    This Week in DPPA aims to keep you abreast of developments and events on the agenda of the UN Department of Political and Peacebuilding Affairs, at UN HQ and in the field, and especially those that sometimes "fly under the radar".

    New York

    General Debate of the General Assembly kicks off
    UN headquarters hosted this week the high point of the global diplomatic calendar (also known colloquially as “diplomatic fashion week” or “diplomatic speed dating”). For DPPA, the week began with a meeting on 21 September between UN Under-Secretaries-General for Political and Peacebuilding Affairs, Peace Operations and Operational Support and the African Union’s Commissioners to discuss cooperation on sustaining peace in Africa. DPPA chief Rosemary DiCarlo called, among other things, for constructive cooperation and partnership in support of elections, especially since six countries in West Africa will hold crucial polls next year.

    During a Women, Peace and Leadership Symposium organized by the International Peace Institute on 25 September, DiCarlo said that the only way to overcome the lack of political will to implement the women, peace and security agenda was to nominate, appoint and elect more women to leadership positions and decision-making roles – in government, the UN, public institutions, the private sector and community life.



    Later that day, DiCarlo participated in the side-event on Somalia during which she welcomed the significant progress achieved in the country and reiterated the importance of inclusive dialogue between the Federal Government and Federal Member States of Somalia.

    The Group of Friends of Mediation held a Ministerial meeting on 26 September on the sidelines of the General Assembly. Under-Secretary-General DiCarlo said that she has made exploring the impact of digital technologies on peace and security issues one of the priorities of the Department of Political and Peacebuilding Affairs. She mentioned two recent DPPA initiatives in this regard: the Department is establishing an Innovation Cell to strengthen capacities for innovation, including the use of digital technologies, across our peace and security mandates; and DPPA recently co-published an online Toolkit of Digital Technologies and Mediation with the Centre for Humanitarian Dialogue. The Toolkit, which will be continuously updated, assesses the opportunities and risks that digital technologies present for mediation.

    The same day, the Under-Secretary-General also attended a meeting of the Ad Hoc Liaison Committee (AHLC). The AHLC is the only forum where all parties to the Middle East Peace Process participate, including Israel and Palestine. DiCarlo stressed that initiatives to strengthen the capacity of Palestinians to develop their economy were encouraging but no substitute for establishing a legitimate political horizon that ends the occupation and establishes a negotiated two-state solution that meets the legitimate aspirations and security needs of both Israelis and Palestinians.

    The Under-Secretary-General took part in the high-level event on Sudan on 27 September, convened by Secretary-General Antonio Guterres to reiterate the support of the international community for the priorities of the civilian-led government of Prime Minister Hamdak, and for sustainable peace and inclusive development throughout the country.

    Peacebuilding Commission concerned about the situation in Burkina Faso
    The Peacebuilding Commission met on 26 September 2019 in New York in a high-level format to discuss the situation in Burkina Faso in the presence of the country’s President, Roch Marc Christian Kaboré. The meeting was chaired by H.E Mr. Iván Duque Márquez, President of Colombia. The members of the Peacebuilding Commission expressed deep concern deteriorating security in Burkina Faso and condemned the numerous attacks by extremist groups targeting civilian populations and security and defense forces, as well as security incidents involving armed groups and inter-communal clashes. They welcomed the ongoing support of the UN Secretary-General’s Peacebuilding Fund to address critical priorities, particularly in the areas of social cohesion, the prevention and resolution of local conflicts, trust-building between Security Forces and the population, recognizing the specific focus on women and youth engagement in peacebuilding.

    Libya

    Special Representative assesses prospects for peace
    Special Representative for Libya Ghassan Salamé, speaking on the sidelines of the General Assembly during an interview with DPPA’s online magazine Politically Speaking, provided a sobering overview of peace efforts in the country and called for political will and accountability, domestically and internationally, if progress is to be made.

