    Security Council demands parties allow "immediate, safe and unhindered delivery of humanitarian assistance” to Gaza

    On 22 December, the Security Council adopted a resolution on the delivery of humanitarian aid to Gaza, with 13 votes in favour, none against and two abstentions. The Council reiterated its demand that “all parties to the conflict comply with their obligations under international law, including international humanitarian law.” It further demanded that the parties “allow, facilitate and enable the immediate, safe and unhindered delivery of humanitarian assistance at scale directly to the Palestinian civilian population throughout the Gaza Strip.” It went on to demand that “the parties to the conflict allow and facilitate the use of all available routes to and throughout the entire Gaza Strip, including border crossings...for the provision of humanitarian assistance.” It also demanded the immediate and unconditional release of all hostages.

    Diplomatic efforts to restart Iran nuclear deal “at a standstill”, USG DiCarlo tells Council

    On 18 December, Under-Secretary-General (USG) for Political and Peacebuilding Affairs Rosemary A. DiCarlo briefed the Council on the Joint Comprehensive Plan of Action (JCPOA). She said that diplomatic efforts to restart the Iran nuclear deal remain “at a standstill”, despite repeated calls on all parties to renew dialogue aimed at a return to the full and effective implementation of the Plan and resolution. Nonetheless, she added, “the Secretary-General still considers that the JCPOA represents the best available option to ensure that the Iranian nuclear programme remains exclusively peaceful.” She said it was essential for Iran to reverse the steps taken since the deal fell apart “that are not consistent with its nuclear related commitments under the Plan and which it has pledged are reversible.”

    2023 “another tragic year” for Syrian civilians, Special Envoy tells Council

    On 21 December, Special Envoy of the Secretary-General for Syria Geir O. Pedersen briefed the Security Council on the situation in the country. He underlined the need to refocus on the political process in 2024, stressing that 2023 had been “another tragic year” for Syrian civilians, who were killed, injured, displaced, detained and abducted in alarming numbers. Violence is spiraling throughout Syria in a conflict that “cannot be left unattended”, he said. The Special Envoy noted that his good offices are ongoing with Syrian parties, regional players and international stakeholders. “We need instead to see sustained de-escalation in and on Syria, towards a nationwide ceasefire, and a cooperative approach to countering Security Council-listed terrorist groups,” he said.

    Special Representative Otunbayeva warns human rights issues hampering progress in Afghanistan

    On 20 December, Special Representative of the Secretary-General and Head of the UN Assistance Mission in Afghanistan (UNAMA) Roza Otunbayeva noted that the lack of progress in resolving human rights issues is a key factor behind the current impasse in the country. She said that there must be more direct engagement with the de facto authorities, including in Kabul. “Dialogue does not legitimize,” but it can encourage change, she said. She emphasized that accepting and working to uphold the international norms and standards, as set out in UN treaties that Afghanistan has ratified, will continue to be a non-negotiable condition for a seat at the United Nations.

    Wennesland: 2023 “one of the deadliest” years in history of Middle East conflict

    On 19 December, Special Coordinator of the Secretary-General for the Middle East Peace Process Tor Wennesland told Council members that “2023 ends as one of the deadliest in the history of this conflict, with the situation deteriorating on nearly all fronts.” He warned that, amid displacement at an unimaginable scale and active hostilities, the humanitarian response system is on the brink. “I reiterate that security forces must exercise maximum restraint and use lethal force only when it is strictly unavoidable to protect life,” he stressed. The Special Coordinator also underscored the need to enable parties to re-engage on the long-delayed political path to a two-State solution, noting that UN’s efforts to support this objective have already begun through active consultations in the region.

    "It is imperative to deescalate the situation on the Korean Peninsula", ASG Khiari tells Council

    Following the fifth launch of an intercontinental ballistic missile (ICBM) by the Democratic People’s Republic of Korea (DPRK), on 18 December, the Security Council heard a briefing from Assistant Secretary-General Khaled Khiari, who urged Pyongyang to embrace diplomacy as the way forward, noting that at this “particularly difficult moment in securing global peace and security, it is imperative to deescalate the situation on the Korean Peninsula."

    UNSMIL Head Bathily urges political settlement for progress in Libya's electoral process 

    Abdoulaye Bathily, the Special Representative of the Secretary-General and Head of the UN Support Mission in Libya (UNSMIL), told the Security Council on 18 December that he had invited the leaders of five Libyan institutions to settle on issues preventing progress in the electoral process. He lamented that some Libyan leaders continue to not show a decisive commitment to end the long-standing stalemate that has caused so much suffering for the ordinary Libyans. He added that “the remaining politically contested issues can only be overcome through a political settlement among the main Libyan institutional stakeholders.”

