed you on Lebanon and the Middle East, the situation in Lebanon has become even more alarming.

    The exchanges of fire between Hizbullah and the Israel Defense Forces, which commenced on 8 October last year when Hizbullah fired on Israeli targets in Hizbullah’s stated support for Gaza, have intensified dramatically.

    Hizbullah has stepped up its attacks on Israel, firing rockets, missiles and drones further south, including towards Haifa and Tel Aviv.

    Israel responded with attacks, now across Lebanon, including in the capital Beirut, striking hundreds of Hizbullah targets – many in densely populated areas – and causing widespread destruction, displacement, and suffering.

    Since the commencement of Israeli ground operations into Lebanon on 1 October, Hizbullah and the Israel Defense Forces have been engaged in intensified clashes in southern Lebanon.

    The ongoing exchanges of fire have created a humanitarian emergency.

    The number of dead and wounded has spiraled: over 300 people have been killed in Lebanon just in the past week. Since 8 October last year, the number of dead has reached over 2,000, according to the Lebanese Ministry of Health. Hundreds of those killed were civilians, including more than 100 children.

    Lebanese Armed Forces personnel have been killed, with 3 fatalities in the past week.

    Israeli soldiers have also been killed, including at least 12 on Lebanese territory since 1 October.

    Over 600,000 people have been displaced in Lebanon - a quarter of a million people since last Wednesday. The vast majority are women and children.

    A quarter of Lebanese territory has been placed under so-called evacuation orders issued by the Israel Defense Forces, affecting more than 100 villages and neighborhoods, with the IDF giving people as little as 2 hours’ notice to vacate their homes, often in the middle of the night.

    Around 250,000 people, including Lebanese and Syrians, have fled into Syria.

    Tens of thousands more have departed through Beirut airport.

    Lebanon’s health sector is under immense pressure.  Many hospitals and centers closed following airstrikes hitting healthcare facilities and personnel.

    The Flash Appeal launched last week requests USD $425 million to assist 1 million people over the next three months. I urge Member States to support this request, and I thank those of you who have already given or pledged aid.

    In northern Israel, the civilian population is also enduring repeated attacks from Hizbullah and other non-state armed groups in Lebanon and the region.

    Over 50 people have been killed and more than 60,000 have been displaced in Israel and the Israeli-occupied Golan Heights since last October, disrupting lives and livelihoods.

    The devastating conflict in Lebanon, coupled with intensified strikes in Syria and the raging violence in Gaza and the occupied West Bank, points to a region dangerously teetering on the brink of an all-out war.

    Madam President,

    Our collective inability to stop the violence and stem the bloodshed is damning.

    Hizbullah and other non-state armed groups must stop firing rockets and missiles into Israel.

    We urge Israel to stop its bombardment of Lebanon and to withdraw its ground forces.

    The parties must seize the diplomatic options put on the table before them, not the weapons by their side.

    The United Nations welcomes the continued efforts of Member States in this regard.

    As the Secretary-General has warned, there is still time, but it is quickly running out. We must give diplomacy a chance. NOW.

    The Special Coordinator for Lebanon, Jeanine Hennis-Plasschaert, is engaging with all actors to stress the need for immediate de-escalation and a diplomatic solution.  

    The parties must commit to a return to a cessation of hostilities, and the full implementation of Security Council resolutions 1559 (2004) and 1701 (2006).

    The Lebanese state must have control over all weapons within its territory.  We see what happens when it does not.

    The political impasse for the election of a president is approaching two years. At this time of crisis, I urge Lebanon’s political leaders to take resolute steps towards addressing the vacuum.

    The state sovereignty and territorial integrity of both Lebanon and Israel must be respected.

    Obligations under international law, including international humanitarian law, must be upheld. In this regard:

    Distinction must be made between civilians and fighters, and between civilian infrastructure and military objectives;

    Civilians, and civilian infrastructure, must not be targeted;

    Indiscriminate and disproportionate attacks must be avoided;

    Humanitarian personnel, medical workers, and journalists also must not be targeted.

    UN personnel, including the brave peacekeepers along the Blue Line and members of the UN family working under such dangerous conditions across Lebanon, must be protected.be protected.

    We need to invest every effort to reverse this cycle of violence and bring Lebanon and Israel - and the region - back from the brink of catastrophe.  Thank you, Madam President.

    “The raging fires in the Middle East are fast becoming an inferno,” Secretary-General warns Security Council

    On 2 October, Secretary-General António Guterres, in an emergency Security Council meeting, reiterated his appeal for a ceasefire in Gaza and a cessation of hostilities in Lebanon. “The raging fires in the Middle East are fast becoming an inferno,” he cautioned, noting that tensions were escalating along the Blue Line with “almost daily exchanges of fire by Hizbullah and other non-State armed groups in Lebanon and the Israel Defense Forces." Pointing to the temporary ceasefire proposed by the United States and France to allow for the restart of negotiations, he said, “Israel refused that proposal and stepped up its strikes, including bombing the Hizbullah headquarters where its leader was killed” and conducting a “limited incursion” into southern Lebanon, while “Hizbullah has continued rocket and missile attacks on Israel”.