    Strong commitment to credible elections
    The Election Support Group of the international community met with presidential candidates on 23 September.  Strong commitment to credible elections was the man take out from meeting, as well a consensus on the need for complaints to go to relevant Afghan electoral bodies and for them to meet responsibilities.

    Iraq

    Human rights training for civil society and youth
    How civil society can engage with UN Human Rights Treaty Bodies and Special Procedures, including the Universal Periodic Review, was the topic of a workshop conducted on 24 September by UN Human Rights in Erbil, Kurdistan Region of Iraq for 19 members of civil society and youth. During the workshop, participants discussed the importance of civil society engagement with parliament on human rights issues and two law reform proposals currently under consideration in Iraq – the Human Rights Act and the Establishment of an Anti-Discrimination Commission.

    “Iraqi Youth: Pioneers for Dialogue and Stability” workshop held in Diyala
    In Diyala Governorate in eastern Iraq, 26 young men and women gathered from 20-22 September to discuss youth’s political and administrative representation; how to address tribal conflicts and regional influences; restricting control over weapons exclusively to the State; how to handle the return of family members affiliated with ISIL; preventing the spread of drugs among youth as well as ensuring the freedom of expression and other basic freedoms. These were the topics identified by participants as most important in the context of their Governorate. The UN Assistance Mission in Iraq (UNAMI), in cooperation with the Committee for Coexistence and Societal Peace under the Prime Minister’s Office and the Iraqi Al-Amal Association have been organizing a series of workshops throughout the country to gauge the views and concerns of youth across Iraq.

    Colombia

    “Living together in peace“
    In commemoration of the International Peace Day on 21 September, the UN Verification Mission in Colombia organized and facilitated different activities in  eight cities and six territorial areas for training and reintegration, under the theme “living together in peace.” Activities were aimed at highlighting the efforts of communities working for reconciliation and peaceful coexistence. Activities included art displays, sports activities, photographic exhibitions, movie screenings, workshops, planting trees and academic forums and they were carried out with participation of former FARC-EP members in the process of reintegration, members of local communities, members of the public security forces, local authorities, Government institutions, and civil society organizations.

    It is a great pleasure to join you today for the 10th ministerial meeting of the Group of Friends of Mediation.

    Over the last decade the Group has led the way in promoting the use of mediation in the peaceful settlement of disputes. Allow me to recognize the leadership role played by Finland and Turkey, as co-chairs of the Group. 

    Looking forward to the next decade, I welcome the choice of today’s theme: “New technologies for peace and mediation as tools for inclusion.” While mediation remains a human intensive endeavour, we must also recognize that more and more significant political discourse happens online, with implications for how conflicts start, evolve and end.

    Consequently, I have made exploring the impact of digital technologies on peace and security issues one of the priorities of the Department of Political and Peacebuilding Affairs. Our efforts are in line with the Secretary-General’s system-wide initiative to harness the use of new technologies to further the objectives and administration of the United Nations.

    In our Department, we are establishing an Innovation Cell to strengthen capacities for innovation, including the use of digital technologies, across our peace and security mandates.  We have also recently co-published an online Toolkit of Digital Technologies and Mediation with the Centre for Humanitarian Dialogue. The Toolkit, which will be continuously updated, assesses the opportunities and risks that digital technologies present for mediation.

     

    Excellencies,

    Inclusivity is one of the core principles of UN mediation. Inclusive processes produce greater legitimacy and ownership because they ensure that the needs of those who have suffered the consequences of conflict most directly, including women and youth, are addressed.

    Inclusivity is also essential to addressing the growing fragmentation of today’s conflicts.  We know that when peace processes are not inclusive, they often fail.

    In this regard, digital technologies offer considerable opportunities to access a wider group of stakeholders beyond the main conflict parties. This is especially important in ensuring that the voices of people in hard-to-reach and conflict affected areas reach the negotiating table.

    On the other hand, mediators need to seriously consider digital security, safety and reputational risks. On-line hate speech is a pervasive problem. Misinformation campaigns, bot nets and artificial intelligence can be used to “game” online inclusion efforts. We must also be careful to ensure that lack of access to information and communication technologies do not produce new patterns of exclusion.

