    Peacebuilding

    UN Peacebuilding Fund’s top 12 donor group meets in Switzerland

    Oscar Fernandez-Taranco, Assistant Secretary-General (ASG) for Peacebuilding Support, was joined on 31 August by senior government representatives for the third annual strategic dialogue of the top 12 donor group of the Secretary-General’s Peacebuilding Fund hosted by Switzerland. They discussed the implementation of the Fund’s strategy in the context of global challenges and broader peacebuilding financing trends. The group reaffirmed commitments to support the Fund’s strategy, highlighted the importance of sustaining peace in UN transition contexts, and reflected on implications of climate security and the pandemic. The meeting concluded with commitments to collaborate on mobilizing more voluntary donors, greater burden-sharing among existing donors, and further exploring other financing options.

     

     
    ASG Jenča travels to Belgrade

    Miroslav Jenča, Assistant Secretary-General for Europe, Central Asia and the Americas, met on 3 September in Belgrade with President Aleksandar Vučić of Serbia to discuss UN-Serbia cooperation, the Belgrade-Pristina dialogue and regional developments. Earlier during the day, ASG Jenča also met with Minister of Foreign Affairs Nikola Selaković. He thanked Serbia for its contribution to United Nations peacekeeping missions.

    Security Council

    Wennesland: "Gaza requires political solutions”

    Tor Wennesland, Special Coordinator for the Middle East Peace Process, briefing the Security Council on 30 August, reported that three months after the deadly escalation between Israel and militants in Gaza the situation remains tense with militants launching incendiary balloons on multiple occasions and Israeli Defense Forces firing missiles. He called on all sides to show restraint, avoid provocations at the fence and keep the protests peaceful. He added that the UN continues to engage all sides to maintain calm and provide urgent assistance to residents of Gaza.

    UNSOM mandate extended until next year

    The Security Council voted on 30 August to extend the mandate of the UN Assistance Mission in Somalia (UNSOM) until the end of May 2022. The Council requested the mission to strengthen its presence across the country “as the security situation allows” and decided that UNSOM should continue to coordinate United Nations efforts, focused in particular on supporting acceleration of Government-led inclusive politics.

    Iraq

    Discussions on Human Rights and October elections

    Danielle Bell, Chief of the UNAMI Human Rights Office (HRO), met on 31 August with Minister of Justice Judge Salar Abdul Satar Mohammed Hussein and ministry officials on issues related to human rights in detention ahead of the October elections. Earlier in the week, the HRO also met with department heads of the Ministry of Interior Police Affairs Agency to discuss cooperation and implementation of human rights, including torture prevention.

    Libya

    Ministerial Conference concludes in Algiers

    The two-day “Consultative Meeting of Ministers of Foreign Affairs of the Neighboring States of Libya” hosted by Algeria concluded on 31 August in Algiers. In his remarks, Special Envoy Ján Kubiš emphasized that continued, concerted and aligned efforts of neighboring countries and the international community are essential to support and encourage the various sides and parties in Libya and set the stage for holding the parliamentary and presidential elections on 24 December. He also stressed that the coordination between 5+5 Joint Military Commission and Libya’s neighboring countries on the withdrawal of foreign forces and mercenaries continues to be important and ongoing.

    Great Lakes Region

    Countries meet to identify actions to curb illegal exploitation and trade of natural resources

    The Office of the Special Envoy of the Secretary-General for the Great Lakes region and the International Conference on the Great Lakes Region (ICGLR), in partnership with the German International Cooperation Agency (GIZ), organized from 31 August to 2 September in Khartoum, Sudan, a workshop on natural resources in the Great Lakes region to discuss coordinated actions, explore realistic options to curb the illicit exploitation and trade of natural resources, and address the issue of financing illegal armed groups in the region. UN Special Envoy for the Great Lakes region Huang Xia, Executive Secretary of the ICGLR João Samuel Caholo and German Ambassador to Sudan Thomas Terstegen chaired the workshop, which brought together over 100 participants from the 12 ICGLR Member States, the United Nations System, as well as regional and international development organizations and financial institutions.