    Security Council renews authorization for Haiti Security Support Mission

    On 30 September, the Security Council renewed its authorization for the deployment of the Multinational Security Support Mission to Haiti for another 12 months. By the text, the Council also encouraged the Mission to accelerate its deployment, while also encouraging additional voluntary contributions and support.

    SRSG Onanga-Anyanga underscores importance of UN and AU coordination

    On 2 October, the Security Council met to discuss the partnership between the United Nations and African Union. Parfait Onanga-Anyanga, Special Representative of the Secretary-General to the African Union and Head of the UN Office to the African Union (UNOAU), said that "several African countries and sub-regions continue to face significant challenges to achieving lasting peace, security and sustainable development." He went on to note that the Secretary-General’s latest report underscored the need for the two organizations to coordinate efforts in order to address complex political transitions.

    With mission mandate set to expire, SRSG Swan highlights Somali political progress

    On 3 October, James Swan, Acting Special Representative of the Secretary-General and Head of the UN Assistance Mission in Somalia (UNSOM), briefed the Security Council alongside Mohammed El-Amine Souef, Head of the AU Transition Mission in Somalia (ATMIS). The mandate for UNSOM is set to expire at the end of the month, and Somalia had proposed a two-year process to transfer tasks to national authorities and the UN Country Team while the drawdown of ATMIS forces continued, he said. He highlighted recent progress made on the political front, including on defining a plan for one-person-one-vote elections.

    UNAMI discusses preparations for Kurdistan Region parliamentary elections

    On 2 October, UN Principal Electoral Advisor Aamir Arain and the UN Assistance Mission for Iraq (UNAMI) Electoral Assistance team met in Erbil with Judge Omar Ahmed Mohamed, Chairman of the Independent High Electoral Commission (IHEC), and the Central Committee. They discussed preparations for the upcoming Kurdistan Region parliamentary elections. On 1 October, Arain met with Senior Advisor to the President of the Kurdistan Region Dilshad Shahab (pictured). They discussed ongoing preparations for the upcoming Kurdistan parliamentary elections. Separately, Arain met with Rizgar Haji Hama of the Patriotic Union of Kurdistan, to discuss peaceful electoral campaigns.

    UNAMI delegation meets with officials to discuss protection of women political candidates

    On 1 October, a UNAMI delegation met with the Secretary General of Kurdistan’s High Council for Women and Development, Khanzad Ahmad (pictured). UNAMI representatives expressed support for the High Committee on Protection of Women Candidates, which has put in place measures to enhance protection of women candidates and receive complaints, including through dedicated hotlines. Separately, the delegation met with the Directorate for Combating Violence Against Women and Family Director General Fenik Shafiq Hamadamin. They discussed the use of a 24/7 hotline for receiving complaints from women candidates in the Kurdistan parliamentary elections during the ongoing campaign period.

    Head of UNAMI in Kurdistan Region meets senior officials to discuss political situation

    On 1 October, the Head of UNAMI Office in the Kurdistan Region, Francesc Revuelto-Lanao, met with the New Generation Movement (NGM) Head of Sulaymaniyah’s electoral office Rebwar Abderrahman. They discussed the political situation in the Region, including preparations for the forthcoming elections.

    UNOCA holds workshop on climate, peace and security

    On 2-4 October, the UN Regional Office for Central Africa (UNOCA), DPPA, the Department of Peace Operations (DPO) and the UN System Staff College (UNSSC), organized a capacity-building workshop on climate, peace and security in Ntoum, Gabon. In opening remarks, the Secretary-General's Special Representative for Central Africa and Head of UNOCA Abdou Abarry noted that "each of us has a role to play in protecting our environment while promoting lasting peace for future generations."

The event was organized by the Jogorku Kenesh of the Kyrgyz Republic with support from UNRCCA, UN Women and UNDP, and held under the Kyrgyzstan’s chairmanship of the Central Asian Women Leaders’ Caucus (WLC). The conference marked the first regional event within the WLC framework to feature in-person participation of Afghan women from Afghanistan.     Photography exhibition "Seeds of Peace" opens with UN mission support

    On 26 September, the "Seeds of Peace: Territories that Flourish, Views that Transforms" exhibition opened on 26 September at the Centro Nacional de las Artes Delia Zapata Olivella in Bogotá. "Seeds of Peace" received support from the European Union, the European Fund for Peace, the UN Verification Mission in Colombia, the United Nations Development Programme (UNDP), and the Colombian Ministry of Cultures. The exhibition was a call for action to promote peacebuilding processes in relation to the 2016 Peace Agreement.

    Model UN Junior held in Popayán, Cauca

    On 26 September, a "Model UN Junior" event took place at the Don Bosco College in Popayán, Cauca, with the support of the UN Verification Mission in Colombia. More than 100 boys and girls aged 10 to 12 from public institutions participated in this project, which promotes a culture of dialogue for problem-solving and youth empowerment, in line with the UN mandate on Youth, Peace and Security.

    Colombia mission holds annual peace fair

    On 2 and 3 October, the UN Verification Mission in Colombia held its annual peace fair, selling products from 10 projects of victims and signatories of the Peace Agreement, from the departments of Tolima, Boyacá, Huila and Bogotá. The signatories received support from the Colombia government to help them rejoin civilian life. The Colombian Foreign Minister and other high-level level officials in Colombia, including representatives from the European Union and Norway, visited the fair to meet with producers.
