Afghanistan at dangerous turning point, Security Council hears

In her briefing to the Security Council on 6 August, Deborah Lyons, Special Representative and head of the UN Assistance Mission in Afghanistan (UNAMA), warned that in the past weeks, the war had entered a new, deadlier, and more destructive phase, with over 1000 casualties just in the past month. She said that Afghanistan was at a dangerous turning point: “Ahead lies either a genuine peace negotiation or a tragically intertwined set of crises: an increasingly brutal conflict combined with an acute humanitarian situation and multiplying human rights abuses.” Lyons deplored the fact that despite significant concessions for peace, there has been a 50 percent increase in civilian casualties with the certainty of many more as the cities are attacked. She called on the regional and international community to send a strong signal—not only in public statements but also in bilateral communications with both parties—that it is essential to stop fighting and negotiate, in that order. “Otherwise, there may be nothing left to win,” she added.

The fifth annual anti-corruption report “Afghanistan’s Fight against Corruption: Stepping up integrity, transparency and accountability” released on 4 August finds that numerous shortcomings remain despite some positive steps taken by the country towards establishing solid anti-corruption legal and institutional frameworks. The report covers the period from January 2020 to May 2021, capturing the impact of the COVID-19 pandemic and increased violence after the announcement of the withdrawal of international troops which have slowed down the pace of reforms. “Effectively fighting corruption goes hand in hand with increasing State legitimacy, prosperity and stability,” Special Representative for Afghanistan Deborah Lyons said in the press release.

Sharp increase in civilian casualties in Afghanistan, UNAMA report shows

The latest Afghanistan Protection of Civilians in Armed Conflict 2021 Midyear Update, released on 26 July, documents more than 5,000 civilian casualties in the first half of 2021, including a particularly sharp increase in killings and injuries since May when international military forces began their withdrawal and the fighting intensified following the Taliban’s offensive. The number of civilian casualties during May and June – 783 killed and 1,609 injured – was the highest for those months since the UN Assistance Mission in Afghanistan (UNAMA) began its systematic documentation in 2009. “The report provides a clear warning that unprecedented numbers of Afghan civilians will perish and be maimed this year if the increasing violence is not stemmed,” Deborah Lyons, Special Representative for Afghanistan and head of UNAMA, wrote in the report.
