    Excellencies,

    I am pleased to join you and represent the Secretary-General today.

    At the outset, I would like to acknowledge Romania’s important role in leading the Community of Democracies since 2019, especially under exceptional circumstances due to the COVID-19 pandemic.  I also commend Romania’s efforts to ensure that the full and meaningful participation of women is a priority issue for the Community’s work.

    This year’s Conference takes place at a critical moment.  The COVID-19 pandemic has impacted all facets of our lives.  It has laid bare our shared vulnerabilities: the weaknesses in global and national preparedness; the persistence of long-lasting grievances; and a disenchantment with public institutions and political leadership.

    To be clear, these problems were not created by the pandemic.  For many years, we have allowed them to fester, unchecked.  For example, in traditionally stable democracies, we have seen over the last decade a gradual erosion of trust in representative processes and institutions.  

    Many people believe that, in their daily lives, these processes and institutions are not delivering on their fundamental promises: to promote equality; to provide social protection; to ensure justice and the protection of human rights.

    Alongside this democratic malaise, we are also witnessing backsliding in many “young” democracies. Whether they use the trappings of a democratic system or appeal to so-called “true” democracy to subvert the popular will, authoritarians of all stripes are increasingly audacious.

    The pandemic has exacerbated these trends. It has helped drive people towards polarization, and at times violence. It has led many to challenge the central tenets of democratic societies.

    And it has made people and their leaders question the effectiveness of the multilateral system, which has not been able to fully come together to address the pandemic and its consequences

    Excellencies,

    This is the time to act.

    If the pandemic demonstrated how fragile the international community is, it also showed how interconnected we are.  Truly global threats, such as pandemics and the climate emergency, underscore the necessity of joined-up global action. Deadly viruses or extreme weather events do not respect national boundaries.

    Today, I want to highlight three ways in which we can adapt.

    First, at the national level, we need more inclusive societies. Groups that are excluded from decision-making must have a real say and find representation in political institutions. If we are truly to address the democratic deficit in the world today, we must take meaningful steps to ensure that women, youth, minorities, marginalized communities and those holding divergent views can participate fully in public life.

    Second, at the international level, we need more solidarity.  A multilateral system based on cooperation for the common good is indispensable if we are to address the threats we face and build peaceful societies, advance human rights, and attain sustainable development.

    The multilateral system itself needs to evolve and become more inclusive and networked. This will require making space for new constituencies that are critical to addressing our common challenges – civil society, local governments, and the business sector, for example.  

    And third, we need to prepare better to respond to future challenges, none more critical than the climate emergency. From the perspective of the Department that I lead, this includes putting a central focus on prevention.

    We need to change our approach to the maintenance of international peace and security and favor the prevention of crises. We know conflict prevention is less costly in human lives and resources than picking up the pieces after war. Prevention also means helping to build peaceful and resilient societies – the fundamental goal of the Sustainable Development Agenda.

    Ladies and gentlemen,

    Two weeks ago, the Secretary-General submitted a report on Our Common Agenda to the General Assembly.  Drawing on broad consultations, the report presents a blueprint for these changes at the national and international level.

    The Common Agenda embodies a vision for a reinvigorated multilateral system as the basis for more inclusive and resilient societies. It places particular focus on the role of youth and future generations. We acknowledge the need to give these constituencies more agency to address challenges that they will confront up close in the future.

    We must remain clear-eyed about the magnitude of the task we face.  The Common Agenda gives us a framework to work on revitalizing the global consensus, grounded in solidarity within and between societies.

    We count on the support of the Community of Democracies in advancing this ambitious agenda.

    Security Council

    Sudan continues its transition towards democracy

    Volker Perthes, Special Representative of the Secretary-General and Head of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS), told the Security Council on 14 September that the country was making headway in its transition to democracy, with growing momentum towards drafting a new Constitution and organizing elections. Reporting on several positive developments, including steps taken by the Transitional Government in Khartoum to address violence in Darfur and eastern Sudan, he noted that long‑term success required sustained international support. “Sudan’s challenges are immense, and the United Nations remains fully committed to supporting the authorities in addressing them and realizing the aspirations of the Sudanese people for a peaceful, stable and democratic Sudan,” he said, adding that UNITAMS counted on the Council’s robust support as it navigated the path forward.

    UNAMA mandate extended for another six months

    The Security Council unanimously voted on 17 September to extend the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA) until 17 March 2022. The Council requested the mission to continue coordinating humanitarian assistance and asked the authorities to ensure access and security to UN staff to allow for the delivery of the much-needed assistance.