    Peacebuilding Commission advocates for stronger collaboration with African Union

    On 19 December, the Peacebuilding Commission (PBC) convened an Ambassadorial-level meeting on the PBC Chair's visit to the African Union Commission (AUC) and Mozambique. The African Union representative and Member States emphasized the need to strengthen collaboration between the African Union and the PBC, focusing on concrete actions in support of prevention, peacebuilding and sustaining peace in Africa. They also highlighted the importance of enhancing partnerships with regional organizations and financial institutions. Furthermore, Member States commended the Chair’s mission to Mozambique and welcomed the country’s progress in peacebuilding and peace maintenance.

    Fifth Committee adopts resolution to strengthen SG’s Peacebuilding Fund

    The General Assembly's Fifth Committee adopted a landmark resolution on 22 December, agreeing on an annual contribution of $50 million over the next five years to bolster the Secretary-General’s Peacebuilding Fund. Funding will commence in 2025, integrated into existing mechanisms and supplemented by insights from the Peacebuilding Commission and the Secretary-General’s Advisory Group. The decision also marks the achievement of a significant milestone outlined in the General Assembly resolution 76/305 on peacebuilding financing. Furthermore, improved financing for peace is a key objective of the Secretary-General's New Agenda for Peace. 

    ASG Spehar highlights importance of peacebuilding and conflict prevention at Global Refugee Forum

    Assistant Secretary-General (ASG) for Peacebuilding Support Elizabeth Spehar represented DPPA at the second Global Refugee Forum (GRF) in Geneva held on 13-15 December. Moderating a High-Level panel on peacebuilding and conflict prevention, ASG Spehar noted that conflict remains one of the main drivers of forced displacement and often impedes safe returns. She also noted that the lack of durable solutions for the forcibly displaced could fuel tensions in host communities, stressing that inclusive approaches are needed to address the root causes of conflict and displacement. The GRF mobilized $2.2 billion in financial pledges from donors, $250 million from the private sector, and multi-stakeholder political commitments. DPPA pledged to strengthen the systematic inclusion of forcibly displaced persons in its work at all levels.  

    Special Envoy Grundberg meets with senior officials to discuss resumption of Yemeni-owned political process

    On 19 December in Riyadh, Special Envoy of the Secretary-General for Yemen Hans Grundberg met with President of the Presidential Leadership Council Rashad Al Alimi and Vice President Uthman Mujalli. They discussed measures to improve living conditions in Yemen, a sustainable ceasefire, and the resumption of a Yemeni-owned political process under UN auspices. The Special Envoy also met with the Saudi ambassador to Yemen, Mohamed Al Jaber, other senior Saudi officials and the UAE Ambassador to Yemen, Mohammed Al Zaabi, to whom he expressed his appreciation for the strong regional support to the UN’s mediation efforts. On 20 December, the Special Envoy concluded a visit to Muscat, Oman, where he met with senior Omani officials. He also met with the Ansar Allah's Chief Negotiator, Mohamed Abdel Salam.

    Youth-led initiative shapes Sarajevo's future, addressing safety concerns

    Around 2,000 young people from different communities in Sarajevo have taken a central and pivotal role in helping to decide public priorities for Bosnia and Herzegovina’s capital. Over the past six months, youth leaders, in collaboration with 50 experts and research institutes, have worked on identifying youth concerns and aspirations for inclusions in the Sarajevo Canton Youth Strategy for 2024-2028. Young people’s primary concerns relate to safety and security, echoing state-wide findings from 2021 that over 40 percent of young people fear new ethnic tensions. To ensure the strategy becomes a firm governmental commitment, Sarajevo Canton and the Ministry of Science, Higher Education and Youth have committed to developing a costed action plan, ensuring funding and institutional tools needed to translate these solutions into a reality. 

    Special Coordinator Wronecka discusses Lebanon’s peace and stability

    This week, Special Coordinator of the Secretary-General for Lebanon Joanna Wronecka held a round of meetings with Lebanese stakeholders on safeguarding Lebanon’s peace and stability during this period of regional turbulence and finding a way to steer the country towards a path of recovery. The Special Coordinator discussed with former Director of General Security Abbas Ibrahim the need for de-escalation along the Blue Line with Israel and the implementation of Resolution 1701. With MP Gebran Bassil, leader of the Free Patriotic Movement, and with MP Fuad Makhzoumi, discussions focused on the impact of the prolonged presidential vacuum and the importance of reinforcing Lebanon’s state institutions. The Special Coordinator also explored with legal expert Antoine Sfeir the governance and constitutional landscape in light of recent developments.

