    REMARKS TO THE SECURITY COUNCIL ON

    UKRAINE

    New York, 21 October 2024

    Madam President,

    Since the last time we briefed this Council in September, Russia’s relentless, systematic attacks have continued to bring immense suffering to the people of Ukraine.

    Civilian casualties and extensive damage to critical civilian infrastructure are reported daily, with Donetsk, Kharkiv, Kherson, Mykolaiv and Sumy regions of Ukraine bearing the brunt.

    Attacks over the weekend and this morning resulted in several casualties in Zaporizhzhia and Kryviy Rih.

    On 15 and 16 October, attacks in Donetsk, Kharkiv, Mykolaiv and Kherson regions of Ukraine resulted in civilian casualties and damage to residential building and a school, according to local authorities.

    The ongoing hostilities have also led authorities in Ukraine’s Kharkiv region to further expand mandatory evacuations to some 7,000 people.

    While the worst impact of the war continues to be felt in the front-line communities of eastern and southern Ukraine, death and destruction is also a daily occurrence away from the areas of active fighting. This includes residential areas of the capital, Kyiv, which was again targeted with drones this morning and over the weekend. On 16 October, Kyiv was reportedly attacked by over 130 drones. Lviv in the west of Ukraine and Odesa in the south have also been repeatedly hit, with multiple civilian casualties.

    We are also concerned about the impact of continuing fighting across the Russian-Ukrainian border, particularly in the Kursk region of the Russian Federation, following Ukraine’s August incursion.

    In September, at least 208 Ukrainian civilians were killed and 1,220 injured, making it the month with the highest number of civilian casualties this year in Ukraine.

    According to the Office of the High Commissioner for Human Rights, since the start of Russia’s full-scale invasion of Ukraine in February 2022, launched in violation of the UN Charter and international law, 11,973 civilians, including 622 children, have been killed. 25,943 people, including 1,686 children, have been injured.

    We reiterate that all attacks on civilians and civilian infrastructure are prohibited under international law, wherever they occur. They are unacceptable and must end immediately.

    Civilian vessels and port infrastructure are equally protected under international humanitarian law.

    Distressingly, we have witnessed the resumption of Russian attacks on Ukrainian Black Sea ports in recent weeks.

    Since 1 September, these attacks damaged six civilian vessels as well as grain infrastructure in the ports, according to local officials.

    As a result, wheat prices have increased more than 6 percent between 1 September and 14 October.

    Prices of risk insurance for Ukrainian exporters have surged, affecting the Ukrainian agricultural sector.

    The safety and sustainability of agricultural exports passing through the Black Sea remain critical for global food security.

    The UN therefore continues engagement with Ukraine, the Russian Federation and Türkiye, as well as other stakeholders, in support of freedom and safety of navigation in the Black Sea.

    Madam President,

    Systematic Russian attacks on Ukraine’s energy infrastructure have become one of the defining, abhorrent hallmarks of this war.

    The large-scale destruction and interruption of power and water supplies throughout the country will likely worsen the living conditions for millions of Ukrainians through the third winter of this war.

    Vulnerable groups - including older persons, people with disabilities, and the internally displaced - are likely to be disproportionately affected. Many may soon find themselves trapped in their homes without heating and other essential utilities.

    These conditions are expected to magnify the already dire humanitarian situation.

    In the first eight months of 2024, some 7.2 million people have received humanitarian assistance in Ukraine.

    However, we remain deeply concerned about the 1.5 million people who we have been unable to properly reach in parts of Donetsk, Kherson, Luhansk and Zaporizhzhia regions of Ukraine, currently occupied by the Russian Federation.

    We renew our call for the safe, rapid and unimpeded passage of humanitarian relief to all civilians in need, in accordance with International Humanitarian Law. 

    We also renew our call for donors to increase and accelerate flexible funding for the Humanitarian Needs and Response Plan. Only just over half of it has been funded.