    Council adopts technical rollover of UNSMIL mandate

    The Security Council unanimously adopted on 15 September resolution 2595 (2021) extending the mandate of the United Nations Support Mission in Libya (UNSMIL) until 30 September. Council members continue to be engaged in consultations on the extension of the mandate of UNSMIL beyond that date.

    Central Asia

    Special Representative Gherman attends 21st Summit of the Shanghai Cooperation Organization

    Natalia Gherman, Special Representative of the Secretary-General and Head of the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) participated on 17 September in Dushanbe, Tajikistan, in the 21st Summit of the Council of the Heads of State of the Shanghai Cooperation Organization on the occasion of its 20th anniversary on behalf of the Secretary-General. Through a pre-recorded video message, the Secretary-General stressed the United Nations commitment to deliver for the Afghan people. Earlier on 16 September, Special Representative Gherman met with Minister of Foreign Affairs of the Kyrgyz Republic Ruslan Kazakbayev as part of the Collective Security Treaty Organization Ministerial Council meeting.

    Yemen

    Special Envoy travels to Saudi Arabia

    Hans Grundberg, Special Envoy for Yemen, arrived in Riyadh on 15 September to meet with senior Yemeni and Saudi officials, among others. This is his first visit to Riyadh since taking office as UN Special Envoy on 5 September. He said he was keen to engage with Yemenis and other key interlocutors on how to find a durable solution to the conflict and reach an inclusive political settlement that ends the war and meets the aspirations of all Yemeni people.

    Iraq

    UNAMI continues to support upcoming elections preparations

    The United Nations has been helping Iraq’s Independent High Electoral Commission (IHEC) on various areas for the upcoming elections, including the organization of a ceremony on 15 September in Baghdad to promote the Electoral Code of Conduct. All signatories to the charter pledged to refrain from intolerance, violence and hate speech during the campaign and the polls. On 11 September, Special Representative of the Secretary-General and Head of the United Nations Assistance Mission for Iraq (UNAMI) Jeanine Hennis-Plasschaert addressed the 13th Islamic Day for Opposing Violence against Women, focusing on the threats and challenges faced by women exercising their political and electoral rights. “If the voices of half of Iraqis are muffled, the entire representative basis of democracy will be undermined," she said.

    UNAMI hosts Digital Dialogue with Iraqi Voters

    Special Representative Jeanine Hennis-Plasschaert held on 13 September a live “Digital Dialogue” with voters across Iraq. “During this period, we’ve been listening closely to Iraqi voters – so that we can help address their concerns and make them feel included. Innovative approaches such as digital dialogues are a welcome addition to our toolbox,” she said. Supported by DPPA’s Innovation Cell, the Digital Dialogue used cutting-edge Artificial Intelligence technology to provide a safe and secure space for Iraqis to anonymously share their thoughts with the United Nations leadership in the country.

    Middle East and North Africa

    Impact of COVID-19 on women in the Middle East and North Africa discussed

    The Middle East and North Africa divisions of DPPA and the Department of Peace Operations (DPO) organized a workshop on 14 September on the impact of the COVID-19 pandemic on women in the Middle East and North Africa, featuring around 60 participants including UN representatives from the Departments, UN Women and Peace and Development Advisers in the region. Experts from the Arab Barometer and the World Bank highlighted the continued marginalization of women in political and peace processes, as well as in civic and economic spheres – with the pandemic further pushing women out of the labor force. Looking ahead, recommendations included the importance of advocating for women’s quotas in elections; the need to sustain UN engagement with civil society and Women Human Rights Defenders and to engage with the governments in the region on the removal of structural barriers that hinder women’s economic and political participation. Gender segregated data and gender sensitive analysis were also highlighted as critical tools for all UN stakeholders. 

    Somalia

    Special Representative travels to Baidoa to discuss elections and security

    James Swan, Special Representative of the Secretary-General and Head of the United Nations Assistance Mission in Somalia (UNSOM), visited on 16 September the South West State to meet with its president, electoral authority and civil society on the country’s upcoming elections for the House of the People. Speaking on behalf of the visiting international partners that accompanied him, Special Representative Swan said South West State has made commendable progress with electoral preparations, with it being one of only two Federal Member States to have successfully completed elections for the Upper House within the agreed timeline. “This is very encouraging, and we hope to see similar advances with preparations for the House of the People elections,” Special Representative Swan said.