    Special Representative Imnadze visits Kazakhstan Peace Operations Centre

    On 19 December, Special Representative of the Secretary-General and Head of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) Kaha Imnadze visited Kazakhstan Peace Operations Centre (KAZCENT) in Almaty and had a meeting with the Head of the Centre, Commandant Baurzhan Nigmetullin. Discussions focused on possible cooperation between UNRCCA and KazCent in the areas of conflict prevention, stabilization and mediation.

    Colombia

    Former combatants embark on new chapter in reintegration journey in San Juan de Arama

    On 16 December, in the department of Meta, the UN Verification Mission in Colombia accompanied 200 former combatants who left the Villa Olímpica in Granada to start a new stage in the new premises granted to them by the Colombian government. The former combatants left six months ago from the former TATR of Vista Hermosa for security reasons. San Juan de Arama is the municipality where Vista Hermosa's former combatants and their families will continue their reintegration. Integral reintegration with security and sustainability is essential to consolidate peace in the territory.

    UN Verification Mission Commemorating the 30th anniversary of the Kankuama Indigenous Organisation 

    On 20-21 December, in the village of Atanquez, in Valledupar, department of Cesar, the Kankuamo peoples commemorated 30 years of the Kankuama Indigenous Organisation, with the presence of their Mamos, the indigenous guard and their traditional authorities. The UN Verification Mission in Colombia joined the commemoration, donating 13 computers for children’s education in the territories of the Sierra Nevada de Santa Marta.

    Special Representative Hennis-Plasschaert discusses political and security situation in Iraq

    On 16 December, Special Representative and Head of the UN Assistance Mission for Iraq (UNAMI) Jeanine Hennis-Plasschaert met the President of the Kurdistan Region, Nechirvan Barzani, and the Prime Minister of the Kurdistan Region, Masrour Barzani. They discussed the current political and security situation in Iraq, with a primary focus on Erbil-Baghdad relations.

    On 21 December, the Special Representative met with the Iraqi Prime Minister, Mohammed Shia Al-Sudani. They discussed the general situation in view of the significant milestone achieved by the governorate council elections, with the SRSG reiterating UN Iraq’s support to Iraqis at all levels.  

    Iraq holds Provincial Council elections

    On 18 December, Iraq held Provincial Council Elections. In accordance with UNAMI's 2023 mandate, the Mission advises and assists the work of the Independent High Electoral Commission (IHEC) of Iraq. UNAMI Deputy Special Representative for Political Affairs and Electoral Assistance Claudio Cordone visited a polling station in Mosul, Ninewa Governorate, in the country’s north on Election Day. Deputy Special Representative/Resident and Humanitarian Coordinator for Iraq Ghulam Mohammed Isaczai also visited several polling stations on Election Day in Basra, Basra Governorate. After the preliminary results were announced, UNAMI wrote in a post on X that “Yesterday's Governorate Council elections mark another important milestone. With Iraq well positioned to continue on its path towards stability and sustainable development, #UNIraq looks forward to further cooperation with Iraqis at all levels”.

    On 19 December, Deputy Special Representative of the Secretary-General for Iraq for Political Affairs and Electoral Assistance Claudio Cordone signed the condolences book at the Embassy of the State of Kuwait in Baghdad for the passing of Emir Shaykh Nawaf Al-Ahmad Al-Jaber Al-Sabah. 

    UNAMI celebrates World Arabic Language Day

    Arabic is spoken by more than 400 million people worldwide. Rich in vocabulary and its descriptive style and its artful calligraphy, the language was celebrated on World Arabic Language Day by UNAMI staff members illustrating the varying dialects and interpretations derived from Classical and Colloquial Arabic.

    UNAMI Human Rights Office holds high-level meeting on combating domestic violence

    Following seven consultative workshops with key stakeholders in Erbil, Dohuk and Sulaymaniyah governorates throughout 2022 and 2023, UNAMI Human Rights Office, in collaboration with the High Council for Women and Development, held a high-level meeting on 19 December that aimed to create a coordination mechanism for Kurdistan Regional Government stakeholders in the fight against domestic violence. Representatives from the Kurdistan Ministry of Interior, the judiciary, the public prosecution office, the police as well as the Directorate of Combating Violence against Women also participated. The workshops aimed to create a coordination mechanism to deliver comprehensive and coordinated support services, empower survivors, and hold perpetrators accountable.