    Madam President,

    Widespread and systematic reports of torture of Ukrainian prisoners of war remains a grave concern. Ninety-seven percent of Ukrainian prisoners interviewed by OHCHR since March 2023 provided consistent and detailed accounts of torture or ill-treatment during captivity. Sixty-eight percent reported sexual violence.

    Half of the Russian prisoners of war interviewed by OHCHR reported experiencing torture or ill-treatment, primarily during the initial stage of internment.

    We urge the authorities of the Russian Federation, as well as of Ukraine, to end this practice and hold perpetrators accountable.

    On a positive note, we welcome the exchange last Friday of 95 prisoners of war on each side and encourage continued exchanges. We also welcome the exchange of hundreds of bodies on the same day.

    In the territory of Ukraine occupied by the Russian Federation, arbitrary detention, torture and restriction of civic space add to an already oppressive climate of fear.

    We call for accountability for all human rights violations, in line with international norms and standards.

    Madam President,

    As long as the war continues, the safety and security of Ukraine’s nuclear sites remain in jeopardy.

    The situation at Ukraine’s Zaporizhzhia Nuclear Power Plant is particularly precarious. Reported regular explosions, drone attacks, gunfire, and repeated interruptions of external power supply increase the risk of a nuclear accident.

    The International Atomic Energy Agency has also been monitoring the impact of reported military activities in the vicinity of Russia’s Kursk Nuclear Power Plant.

    Preventing a nuclear accident during the war is vital. Attacking a nuclear power plant is unimaginable and unacceptable.

    We continue to appeal for maximum restraint by all involved.

    Madam President,

    The Security Council’s Open Debate on women, peace and security later this week will highlight the crucial contributions of women to peace and security. We urge the full and equal participation of Ukrainian women in all efforts towards a better future of their country.

    Next month will mark 1,000 days of this devastating war. A war that continues to cause deep human suffering, threatens regional stability, and worsens global divisions.

    The Pact for the Future commits all of us to work towards a future of hope, cooperation and peace.

    This commitment to work for peace also requires more efforts for peace in Ukraine.

    The United Nations stands ready to support all meaningful efforts towards a just, comprehensive, and sustainable peace in Ukraine, in line with the UN Charter, international law and resolutions of the General Assembly.

    On Mogadishu visit, USG DiCarlo reaffirms UN support for Somalia

    On a two-day visit to Somalia this week, Under-Secretary-General Rosemary DiCarlo reaffirmed the UN's support for the country’s peace- and state-building. “The UN has been a longstanding partner to Somalia and remains steadfast in its commitment to supporting the Somali government and its people,” she said. “Together, we aim to build on the commendable achievements and priorities agreed upon to address key development challenges facing the country – we stand ready to work alongside the Federal Government of Somalia to accomplish this,” she added. The Under-Secretary-General is now in Addis Ababa, where, in addition to holding talks with Ethiopian officials, she will accompany the Secretary-General to the annual UN-African Union meeting.

    Yemenis "continue to yearn and work for peace," Special Envoy tells Security Council

    On 15 October, Hans Grundberg, Special Envoy of the Secretary-General for Yemen, told the Security Council that "Yemen and its people are already feeling the impact of this escalating regional conflict." He went on to note that "Yemenis continue to yearn and work for peace after more than nine years of conflict, which has ravaged the country, displaced millions, separated families, and shattered the economy." He called for the immediate and unconditional release of those arbitrarily detained, "including 17 United Nations personnel—four of whom are women and one of whom is from my own team," emphasizing he was "counting on the support of this Council in sending this clear message,."