    West Africa and the Sahel

    Special Representative visits Guinea and Ghana

    Mahamat Saleh Annadif, Special Representative of the Secretary-General and Head of the United Nations Office for West Africa and the Sahel (UNOWAS), travelled to Accra, Ghana this week to participate in the second extraordinary summit of the Economic Community of West African States (ECOWAS) to address the situation in Guinea. He told the summit that the Secretary-General was very concerned about the repeated attempts and unconstitutional changes that are taking place in the West African sub-region and stressed that the UN would support any initiative by ECOWAS to help Guinea regain a peaceful political and social framework. On 13 September, he was in Conakry, Guinea where he met with the head of the National Committee of Reconciliation and Development (Comité national du rassemblement et du développement, CNRD) Lieutenant Colonel Mamady Doumbouya, and other political and diplomatic actors to discuss the situation following the military takeover of 5 September.

    Peacebuilding

    ‘She Stands for Peace’: Call for nomination extended

    As a follow-on to their publication “She Stands for Peace; 20 Years, 20 Journeys”, for the 20th Anniversary of UN Security Council Resolution 1325 (2000), UNOAU is planning to publish “She Stands for Peace - eBook” to recognize the contributions made by women and women’s organizations to peacebuilding efforts across Africa. UNOAU is calling for nominations of individuals or women’s organizations, female citizens of African Union Member States, who have made impactful contributions to peace and security on the continent. The call will be open until Thursday, 30 September 2021.

    In Their Hands: Women Taking Ownership of Peace 

    Deputy Secretary-General Amina Mohammed will open the multimedia exhibition “In Their Hands: Women Taking Ownership of Peace” on Saturday, 18 September at 7pm at the Brooklyn Bridge Park, Pier 1, New York City. The exhibition was created by DPPA, in partnership with UN Women, the Department of Peace Operations (DPO) and New York’s Photoville festival. This initiative offers an excellent opportunity to amplify women’s voices and advocate for women’s participation in peace and political processes, a central focus of the Women, Peace and Security agenda. The launch event is open to the public and will also feature food, drinks and music at the scenic waterfront location. The exhibition is on view until 1 December 2021.

    Security Council

    Lyons: “We must ask also ourselves: what can we do and what must we do?”

    Deborah Lyons, Special Representative of the Secretary-General for Afghanistan and head of the UN Assistance Mission in Afghanistan (UNAMA), updated the Security Council on 9 September on the new reality of the country following the fall of Kabul on 15 August. “These scenes, watched around the world … show that the Taliban have won power, but not yet the confidence of all the Afghan people,” said Lyons. She added: “Now is the moment for the Taliban to visibly demonstrate to the people of Afghanistan... that they are committed to each and every one of them, in guaranteeing their safety, their freedoms, their health, their education, and their future prosperity”.

    Grundberg: “We all have shared responsibility to end the conflict in Yemen”

    The Secretary-General’s new Special Envoy for Yemen, Hans Grundberg delivered his first briefing to the Security Council in his capacity as the new Special Envoy for Yemen. He noted that enabling a resumption of a peaceful and inclusive political transition process will not be easy as the current armed conflict continues unabated after more than 6 years. He added that he intends to assess past efforts and work to move forward the discussion on a comprehensive settlement guided by the aspirations of the Yemeni people. “I will spare no effort in trying to bring together actors across conflict lines, to engage Yemenis from all political perspectives and societal components and from all parts of the country, to discuss under UN auspices how they can find common ground and resolve their differences without resorting to force.”

    Elections an essential step in further stabilizing and uniting Libya

    Just over 100 days from the parliamentary and presidential election date agreed by the Libyan Political Dialogue Forum in its Roadmap and mandated by you in the SC Resolution 2570, Ján Kubiš, Special Envoy for Libya and Head of the UN Support Mission in Libya (UNSMIL), welcomed the progress made so far by the Libyan High National Elections Commission (HNEC) on the preparations for holding national elections In December. Kubiś urged Libyan actors "to join forces and ensure inclusive, free, fair parliamentary and presidential elections, which are to be seen as the essential step in further stabilizing and uniting Libya.”

    UNAMI holds press conference on Iraq election

    Jeanine Hennis-Plasschaert, Special Representative of the Secretary-General for Iraq and Head of the UN Assistance Mission for Iraq (UNAMI), held on 7 September a press conference on the elections in Iraq. She told Iraqi media that "In the interest of Iraq’s young democracy, it is crucial to deliver an electoral process that will be recognized as credible". She further noted that "Democracy is always a work in progress... It’s not easy to balance interests and opinions. But if people feel included – if they feel they can help shape their own futures – then the compromises and investments are more than worth it."