    REMARKS TO THE SECURITY COUNCIL
    ON NON-PROLIFERATION/DPRK
     

    New York, 19 December 2023


    Mr. President,

    According to the official news agency of the Democratic People’s Republic of Korea (DPRK), and various government sources, the DPRK launched a Hwasong-18 type intercontinental ballistic missile (ICBM) at 8:24 AM local time on 18 December. The missile flew a distance of approximately 1,000 km and reached an altitude of 6,500 km before falling into the sea.

    This is the fifth launch of an ICBM in 2023, following a Hwasong-15 in February, a Hwasong-17 in March, and solid-fuel Hwasong-18 missiles in April and July. The systems are reportedly capable of reaching most points on Earth.

    In November, the DPRK also announced that it had carried out two successful tests of a new engine for a solid-fuel intermediate range ballistic missile.

    Mr. President,

    On 18 December, the Secretary-General strongly condemned the launch of a long-range ballistic missile by the DPRK. He urged the DPRK to fully comply with its international obligations under all relevant Security Council resolutions. He also reiterated his call on the DPRK to reopen communication channels, and to resume dialogue without preconditions to achieve sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula.

    Mr. President,

    The launch of yet another ICBM is of serious concern. Despite numerous meetings of the Security Council on this matter in 2023, the DPRK did not heed the strong call from members of the Security Council to refrain from further launches.

    In addition, regrettably the DPRK did once again not issue any airspace or maritime safety notifications. The unannounced launches represent a serious risk to international civil aviation and maritime traffic.

    Recalling that on 21 November, the DPRK successfully placed into orbit a reconnaissance satellite using ballistic missile technology, announcing it would launch “several reconnaissance satellites in a short span of time”. We reiterate that any launch by the DPRK using ballistic missile technology is a violation of relevant Security Council resolutions, and we strongly urge the DPRK to refrain from such actions.

    Mr. President,

    At this particularly difficult moment in securing global peace and security, it is imperative to deescalate the situation on the Korean Peninsula to create an environment conducive for cooperation.

    We call on Security Council Members to unite and make full use of the tools of dialogue, diplomacy, and negotiation, while fully complying with all Security Council resolutions. We also urge the DPRK to embrace diplomacy, rather than choosing isolation, as the way forward.

    In this respect, I would like to acknowledge the participation of the Permanent Representatives from the DPRK as well as the Republic of Korea in this meeting. I welcome the opportunity for all parties to speak, as the lack of communication channels hinders the possibility of progress.

    I emphasize again the importance of reinstating communication channels, particularly between military entities. Exercising maximum restraint is critical to avoid unintended escalation. 

    Mr. President,

    Once again, I want to underscore concerns regarding the humanitarian situation in the DPRK. The United Nations is ready to assist the DPRK in addressing the needs of its vulnerable populations. We note that international travel in and out of the DPRK is now taking place at a growing rate. We urge the DPRK to allow the re-entry and rotation of the international community, including the UN Resident Coordinator and UN agencies. A collective return will significantly enhance international support for the people of the DPRK and the implementation of the 2030 Agenda.

    REMARKS TO THE SECURITY COUNCIL ON NON-PROLIFERATION

    (IMPLEMENTATION OF RESOLUTION 2231 (2015))

    New York, 18 December 2023


    Thank you, Mr. President, for the opportunity to brief the Council on the Joint Comprehensive Plan of Action (JCPOA) and the implementation of resolution 2231 (2015).

    Despite repeated calls on all parties concerned to renew dialogue and engagement aimed at a return to the full and effective implementation of the Plan and resolution 2231 (2015), diplomatic efforts remain at a standstill. Nonetheless, the Secretary-General still considers that the JCPOA represents the best available option to ensure that the Iranian nuclear programme remains exclusively peaceful.

    In this context, the Secretary-General has stressed that it is essential for Iran to reverse steps that are not consistent with its nuclear related commitments under the Plan and which it has pledged are reversible. He has also underscored that the United States would need to lift or waive its sanctions as outlined in the Plan and extend waivers regarding the trade in oil with the Islamic Republic of Iran.

    In its most recent report, dated 15 November 2023, the International Atomic Energy Agency noted that, unfortunately, its verification and monitoring continues to be, and I quote, “seriously affected by Iran’s cessation of its nuclear-related commitments under the JCPOA”. The Agency is still unable to verify the stockpile of enriched uranium in the country. 

    Nevertheless, the Agency estimates that Iran maintains a total enriched uranium stockpile more than twenty times the allowable amount under the JCPOA. This includes increased quantities of uranium enriched to 20% and 60%. Such a stockpile of enriched uranium remains a very serious concern.

    Mr. President,

    I will now turn to the restrictive measures set out in annex B of resolution 2231 (2015), as reviewed in the Secretary-General’s sixteenth report on the resolution (S/2023/975). The restrictive measures related to missile activities and transfers, as well as the asset freeze expired the day after 18 October 2023, in accordance with the resolution. Therefore, the report of the Secretary-General covers implementation of those provisions until 18 October.