    Supporting Colombia's peace process "a unique opportunity" for the UN, says SRSG Massieu

    On 15 October, Special Representative of the Secretary-General (SRSG) and Head of the UN Verification Mission in Colombia Carlos Ruiz Massieu detailed progress as the 2016 peace agreement approached its eighth anniversary. He underscored that much work remained to be done, including by tackling the complex security situation in several regions of the country, where signatories to the Final Agreement continued to be the target of violence by armed actors fighting for territorial control. He also voiced his concern over the stalemate in talks between the Government and the Ejército de Liberación Nacional (ELN), which led to the expiration of their bilateral ceasefire in August, and affirmed the Mission’s readiness to support negotiations. “Supporting Colombia’s peace process is a privilege and a unique opportunity for the United Nations,” he stressed.

    Security Council extends Haiti sanctions regime

    On 18 October, the Security Council adopted a resolution to extend the Haiti sanctions regime for an additional 12 months (the text will be issued as resolution 2752 (2024)). The vote was unanimous.

    Peacebuilding Commission and African Union Peace and Security Council hold 7th annual discussion on peace and stability challenges in Africa

    On 15 October, the Peacebuilding Commission (PBC) and the African Union Peace and Security Council (AUPSC) held their 7th annual discussion on peace and stability challenges in Africa. Both bodies recognized that ongoing violence and instability on the continent necessitate not only renewed commitment but also innovative approaches to peacebuilding. The recent adoption of the Pact for the Future and the forthcoming review of the Peacebuilding Architecture were viewed as critical opportunities to advance these efforts. The AUPSC called, in particular, for more dedicated funding for peacebuilding in Africa and advocated for strengthened collaboration with development financial institutions and the private sector. They also advocated for national prevention strategies, underscoring the importance of political commitment and national ownership. A joint statement was adopted by the AUPSC and the PBC reaffirming their dedication to supporting national peacebuilding efforts in Africa and to enhancing their collaboration.

    UNOCA supports workshop on role of Gabonese media

    From 16-18 October in Mouila, southern Gabon, the UN Regional Office for Central Africa (UNOCA) provided support to the High Authority for Communication (HAC) and the Gabonese Council for Freedom of Communication (CGLC) for a workshop for journalists on “the consolidation of freedom of the press in the context of the Gabonese transition." UNOCA stressed that during the transition, the role of the media and journalists is not limited to reporting events, but also to establishing a civic culture that values ​​democratic principles, by making citizens aware of their rights and duties.

    UNOWAS co-chairs open day on women, youth, peace and security

    On 15 October, SRSG and Head of the UN office for West Africa and the Sahel Leonardo Santos Simão co-chaired with Minister of Foreign Affairs of Sierra Leone Timothy Kabba a regional open day on women, youth, peace and security. Around 150 women and young leaders from West Africa and the Sahel discussed national and regional efforts to prevent and resolve conflicts, as well as how to accelerate the full participation of women in conflict prevention and peace processes.

    SRSG Imnadze attends event on protection of critical energy infrastructure

    This week, Special Representative of the UN Secretary-General for Central Asia and Head of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) Kaha Imnadze gave opening remarks at an event on protecting critical energy infrastructure from terrorist attacks. The event was organized by the UN Office of Counter-Terrorism (UNOCT) with support from the Governments of Turkmenistan and the Russian Federation. Participants focused on raising awareness of terrorist threats to critical energy infrastructure.