    West Africa and the Sahel

    Special Representative concludes his visit to Liberia

    Mahamat Saleh Annadif, Special Representative of the Secretary-General and Head of the United Nations Office for West Africa and the Sahel (UNOWAS), is continuing his first official tour of the region. On 3 September, he concluded a two-day visit to Liberia, where he met with President George Weah, among others. The discussions focused on various subjects related to the national and regional situation. He welcomed the resolve of the government of Liberia to strengthen national reconciliation and improve governance in the country as well as the need to further strengthen the partnership between the United Nations and Liberia in order to consolidate democracy and development.

    Freedom of expression central component for democratic consolidation in West Africa and the Sahel

    The United Nations Office for West Africa and the Sahel (UNOWAS), in collaboration with the Economic Community of West African States (ECOWAS) and the United Nations High Commissioner for Human Rights West Africa Regional Office (OHCHR-WARO), on 31 August organized a regional exchange session on enhancing the freedom of expression to discuss the existing and emerging challenges to the respect of the freedom of expression. Participants made a series of recommendations aiming at protecting freedom of expression as a human right and as a central component for democratic consolidation in the region.

    Colombia

    Community and former combatants strengthen capacities in ecotourism projects

    The UN Verification Mission accompanied the Vice-Ministry of Tourism and the Agency for Reincorporation and Normalization during a visit to the “Orquideas del Macizo Association” on 28 August in the rural area of San Agustín municipality of Hulia, located in the south of the country. As a cooperative, the Association’s 25 people from the community and former combatants carry out rural and environmental tourism projects within the area’s archaeological sites. During the visit, the officials shared ideas on how to improve and strengthen the Association’s work in this archeologically rich and biodiverse area.

    In Their Hands: Women Taking Ownership of Peace 

    UN Women, the Department of Peace Operations (DPO) and DPPA, in partnership with New York’s Photoville festival, will host a joint multimedia exhibition titled “In Their Hands: Women Taking Ownership of Peace.” This project will feature women peacebuilders and peacemakers from the Central African Republic, Colombia, the Democratic Republic of the Congo, Lebanon, Mali, South Sudan, Sudan and Yemen, as seen through the lens of local women photographers. This initiative, which is part of a multi-donor project, offers an excellent opportunity to amplify women’s voices and advocate for women’s participation in peace and political processes, a central focus of the Women, Peace and Security agenda. The exhibition will be on view from 18 September until 1 December 2021 at the Photoville Festival, Pier 2, Furman Street, Brooklyn, New York.

    Security Council

    No progress on Yemen’s four-point plan, Security Council hears

    In his briefing on Yemen to the Security Council on 23 August, Khaled Khiari, Assistant-Secretary-General (ASG) for the Middle East, Asia and the Pacific, called on all parties to prioritize the needs of civilians and to abstain from weaponizing the economy. "It is imperative to resume an inclusive, Yemeni-led political process to reach a negotiated solution to the conflict", he added, calling on all to extend their full support and cooperation to the new Special Envoy for Yemen Hans Grundberg.

    Pedersen: "The conflict in Syria is far from over, and we need a credible political process and more sustained international cooperation"

    Geir Pedersen, Special Envoy for Syria, briefing the Security Council on 24 August, reported an escalation in fighting in many parts of the country. He stressed the need to work towards a nationwide ceasefire. He also noted that the issues facing Syrians are far from solely being in the hands of the Syrians, stressing that constructive international diplomacy is plainly needed.

    Iraq’s October elections: “The stakes are immensely high”

    Jeanine Hennis-Plasschaert, Special Representative and Head of the United Nations Assistance Mission for Iraq (UNAMI), updated Council members on 25 August on the preparation and progress made towards the October elections in Iraq. She stressed the importance of a free, inclusive and safe process with only 46 days left until Iraq goes to the polls on 10 October. She added that the elections clearly have the potential to be different from the elections of 2018 but warned that they cannot be the sole responsibility of the Electoral Commission. She called on all parties to commit to transparent and credible elections in words and in deeds.

    Afghanistan

    “Safety of all United Nations personnel in Afghanistan is the top priority”

    Secretary-General António Guterres held on 25 August a town hall meeting with staff in Afghanistan to outline what the UN system is doing to keep people safe and the UN operations running. He said that the UN is taking measures to keep its staff safe while also ensuring that the mounting humanitarian needs in Afghanistan are met. In a video message on 23 August, the Secretary-General thanked the staff for everything that they are doing to support the Afghan people.