    First, on the nuclear-related provisions, no new proposals were submitted to the procurement channel in the last six months. 

    The Security Council, however, received three notifications, submitted pursuant to the nuclear-related restrictive measures for certain activities consistent with the Plan.

    During the reporting period, the United States renewed waivers with respect to nuclear non-proliferation projects foreseen in the Plan and the nuclear-related provisions in annex B to resolution 2231 for another 180-day period.

    Second, regarding ballistic missile-related provisions, France, Germany, Iran, Israel, the Russian Federation and the United Kingdom provided information to the Secretary-General and the Council concerning a test flight of a space launch vehicle conducted by Iran in September of this year.

    The letters received from these Member States continue to reflect differing opinions on whether this type of launch is inconsistent with the resolution.

    Third, we also examined information related to paragraph 4 of annex B.

    This paragraph pertains to the supply, sale or transfer to or from Iran of all items, materials, equipment, goods and technology as set out in Council document S/2015/546 which require prior approval of the Council.

    It includes the list of complete delivery systems and subsystems, as well as the associated components and equipment, including ballistic missiles, cruise missiles and other Uncrewed Aerial Vehicle (UAV) systems with a range of 300 km or more.

    At the invitation of the Government of Yemen, the Secretariat examined the debris of a cruise missile used in an attack by the Houthis on the Al-Dhaaba oil terminal in November of last year.

    We observed numerous similarities relating to design, configuration, dimensions, manufacturers and part numbering between the debris seen in Yemen and previously examined components of cruise missiles used in prior Houthi attacks on the Kingdom of Saudi Arabia and the United Arab Emirates, as well as with cruise missile components seized by the United States and United Kingdom.

    The Secretariat assessed that the cruise missile used in the November 2022 attack was also of Iranian origin and may have been transferred in a manner inconsistent with resolution 2231.

    This assessment was subsequently corroborated by the unveiling of a new Iranian cruise missile designated as “Paveh” and the release of better images of an Iranian jet engine.

    The Secretariat determined that both the cruise missile and jet engine shared identical or similar design characteristics, structure and components with those observed in cruise missiles used in prior Houthi attacks or found in maritime seizures which have been reported to the Council.

    In the reporting period, we also examined the ballistic missile components seized by the British Royal Navy in February 2023 and alleged to have been transferred in a manner inconsistent with resolution 2231.

    These included an inertial navigation system and a re-entry vehicle nose cone. We observed again that these components had similar design characteristics or markings to those seen on components examined from the debris of previous ballistic missile attacks on Saudi Arabia and the United Arab Emirates.

    We also received letters from Ukraine and the United States reiterating their concerns about the alleged transfers of uncrewed aerial vehicles from Iran to the Russian Federation, in a manner inconsistent with paragraph 4 of annex B.

    The United States also shared information, that it assessed to be clear evidence of the supply of these UAVs based on its analysis of debris recovered from attacks on Ukraine compared with debris collected from other theatres.

    In response letters, the Permanent Representatives of Iran and the Russian Federation once again disputed these allegations. They dismissed the evidence presented by the United States and Ukraine as “utterly fabricated” and disputed any violation of resolution 2231.

    In October, the Secretariat attended a briefing organized by the United Kingdom and the United States. The briefing included displays of various weapon systems, including the debris of UAVs reportedly recovered from Russian attacks against Ukraine in the fall of 2022, as well as similar UAV debris allegedly retrieved from attacks in Iraq and for which Iran claimed responsibility.

    Israel submitted letters regarding multiple launches of ballistic and cruise missiles, as well as uncrewed aerial vehicles, by the Houthis in October and November of this year.

    According to Israel, these missiles and weapons were transferred to the Houthis by Iran on or before 18 October 2023 in a manner inconsistent with resolution 2231.

    Iran rejected these allegations as “entirely groundless” and the Russian Federation noted that they “are not substantiated with any proof[s]”.

    The Secretariat noted that the information provided by Israel concerning the attack dates and types of weapon systems used is broadly consistent with statements and a video released by the Houthis.

    While the Secretariat cannot confirm the authenticity of the video, we did note that the weapon systems displayed in it resemble those used in multiple prior Houthi attacks and which we assessed to be of Iranian origin.

    Finally, the Secretariat received information from a Member State alleging actions inconsistent with the assets freeze provisions that the Secretariat was unable to corroborate.

    Mr President,

    The adoption of the JCPOA just over eight years ago was rightly and universally hailed as a historic breakthrough. Today, the hope the deal engendered has greatly diminished.