    Before I conclude, let me share a few examples that illustrate the potential of technology to promote inclusion.

    During preparations for a National Conference Process (NCP) in Libya in 2018, the UN Mission developed an Arabic-language website that allowed Libyans to provide their insights on issues related to the future of the Libyan state.

    Over a period of three months, 1,700 questionnaires were submitted and half a million comments were generated in an accompanying social media campaign.

    We have developed a new Artificial Intelligence-powered platform to convene largescale digital focus groups to enhance our analysis of peace and security trends. This information can be used to enhance the work of our mediators and envoys in the field.  In June 2019, we conducted the first pilot test of the platform.

    During the past year we have used big data to assess opinions of average citizens regarding key political concerns including elections and peace processes.  We have also used virtual reality and other technology to increase awareness of the work and challenges of special political missions, including before the Security Council members.

     

    Excellencies

    Digital technologies have clear potential to advance peace and security. But we must bear in mind the associated risks.

    I very much look forward to today’s conversation and to any suggestions you might have to enhance the mediator’s toolbox through the strategic and secure use of technology.

    The United Nations Development Programme (UNDP) and the United Nations Department of Political and Peacebuilding Affairs (DPPA) signed today, an agreement with the European Union (EU) to renew the partnership to support Joint UNDP-DPPA programme on building national capacities for conflict prevention.

    The US$ 2.8 million agreement will aim at building, strengthening and consolidating national capacities for conflict prevention in conflict-affected, fragile countries, as well as countries undergoing political instability or difficult transitions.

    Through the deployment of Peace and Development Advisors (PDAs), the Joint UNDP-DPPA programme offers critical support to UN Resident Coordinators, the UN Country Teams and national stakeholders to consolidate local capacities for dialogue, mediation, social cohesion, and national infrastructures for peace. The Programme is currently active in more than 70 countries.

    "I am proud that today we are renewing our work with the Joint Programme. The programme is a crucial piece in the EU's overall support to the UN peace and security architecture, in a world where the number of conflicts is on the rise. Our joint efforts help ease tensions and sustain peace", said Hilde Hardeman, the Head of European Commission's Service for Foreign Policy Instruments.

    “The Joint Programme builds on the reformed peace and security and development pillars, and the strengths of the UN Department of Political and Peacebuilding Affairs (DPPA) and UNDP collectively. Our Peace and Development Advisors are the embodiment of coherence of the UN for enhancing our support to national conflict prevention capacities. We very much value the EU’s partnership and support to our joint efforts”, said Miroslav Jenča, UN Assistant Secretary-General in UN DPPA.

    “The Peace and Development Advisors play a key role within UN Country Teams as they help the UN translate analysis into strategic actions and programmes on prevention. Notable examples across the globe include cross-border prevention programming, enhancing participation of women and youth in political processes, and developing early warning and response mechanisms,” stated Asako Okai, UN Assistant Secretary General and Director of UNDP’s Crisis Bureau.

    The Joint Programme is widely recognized for providing thought leadership on conflict prevention and is considered a unique example of how the political and development pillars of the UN can successfully work together in pursuit of preventing violent conflict and sustaining peace.

    Security Council

    Special Envoy Griffiths strongly condemns attack on Saudi Arabia
    When briefing the Security Council on the situation in Yemen on 16 September, Special Envoy Martin Griffiths strongly condemned the attack on ARAMCO facilities in Saudi-Arabia on Saturday, 14 September. "At a minimum, this kind of action carries the risk of dragging Yemen into a regional conflagration," he told the Council.

    Mladenov: "I unequivocally condemn all attacks on Palestinian and Israeli civilians”
    Special Coordinator Nickolay Mladenov briefed the Security Council on the situation in the Middle East on 20 September. "I unequivocally condemn all attacks on Palestinian and Israeli civilians, including settler-related violence, and call on all sides to refrain from violence and to clearly and unequivocally condemn attacks when they occur. All perpetrators must be held accountable for their crimes," he said.