    SRSG Mohamed Al Hassan assumes his new post in Iraq, meets with senior officials

    On 13 October, the UN Assistance Mission for Iraq (UNAMI) held a ceremonial welcome event with the UN Guard Unit for the Special Representative of the UN Secretary-General for Iraq, Mohamed Al Hassan, at UN Iraq Headquarters in Baghdad. On 14 October, the SRSG met with representatives from the 23 UN agencies of the Iraq Country Team. On 13 October, SRSG Al Hassan met with Iraqi Prime Minister Mohammed Shia Al-Sudani. They discussed the situation in the region. On 14 October, the SRSG met with Deputy Prime Minister and Minister of Foreign Affairs Fuad Hussein. They discussed continuing cooperation between UNAMI and the Government of Iraq. On 15 October, the SRSG undertook his first visit to the Kurdistan Region, where he met separately with the President of the Kurdistan Democratic Party, Masoud Barzani, President of the Kurdistan Region of Iraq, Nechirvan Barzani, and the Prime Minister of the Kurdistan Regional Government, Masrour Barzani. During the visit, discussions focused on the situation in the Kurdistan Region. On 16 October, the SRSG met separately in Erbil with Qubad Talabani, Deputy Prime Minister, Kurdistan Regional Government, Salahadeein M. Bahaoddin, Secretary-General of the Kurdistan Islamic Union, and Ali Bapir, Head of the Kurdistan Justice Group. In his meetings, the SRSG discussed the situation in the Kurdistan Region, including the forthcoming regional parliamentary elections and UNAMI’s technical support and advice to the electoral institutions.

    UNAMI Office of Electoral Assistance holds meetings ahead of upcoming Kurdistan Region parliamentary elections

    This week, UNAMI Office of Electoral Assistance electoral staff visited the Independent High Electoral Commission (IHEC) Audit Centre in Dohuk, the storage location for Polling Centre Optical Scanners and Voter Verification Devices (pictured). The team witnessed preparation of polling materials for delivery, including ballot papers and ballot boxes, and met with several polling centre officials. On 13 October, UNAMI Office of Electoral Assistance delegation met separately with Director of the IHEC Erbil Governorate Electoral Office, and the IHEC Commissioner who heads the Committee on Electoral Observation Affairs, as well as the Head of IHEC Kurdistan Regional Electoral Office, to discuss preparations for the upcoming elections. On 8 and 9 October, the UNAMI Office of Electoral Assistance held a meeting in Sulaymaniyah with civil society organizations involved in voter education and electoral observation to discuss the role of civil society in the electoral process. The Office also met separately in Halabja with the acting head of the security committee and civil society organizations to discuss electoral security and preparations.

    Digging for truth, unearthing justice in Medellín

    This week, the UN Verification Mission in Colombia accompanied victims of the conflict and "mothers of the disappeared" to La Escombrera, Medellín for a commemorative event “digging for truth, unearthing justice”, 22 years after Operation Orion in Comuna 13. The event was also attended by the Search Unit for Missing Persons, the UN Development Programme and Corporacion Juridica Libertad.

    Middle East on "brink of catastrophe," USG DiCarlo tells Security Council

    On 10 October, Under-Secretary-General Rosemary DiCarlo told the Security Council that in the eight days since the Secretary-General briefed on Lebanon and the Middle East, the situation in Lebanon had become "even more alarming." The exchanges of fire between Hizbullah and the Israel Defense Forces (IDF) had intensified dramatically, she said. In addition, Hizbullah had stepped up its attacks on Israel, firing rockets, missiles and drones further south. Israel then responded with attacks striking hundreds of Hizbullah targets. The ongoing exchanges of fire had created a humanitarian emergency. "We need to invest every effort to reverse this cycle of violence and bring Lebanon and Israel - and the region - back from the brink of catastrophe," she stressed.

    "Status quo in Libya has persisted for too long," says DSRSG Koury

    On 9 October, Deputy Special Representative for Political Affairs for the United Nations Support Mission in Libya (UNSMIL) Stephanie Koury described recent developments, including the appointment of a new Central Bank of Libya Governor and Deputy Governor and the full resumption of oil operations and exports. “Regrettably, other actions continue to fuel divisions,” she noted, including the dispute over the authority to adjudicate on constitutional matters. She emphasized that “the status quo in Libya has persisted for too long and is unsustainable,” and urged the Council to support in advancing an inclusive political process and move towards national elections.

    This week, the United Nations Special Coordinator for Lebanon, Jeanine Hennis-Plasschaert, visited shelters housing people displaced from southern Lebanon and the southern suburbs of Beirut following the sharp escalation of the conflict between Israel and Hizbullah. During the site visits - organized in cooperation with the UN Children's Fund (UNICEF), the UN Development Programme (UNDP) and the World Food Programme (WFP), among others - the displaced expressed the hope to return home and resume their normal lives.