    The United Nations will continue to urge the participants to exercise maximum restraint and to exhaust all available diplomatic avenues to restore the Plan. Indeed, the participants are responsible for its fate.

    But whether the JCPOA succeeds or fails – especially at this extremely dangerous juncture in global peace and security – matters to all of us.

    In closing, I would like to thank Her Excellency Vanessa Frazier for her leadership as Facilitator for resolution 2231, as well as the Coordinator of the Procurement Working Group of the Joint Commission for our continued cooperation.

    SRSG Abarry alerts Council on developments in Central Africa

    Special Representative of the Secretary-General (SRSG) and Head of the UN Regional Office for Central Africa (UNOCA) Abdou Abarry briefed the Security Council on 13 December on several countries under his mandate. In São Tomé and Príncipe, his Office continued its support to the authorities in reforming the justice and security sectors. In Chad, the transition process will take a crucial step with the holding of a referendum intended to provide the country with a new constitution. The crisis in Sudan continued, he said, with people seeking refuge in Chad and the Central African Republic. On the August coup d'état in Gabon, which took place following a contentious electoral process, the SRSG emphasized that an inclusive, consensual and open process was needed. In that regard, UNOCA had initiated discussions with the new authorities to restore normal constitutional order within a reasonable time frame after an inclusive transition.

    Presidents of Guyana and Venezuela commit to peaceful resolution

    Presidents of Guyana and Venezuela met in St. Vincent and the Grenadines on 14 December under the auspices of the Community of Latin American and Caribbean States (CELAC) and the Caribbean Community (CARICOM) to address “matters consequential to the border controversy” between the countries over the Essequibo Region. The Chef de Cabinet, Courtenay Rattray, accompanied by Assistant Secretary-General Miroslav Jenča, participated in the meeting as observers. The parties adopted a declaration as a show of commitment to settle their differences through peaceful means, in accordance with international law, including the Geneva Agreement of 1966.

    UNRCCA Preventive Diplomacy Academy holds online course on project development

    This week, the UN Regional Central for Preventive Diplomacy for Central Asia (UNRCCA) Preventive Diplomacy Academy held an online session for members of the Regional Alumni Network. Young members of the Regional Network had the opportunity to present their project proposals to potential sponsors. The initiatives focused on preventing domestic violence against women, increasing women's participation in decision-making processes, and launching a social media campaign to raise awareness among Central Asian youth on these essential issues.

    Senior Policy Group of the UN Great Lakes Strategy for Peace Consolidation, Conflict Prevention and Conflict Resolution in the Great Lakes region meets in Kampala

    From 11 to 12 December, the Office of the Special Envoy of the Secretary-General for the Great Lakes region, in collaboration with the Office of the Resident Coordinator in Uganda, organized in Kampala a retreat of the Senior Policy Group (SPG) of UN entities in the Great Lakes region. The Group met to review progress in the implementation of the Regional Strategy and its updated Action Plan (2023-2024). Participants discussed recent political, security and humanitarian developments in the region, including regional peace initiatives, and underscored the importance of the UN Regional Strategy. They also visited the transit centre of Nakasero, led by International Organization for Migration (IOM) in coordination with the UN High Commissioner for Refugees (UNHCR) and the Government of Uganda.

    UNMHA works with community-led projects for peace in the Hudaydah Governorate

    The UN Mission to support the Hudaydah Agreement (UNMHA) attended an event on 13 December that celebrated its first-ever implementation of Quick Impact Projects (QIPs) in Hays and Khawkhah. As part of its responsibilities mandated by Security Council Resolution 2534 (2020), the Mission has been undertaking community-led efforts to contribute towards peace and security. The project in Hays and Khawkhah furnished three schools and improved the learning environment for more than 5,000 students.  UNMHA plans to continue supporting community-led peace-building projects throughout the Hudaydah Governorate in collaboration with the local communities and authorities through its Civil Affairs Team.

    UNSMIL listens to Libyan youth on path towards elections 

    On 15 December, the UN Support Mission in Libya (UNSMIL) organized a workshop to identify ways to help Libyan political leaders find a path towards elections and end the current political stalemate. A group of young women and men took part and presented their suggestions to Special Representative of the Secretary General Abdoulaye Bathily. “For a peaceful, inclusive and democratic country we need to bring the five major stakeholders together to find a compromise and restore the electoral process,” he said, adding that this would open a new door for Libya, its youth, and its future.