    Colombia

    President visits a reintegration area
    Carlos Ruiz Massieu, the Special Representative of the Secretary-General and Head of the UN Verification Mission in Colombia, accompanied the visit of Colombian President Ivan Duque to the Miravalle, Caquetá Territorial Area for Training and Reintegration on 18 September to dialogue with ex-combatants and community members about the progress and challenges of the reintegration process and the security guarantees. "Those who are committed to demobilization, disarmament, reintegration, the principles of truth, justice, reparation, and non-repetition will always have the support of our government”, affirmed the president.
    Meanwhile, the SRSG said the President and the Government’s commitment to the reintegration of ex-combatants and to matters that are important for improving the situation of communities affected by the conflict has been very clear. “That commitment sustains the optimism of the United Nations to continue supporting the implementation of the Agreement,” he added.

    Great Lakes

    Special Envoy visits the UK and France
    Huang Xia, Special Envoy for the Great Lakes Region, visited the United Kingdom and France this week.     Key role of Somali youth in peace efforts highlighted in meeting with Head of UN Peacebuilding chief
    Together with Special Representative James Swan, Oscar Fernandez-Taranco, Assistant Secretary-General for Peacebuilding Support, met with members of the Youth Advisory Board in Mogadishu on 15 September. “The fact that you have been selected to represent the wider constituency, reflects very much the spirit of how the United Nations, the Secretary-General’s envoy to Somalia and his team can benefit from your wisdom, your engagement and your opinions about what the UN is doing and could do much better,” Mr. Fernandez-Taranco said.

    Sri Lanka

    Youth Peace Panel launched in Sri Lanka 
    UN in Sri Lanka marked the International Day of Peace on 17 September with the publication of the key findings of a study on ‘The Potential Role of Young Leaders and Volunteers in Preventing Violent Extremism in Sri Lanka’ and the launch of the ‘Youth Peace Panel’, funded by the Secretary-General’s Peacebuilding Fund. The study was commissioned by the United Nations Population Fund (UNFPA) and UN Volunteers (UNV). The launch of the ‘Youth Peace Panel’ introduced 30 young peace advocates from all nine of the country’s provinces. The Panel is independent and nonpartisan group. It aims to connect young people at grassroots level with key decision-makers and platforms to contribute towards peacebuilding efforts in Sri Lanka.

    Iraq

    Special Representative visits IDP camp in Fallujah
    The Special Representative for Iraq and Head of UNAMI, Jeanine Hennis-Plasschaert, visited Ameriyat al-Fallujah camp for internally displaced persons (IDPs) on 15 September. Mohammed al-Halbousi, Iraqi Parliament Speaker, accompanied the Special Representative. They heard about the obstacles IDPs face in attempting to return to their areas of origin.

    Afghanistan

    Participants of UN-backed TV series call for urgent ceasefire and a peaceful solution to end the war
    Participants of a UNAMA-backed television programme in the western province of Herat have added their voice to calls for an end to the conflict and the continuing harm combatants inflict upon civilians across the country. Speaking during a televised programme on Chekad TV in Herat, panellists representing civil society, religious and provincial authorities echoed Afghans across the country in calling for an urgent ceasefire and a peaceful solution to end the war. They expressed dismay that the conflict is escalating and further harming civilians, including women and children.

    New online course on Sustaining Peace
    Learn how to apply the concepts of Sustaining Peace and the Humanitarian-Development-Peace nexus in various contexts through the UN online course, “Introduction to Sustaining Peace”. The UN System Staff College (UNSSC) has opened registration for the second edition of the online course. Course materials were developed in collaboration with the Peacebuilding Support Office (PBSO), the Development Coordination Office (DCO) and the Inter-Agency Standing Committee (IASC). The training will provide participants with up-to-date information on sustaining peace and articulate how it relates to peacekeeping, peacebuilding, development, and humanitarian action.