    Central Asia

    Publication on early warning bulletins on transboundary waters

    The UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) released its Aral Sea Basin Transboundary Water Early Warning Bulletin. The Bulletin is a resource for timely collection and dissemination of information on the water-related, environmental, and climatic situation in the Aral Sea basin with the purpose of preventing problems and disputes. It provides all Central Asian states and their international partners with improved capacity to monitor the status of transboundary rivers regularly and warn early of potential issues that require attention.

    Libya

    UNSMIL welcomes the creation of a joint force as step towards reunification of state institutions

    The United Nations Support Mission in Libya (UNSMIL) welcomed the creation of a new joint force on 26 August, from both sides of the demarcation lines, comprising the 166 Battalion for Protection and Security and the Tareq Bin Ziyad Brigade, to secure the Great Man-Made River, a network of pipes that supplies fresh water across Libya. UNSMIL commends these efforts, conducted in coordination with the 5+5 Joint Military Commission (JMC). “This step sends a strong message to Libyans and international actors that Libyans are able and willing to overcome their differences and come together in building a unified, stable, prosperous and democratic country,” Special Envoy for Libya and Head of UNSMIL Ján Kubiš said.

    Iraq

    Visit to Kirkuk to discuss October elections

    Ingibjörg Sólrún Gísladóttir, Deputy Special Representative for Iraq visited Kirkuk on 25 August where she met separately with the Acting Governor Rakan Al-Jubouri, Arab, Kurdish and Turkmen ethnic groups, and representatives of Kirkuk communities to exchange views on election preparations. She noted the need for credible, inclusive elections in October, and pledged that UNAMI would continue to provide technical advice and support to the Iraqi people. Related, on 26 August, UNAMI released a new video featuring the improvements made towards this year’s elections. The video breaks down how the October 2021 early elections differ from the previous ones held in 2018.

    Colombia

    Former combatants and social leaders call for the protection of life in Cauca

    The UN Verification Mission in Colombia supported an event held in Popayán, Cauca from 20 to 24 August called "Humanitarian Refuge for Life and Peace" initiated by former FARC-EP combatants from the departments of Cauca, Nariño, Valle, and Cundinamarca. The event was organized to demand security guarantees for human rights defenders, people in the process of reincorporation and social leaders in the territories affected by violence.

    Peacebuilding

    Complementarities of the Women, Peace and Security and Youth, Peace and Security agendas at a glance

    The Policy and Mediation Division of the Department of Political and Peacebuilding Affairs (DPPA) has created a one-pager document that outlines differences and linkages between the Women, Peace and Security (WPS) and Youth, Peace and Security (YPS) agendas. It also includes recommendations on how to approach these two agendas differently as they should be considered as two distinct categories with differentiated needs. The Peacebuilding Support Office and the Office of the Special Envoy for Youth were also consulted.

    DPPA commended for dedication to achieving gender equality, promoting women’s empowerment

    UN Women commended DPPA for its dedication to achieving gender equality and promoting the empowerment of women by being the first UN entity to meet or exceed all applicable performance indicators of the UN System-wide Action Plan (UN-SWAP) 2.0 on Gender Equality and the Empowerment of Women in 2020. The UN-SWAP is an instrument used to track progress in achieving gender equality within the United Nations developed in 2012 to systematically mainstream gender into all major institutional functions and create an accountability framework on policy and programme management. See the full assessment here:

    Security Council

    Guterres: “We cannot and must not abandon the people of Afghanistan”

    Secretary-General António Guterres took part in an emergency Security Council meeing on Afghanistan on 16 August. He appealed to Council members and to the whole international community to stand together and use all tools at their disposal to suppress the global terrorist threat in Afghanistan and to guarantee that basic human rights will be respected. The Secretary-General called upon the Taliban and all parties to respect and protect international humanitarian law and the rights and freedoms of all persons, including the women and girls. He stressed that “we cannot and must not abandon the people of Afghanistan”, noting that “we continue to have staff and offices in areas that have come under Taliban control”.

    Afghanistan

    Kazakhstan hosts a temporary remote office of UNAMA

    On 18 August, a group of UN personnel departed from Kabul to Almaty, Kazakhstan where they will continue their work remotely. The arrangement was made possible thanks to the offer of the Government of Kazakhstan to host a temporary remote office of the UN Assistance Mission in Afghanistan (UNAMA). Adapting to the security situation in Kabul and other parts of the country, a part of the UN staff in Afghanistan was relocated pending return as conditions permit. This temporary measure was decided to allow the UN to keep delivering assistance to the people of Afghanistan with the minimum of disruption, reducing risk to UN personnel.