    UNOAU Head reaffirms commitment to women's empowerment at 4th High-Level African Forum on Women, Peace and Security 

    Special Representative of the Secretary-General and Head of the UN Office to the African Union (UNOAU) Parfait Onanga-Anyanga took part in the 4th High-Level African Forum on Women, Peace and Security, held on 13-14 December. In his remarks, he reiterated the UNOAU’s commitment to amplifying women’s voices, strengthening networks, and implementing the proposed gender agenda.

    UNAMA releases new report: "The Handling of Complaints of Gender-Based Violence against Women and Girls by Afghanistan's de facto Authorities"

    The UN Assistance Mission in Afghanistan (UNAMA) has been monitoring the efforts of successive governments of Afghanistan to address incidents of gender-based violence against women and girls. Its newly released report on “The Handling of Complaints of Gender-based Violence against Women and Girls” notes that “the Afghanistan context after the Taliban takeover and the discriminatory restrictions imposed on women and girls further heightens their vulnerability to gender-based violence, both in the public and private sphere. The latter includes domestic and intimate partner violence given women and girls’ increasing relegation to their homes.”

    Special Representative Simão attends ECOWAS meetings

    The Special Representative of the Secretary-General and Head of the UN Office for West Africa and the Sahel (UNOWAS), Leonardo Santos Simão, concluded yesterday a one-week working visit to Nigeria's capital, Abuja. He participated in the 91st ordinary session of the ECOWAS Council of Ministers on 7 December and in the 64th Ordinary Session of the ECOWAS Authority of Heads of State and Government, held in Abuja on 10 December. In a meeting with the Minister of Foreign Affairs, Ambassador Yusuf M. Tuggar, the Special Representative commended the tireless efforts of Nigeria to foster peace and stability in the sub-region.

    Peacebuilding Fund Group of Friends convenes its quarterly meeting

    The Peacebuilding Fund’s (PBF) Group of Friends convened for their fourth quarterly meeting on 14 December, co-chaired by Sweden and the United Kingdom. The partners were briefed on a PBF-funded project in the Gambia that is supporting civil society organizations to promote gender equality and women’s empowerment. PBF has invested $22 million in the country since 2018 to strengthen prevention and conflict resolution, local capacities, gender-sensitive solutions to the prevention of violent extremism, and address the impact of climate change, especially in border regions with Mali and Senegal.  

    PBSO holds training session on climate, peace and security peacebuilding programming

    This week, DPPA’s Peacebuilding Support Office (PBSO), together with the UN System Staff College, the Climate Security Mechanism, and the think tank Adelphi, organized the second UN training on climate peace and security peacebuilding programming in Turin, Italy. Participants included staff from Peacebuilding Fund (PBF) secretariats, Peace and Development Advisors and Resident Coordinator Offices from 15 countries. Building on PBSO’s 2023 Thematic Review on Climate Security and Peacebuilding, the training familiarized participants with key concepts, learning, and tools from across the UN system and other sources, and how to apply these in programmatic responses at the country level. 

    Colombia

    Children and youth take part in mission organized cultural workshop

    On 9 December, over 100 children and young people gathered in the former territorial area for training and reintegration (TATR) La Variante, in rural Tumaco of the Nariño Department, to take part in a cultural and community workshop. The event was organized by the UN Verification Mission in Colombia and the Afro Youth Centre, together with Agencia para la Reincorporación y la Normalización (ARN) Colombia. It provided a space to promote the process of community reintegration and the first step towards the creation of support and learning networks between children, adolescents and young people from the former TATR, from the surrounding villages of Caunapí and Nuevo Futuro, and from the Afro Youth Centre in the urban area of Tumaco. 

    UN Mission takes part in “meeting of non-violent youth” in Santa Elena 

    On 10 December, the UN Verfication Mission in Colombia took part in a "Meeting of Non-Violent Youth" held in the village of Santa Elena in Medellín, department of Antioquia. Members of the Camino Diferencial de Vida programme and families of former combatants took part in various recreational activities, including a silk-screen printing workshop. The contribution of youth to peacebuilding and reconciliation in the city was highlighted. 

    Lebanon

    Special Coordinator Wronecka attends Doha Forum

    This week, Special Coordinator of the Secretary-General for Lebanon Joanna Wronecka took part in the 21st Doha Forum in Qatar under the theme “Building Shared Futures.” Speaking at a roundtable on peacebuilding, the Special Coordinator highlighted the need to build on positive achievements, such as the maritime agreement between Lebanon and Israel; and strengthening the role of the Women, Peace and Security agenda. On Lebanon, the Special Coordinator emphasized the ongoing cooperation within the International Support Group for Lebanon and the League of Arab States for shielding Lebanon from regional conflict and promoting its stability.