    Nearly 4.7 million old Electronic Voter Cards taken out of Iraq’s electoral system

    The shredding and disposal of over 4.6 million electronic voter cards, which were printed before the 2014 and 2018 elections but never picked up by registered Iraqi voters, commenced on 8 September at Al-Dabash warehouse in Baghdad. UNAMI staff joined officials from the Independent High Electoral Commission (IHEC) for the exercise that will culminate in the removal of the information on those cards from the voter registration database. UNAMI has been supporting IHEC ahead of the October elections in areas such as election simulations; ballot paper design and printing; advice on COVID-19; security planning; and recruitment and training of polling staff.

    Huang Xia, Special Envoy for the Great Lakes region, met on 9 September with Minister of Foreign Affairs Abubaker Jeje Odongo of Uganda to discuss a variety of regional developments, including peace and security cooperation, and regional economic integration. They agreed on the importance of Great Lakes countries to work together to strengthen ongoing positive trends in the region. Special Envoy reiterated the UN’s continuous support to Uganda and other countries in the region achieving the objectives of the Peace, Security and Cooperation Framework.

    West Africa and the Sahel

    Special Representative concludes visit to Sierra Leone and Nigeria

    Mahamat Saleh Annadif, Special Representative of the Secretary-General and Head of the United Nations Office for West Africa and the Sahel (UNOWAS), is continuing his first official tour of the region. On 7 September, he concluded a visit to Sierra Leone, where he met with President Julius Maada Bio, among others. The discussions focused on national and regional issues, including on ways to reinforce the UN-Sierra Leone partnership to better support the country in its efforts towards consolidating democratic institutions, human rights and development. On 9 September, Annadif traveled to Nigeria and met the President of the Commission of the Economic Community of West African States (ECOWAS), Jean Claude Kassi Brou. They renewed their condemnation of the coup d'etat in Guinea and called for the speedy release of President Alpha Condé, and a return to constitutional order.

    Colombia

    Truth Commission promotes agreement for coexistence

    The Commission for the Clarification of Truth, Coexistence, and Non-Repetition launched on 8 September the "Agreement for Coexistence" that commits Colombian society to build a better future and honor the memory and the lives of all people, organizations and communities who suffered during the conflict. In his speech, Special Representative Carlos Ruiz Massieu stressed the importance of this pact. "This meeting is a clear reflection of the resilience and perseverance of the communities, the victims, of those who have been affected by the conflict.” He added that it is also a reflection of the “great will for peace” that exists in the victims who have laid down their weapons and exercise social leadership. He also recognized the work of the Truth Commission and its president, Father Francisco de Roux, for its contribution to peace in Colombia.

     
    Commemoration of the Week for Peace in Bogotá

    This week, the Verification Mission participated in various activities in Bogotá as part of the commemoration of the “Week for Peace” in the country. This yearly initiative by Colombian and civil society organizations working in peacebuilding brings together communities, victims, former combatants, as well as the departments of Antioquia, Chocó, Cauca, Cesar, Huila, and Norte de Santander.

    UN Peacebuilding Fund Advisory Group convenes

    Oscar Fernandez-Taranco, Assistant Secretary-General (ASG) for Peacebuilding Support, briefed the Peacebuilding Fund (PBF) Advisory Group on 10 September on key tenets of the UN Common Agenda with regards to peacebuilding and prevention efforts as well as the outcome of the annual strategic dialogue for the Fund’s top 12 donors held last week. He shared the upcoming thematic reviews and evaluations of the PBF’s investments at the country level. The Group reiterated the need to pursue voluntary and innovative funding as complementary avenues to secure more predictable resourcing of the PBF and advised on communicating the Fund’s reviews and evaluations also with the political decision-makers and end beneficiaries as appropriate. Going forward, the Group will focus on preparing their next full meeting, including with the Secretary-General, in early 2022 and to stay engaged on the processes leading up to the High-Level General Assembly meeting on peacebuilding financing in 2022.

    In Their Hands: Women Taking Ownership of Peace 

    DPPA, in partnership with UN Women, the Department of Peace Operations (DPO) and New York’s Photoville festival, will host a joint multimedia exhibition titled “In Their Hands: Women Taking Ownership of Peace.” This initiative, which is part of a multi-donor project, offers an excellent opportunity to amplify women’s voices and advocate for women’s participation in peace and political processes, a central focus of the Women, Peace and Security agenda. The opening event is open to the public and will take place at the Photoville Festival, Pier 2, Furman Street, Brooklyn, New York City on 18 September at 7pm. The exhibition is on viewuntil 1 December 2021.