    Special Coordinator for Lebanon visits Disaster Risk Management Committee

    This week, Hennis-Plasschaert also visited a Disaster Risk Management Committee comprised of local officials, security services and humanitarians. The Committee works with UN support to meet soaring humanitarian needs, despite significant resource challenges. Throughout these engagements, the Special Coordinator voiced concern regarding the impact of the conflict on children, with thousands set to miss out on their education as schools become shelters. Meanwhile, the Special Coordinator continued to meet with a wide array of Lebanese political and security actors, while engaging with regional and international partners, as part of her efforts to reinvigorate momentum on a ceasefire and to advocate for progress in the long-stalled presidential election process.

    Peacebuilding partners visit Papua New Guinea

    This week, the Peacebuilding Support Office organized a partner visit to Papua New Guinea with representatives from Australia, Norway, United Kingdom and United States, and a member of the Peacebuilding Fund’s (PBF) Advisory Group. Hosted by the United Nations Resident Coordinator’s Office, in partnership with the Department of the Prime Minister and the National Executive Council, the visitors learned about results of PBF support to the Bougainville peace process and for peacebuilding and local development in the Highlands. Site visits in the Southern Highlands Province showcased how the UN Highlands Joint Programme facilitated community-led approaches in remote areas, mediated local peace agreements and jumpstarted rehabilitation of infrastructure and basic services as tangible peace dividends. The delegation met representatives of government, the Autonomous Bougainville Government, the UN Country Team, bilateral and multilateral partners, including international financial institutions.

    New SRSG and UNAMI Head Mohamed Al Hassan arrives in Iraq

    On 10 October, Mohamed Al Hassan of Oman arrived in Baghdad to assume his responsibilities after his appointment by the United Nations Secretary-General as his Special Representative and Head of the United Nations Assistance Mission for Iraq (UNAMI).

    UNAMI discusses preparations for Kurdistan Region parliamentary elections

    On 7 October, the UNAMI Office of Electoral Assistance and the Director of the Independent High Electoral Commission (IHEC) in the Sulaymaniyah Governorate Electoral Office met to discuss the preparations for the 20 October Kurdistan Region Parliamentary elections. The Office of Electoral Assistance participated in an IHEC training of polling staff.

    UNOCA holds annual retreat

    UNOCA staff held their annual retreat from 8-9 October in Akanda, north of Libreville. Staff discussed the implementation of the Office's mandate, which the Security Council renewed for three years on 30 August. Special Representative of the Secretary-General (SRSG) for Central Africa and Head of the United Nations Regional Office for Central Africa Abdou Abarry comprehensibly outlined his vision and priorities.

     

    UNRCCA Preventive Diplomacy Academy holds training for future leaders

    On October 1 and 9, the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) Preventive Diplomacy Academy held training sessions on emotional intelligence and neuro-linguistic programming (NLP).     Colombia Mission supports peace fair in Villavicencio

    This week, together with the Governor's Office of Meta, the UN Verification Mission in Colombia provided support to the Peace Entrepreneurs Fair in Villavicencio. The Fair showcases the work of people in the process of reincorporation, victims of armed conflict and human rights leaders. They had the opportunity to showcase their businesses, highlighting the commitment of peace signatories, communities and local institutions in the construction of territorial peace. Coffee, textiles, jewelry, natural products, handicrafts and more were the main products of the fair. The Verification Mission accompanied the event, providing information on the Peace Agreement and the Mission's mandate.

    On 15 October, SRSG Hans Grundberg will brief the Security Council on the situation in Yemen. Also on 15 October, SRSG Carlos Ruiz Massieu will brief the Council on Colombia. On 18 October, the Council will meet on to vote on a resolution on Haiti sanctions.