    Special Coordinator Wronecka meets Maronite Patriarch

    On the occasion of the year-end holidays, Special Coordinator Wronecka visited Maronite Patriarch Bechara Boutros Rahi on 14 December. The discussions focused on the prolonged presidential vacuum in Lebanon, its impact on the work of other state institutions and the need to avoid another vacuum at the helm of the military institution. They emphasized the importance of Lebanon’s political leaders showing a renewed sense of responsibility in support of Lebanon’s stability and prosperity.

    Iraq

    UN Special Representative for Iraq attends Election Day simulation

    On 12 December, the Special Representative of the Secretary-General and Head of the UN Assistance Mission for Iraq (UNAMI) Jeanine Hennis-Plasschaert attended a simulation of Election Day processes held by Iraq’s Independent High Electoral Commission (IHEC). The simulation included a comprehensive demonstration of all electronic devices to be used on Election Day, such as voter verification devices, polling station count optical scanners, results transmission devices, and cameras.  

    UN Iraq participates in COP28

    Deputy Special Representative/Resident and Humanitarian Coordinator (DSRSG/RC/HC) for Iraq Ghulam Isaczai and several UN Country Team Resident Representatives and Heads of Agencies attended the 2023 United Nations Framework Convention on Climate Change Conference of the Parties (COP28). In his interventions, DSRSG/RC/HC Isaczai emphasized that "Discussing climate change impacts on Iraq over the last days has been alarming. Urgent action is needed to ensure food sustainability and resilience. Prioritizing agriculture and food security is crucial, and the United Nations is committed to providing support". On the sidelines of COP28, DSRSG/RC/HC Isaczai met with Iraq's Environmental officials to discuss Iraq’s progress in the global climate arena. He also met separately with Nawal Al Hosani, Assistant Undersecretary of Green Development and Climate Change Sector of the United Arab Emirates, where they discussed strengthening South-South Cooperation on joint-climate action.  

    DSRSG Cordone meets with Kuwait Deputy Minister of Foreign Affairs

    On 13 December, DSRSG for Iraq for Political Affairs and Electoral Assistance Claudio Cordone met with Deputy Minister of Foreign Affairs Sheikh Jarrah Jaber Alahmad Alsabah in Kuwait. Discussions focused on the importance of speeding up the work on Kuwaiti missing persons and property, and the role of UNAMI in supporting the process. 

    UNAMI marks Human Rights Day and the 75th anniversary of the Universal Declaration of Human Rights

    On 13 December, UNAMI’s Human Rights Office, in collaboration with the Babylon Film Institute and Tarkib Organisation for Arts and Culture, held a human rights arts exhibition and film screening at the UNAMI HQ in Baghdad to mark the Human Rights Day and the 75th Anniversary of the Universal Declaration of Human Rights. Speaking at the event, Special Representative Hennis-Plasschaert stated: “The exhibits and films on display shed light on topics which impact the rights of people, not just in Iraq, but across the globe. As the saying goes, a picture is worth a thousand words. And I am convinced that today’s exhibit can help to expand our understanding of persistent human rights challenges.”

    On 11 December, the College of Education for Woman at University of Baghdad, in collaboration with the UNAMI Human Rights Office, marked Human Rights Day and the 75th Anniversary of the Universal Declaration of Human Rights (UDHR). The event, organised as part of the UDHR75 initiative, brought together Iraqi government officials and civil society representatives and aimed to engage young people in the promotion of human rights and the principles enshrined in the Universal Declaration of Human Rights. University staff and students also participated in the event, where UNAMI and Government of Iraq representatives delivered speeches to mark the occasion. In addition, there were a number of activities, including a dialogue on human rights, and a play presented by the students.  

    UNAMI briefs students and professors at Tishk International University and holds discussion on combatting online violence against women and girls

    On 10 December, in coordination with Tishk International University in Erbil, the UNAMI Human Rights Office organized a briefing session for students and professors on human rights. Participants were briefed on UNAMI’s human rights monitoring and reporting, with a focus on work in the Kurdistan region, including civic space and the administration of justice. 

    On 14 December, UNAMI Human Rights Office organized a roundtable discussion in Basra as part of the 16 Days of Activism. The event aimed to address online violence against women and girls. The participants engaged in a comprehensive dialogue on challenges and potential solutions pertaining to online violence, and suggested recommendations to address this issue. 

    Next Week

    On 18 December, the Security Council will hold briefings on Lebanon in the morning and non-proliferation in the afternoon. On 19 December, it will discuss the situation in the Middle East. On 20 December, Special Representative Roza Otunbayeva is expected to brief on Afghanistan. On 21 December, the Council will discuss Syria.