    Myanmar

    Call for humanitarian pause in Myanmar

    The Security Council held a private meeting on Myanmar on 17 August with briefings from Special Envoy Christine Schraner Burgener and Deputy Emergency Relief Coordinator Ramesh Rajasingham.     Iraq

    Special Representative discusses upcoming elections with President Salih

    Jeanine Hennis-Plasschaert, Special Representative and Head of the United Nations Assistance Mission for Iraq (UNAMI), met in Baghdad on 15 August with President Barham Salih of the Republic of Iraq. They discussed the current political and security situation in the country, including preparations for the upcoming elections. The Special Representative reaffirmed the United Nations’ commitment to assist the Iraqi authorities with the conduct of credible and transparent elections.

     
    UNAMI commemorates victims of the 2003 terrorist attack

    The United Nations in Iraq commemorated the 18th anniversary of the 2003 terrorist attack on the UN offices on 19 August in Baghdad, in which 22 colleagues lost their lives. Solemn ceremonies were held at UNAMI Headquarters in Baghdad, at the Regional Support Office in Erbil, and at the offices in Kirkuk, Mosul and Basra. In her remarks, Special Representative Hennis-Plasschaert paid tribute to the survivors of the bombing for their courage and resilience, and to the victims of this attack and countless more claimed by terrorism.

    Yemen

    UNMHA launches its mission website

    A website for the United Nations Mission to support the Hudaydah Agreement (UNMHA) has been launched. UNMHA is a Special Political Mission in Yemen tasked with leading and supporting a Redeployment Coordination Committee comprising representatives of Hudaydah’s conflict parties; monitoring the ceasefire in the Hudaydah governorate; working with parties to ensure the security of Hudaydah city and the governorate’s three crucial ports, through which an estimated 80 % of Yemen’s imports arrive; and facilitating UN support to assist the full implementation of the Hudyadah Agreement.     Somalia

    UNSOM public outreach event calls for Somalia’s Constitution to guarantee rights of all citizens

    A three-day public outreach meeting to drum up support for the adoption of the new, permanent Constitution of Somalia started on 17 August in Mogadishu organized by the federal Ministry of Constitutional Affairs with the support of the United Nations Assistance Mission in Somalia (UNSOM). Attended by more than 70 participants, including representatives of youth, women, elders and persons with disabilities, the forum concluded with a call to ensure that their views are taken into consideration when finalizing the document.

    Colombia

    Colombia launches the Week for Peace

    The 34th annual Week for Peace was launched on 19 August at the Centre for Memory, Peace and Reconciliation. This initiative by Colombian peace-building organizations highlights the daily efforts of individuals, groups, organizations and institutions working to build and consolidate peace. In his speech, the Special Representative and Head of Verification Mission Carlos Ruiz Massieu, commended the initiative, noting that "after 34 years, this meeting continues to demonstrate the persistence and conviction of Colombian society, including especially the victims and communities in areas affected by the conflict, to continue their search for a country in peace."

    This week’s episode features the African Union Commission's Commissioner for Social Affairs, Amira El Fadil, a renowned Sudanese activist for women’s rights and empowerment an ardent advocate for the rights and welfare of children, notably through the Saleema Initiative on Elimination of Female Genital Mutilation and the End Child Marriage Campaign. In this episode of “She Stands for Peace”, El Fadil talks about issues relating to displacement and humanitarian assistance in Africa.

    Call for nomination to recognize exceptional African women advancing the Women, Peace and Security agenda

    As a follow-on to their publication ‘She Stands for Peace; 20 Years, 20 Journeys’, for the 20th Anniversary of UN Security Council Resolution 1325 (2000), that was jointly produced by the UN Office to the African Union (UNOAU) and the African Union Commission (AUC) in 2020, UNOAU is planning to publish “She Stands for Peace - eBook” to recognize the contributions made by women and women’s organizations in peacebuilding efforts across Africa. To this end, UNOAU is calling for nominations of individuals or women’s organizations, female citizens of African Union Member States, who have made impactful contributions to peace and security on the continent. The call will be open until Tuesday, 31 August 2021.
