    Special Representative Salvador emphasizes importance of Multinational Security Support Mission for Haiti

    On 18 January, the 4th meeting of the Ad Hoc Committee on the Situation in Haiti of the International Organization of La Francophonie (OIF) took place in Paris. In a tweet, the UN Integrated Office in Haiti (BINUH) said that the Special Representative of the Secretary-General and Head of BINUH, María Isabel Salvador (pictured above, center), underlined at the meeting that the expected deployment of the Multinational Security Support Mission, an autonomous and non-UN mission, would be essential for restoring security and fostering conditions conducive to the holding of credible, participatory and inclusive elections in Haiti.  

    Peacebuilding Commission meets on peace consolidation in São Tomé and Príncipe

    On 15 January, the Peacebuilding Commission discussed peace consolidation in São Tomé and Príncipe. Coordinated by the UN Regional Office for Central Africa (UNOCA), DPPA's Peace Building Support Office (PBSO), the Office of Rule of Law and Security Institutions (OROLSI) and the Resident Coordinator for the country, the meeting raised awareness of the challenges the country faces in the security and justice sectors. Prime Minister Patrice Trovoada highlighted the case for prevention and called for international support. Member States welcomed the preventive approach taken by the Government, noting the need for coordinated collaboration between national authorities, the UN, and International Financial Institutions to support the country in achieving its reforms.

    Security Council Affairs Division publishes 2023 highlights of practice

    The Security Council Affairs Division (SCAD) of DPPA recently published its “Highlights of Security Council Practice 2023.” Produced every year since 2011, the Highlights paper provides an overview of significant procedural and constitutional matters relating to the activities of the Council and it subsidiary bodies over the past year. In 2023, the Security Council held 290 formal meetings and 124 consultations of the whole; it adopted 50 resolutions and six presidential statements; it considered 47 agenda items and invited a record number of participants — 479 — under rule 39 of its provisional rules of procedure.

    Special Coordinator meets with senior officials to discuss security and stability for Lebanon

    This week, Special Coordinator of the Secretary-General for Lebanon Joanna Wronecka met with Lebanese political and security officials to discuss ways of promoting peace and stability. Wronecka met with Deputy Parliament Speaker Elias Bou Saad and highlighted Resolution 1701 as essential to restore security and stability along Lebanon’s southern border with Israel. She also spoke with the Commander of the Lebanese Armed Forces, General Joseph Aoun (pictured above, right), about the crucial role of the Lebanese army in that regard. With the former Director of General Security Abbas Ibrahim, the Special Coordinator spoke about the need to consolidate elements of security and stability. In separate meetings with the Ambassadors of Qatar, China and Russia, Wronecka emphasized the importance of preserving Lebanon’s security and stability through institutional stability.

    Deputy Special Representative Cordone meets with Iraqi and Iranian officials

    On 18 January, the Deputy Special Representative of the Secretary-General (DSRSG) for Iraq for Political Affairs and Electoral Assistance, Claudio Cordone, met in Baghdad with Iraq National Security Advisor Qasim Al-Araji (pictured above, right). DSRSG Cordone briefed on his recent visit to three camps for Iranian Kurdish opposition groups in the Kurdistan Region, which were coordinated with the Federal and Kurdistan Region authorities. DSRSG Cordone also met with Iranian Ambassador to Iraq Mohammad Kazem Al Sadegh. They discussed security issues, including the implementation of the Iraq-Iran security agreement relating to Iranian Kurdish opposition groups.

    Deputy Special Representative Isaczai highlights five-year UN Cooperation Framework for Iraq

    On 15 January, the Deputy Special Representative, Resident and Humanitarian Coordinator (DSRSG/RC/HC) for Iraq, Ghulam Isaczai, met separately in Baghdad with Iraq Deputy Prime Minister and Minister of Planning Mohammed Ali Tamim and Iraq's Minister of Health Salih Al-Hasnawi (pictured above, right). In his meetings, Isaczai spoke about continued UN-Iraq collaboration in the context of the new five-year UN Cooperation Framework for Iraq (UNSDCF). On 16 January, DSRSG/RC/HC Isaczai met with Iraq Minister of Education Ibrahim Namis Al-Jubouri. Discussions focused on education, digitalization, increasing budget allocations, and supporting education for internally displaced persons, returnees, and refugees.

    Project for former combatants in Cauca, Colombia, yields export crop of avocados

    On 16 January, the UN Verification Mission in Colombia visited a project for the cultivation and distribution of Hass avocado, in the municipality of Silvia, department of Cauca. The project is being carried out by former combatants and follows international commercial standards. This initiative expects to produce three tons of avocados for export and local trade during the current harvest cycle. The former combatants' cooperative is also developing a fish farming project in the village of Pueblo Nuevo. The Mission has supported the project since its inception, and both initiatives are supported by the Agency for Reintegration and Normalization (ARN) and the UN Development Programme (UNDP).

    USG DiCarlo warns "we are on the brink of the third year of the gravest armed conflict in Europe since the Second World War—with no end in sight"

    On 10 January, Under Secretary-General Rosemary DiCarlo, briefing the Council on Ukraine, said that the country had suffered some of the worst attacks since the beginning of the illegal war, with the Russian Federation’s missiles and drones targeting numerous locations across the country. She pointed out that the Council has already met more than 100 times in various formats to discuss the war and had heard numerous testimonies about the horrors endured by Ukrainian civilians. “We have consistently voiced clear warnings about the risks of further escalation and spill-over outside Ukraine’s borders and even beyond,” she said, warning: “And yet, here we are, on the brink of the third year of the gravest armed conflict in Europe since the Second World War — with no end in sight”.

    Head of UNOWAS highlights concerns over security situation and governance in West Africa and the Sahel

    On 11 January, Leonardo Santos Simão, Special Representative of the Secretary-General and Head of the UN Office for West Africa and the Sahel (UNOWAS), briefed the Security Council on peace consolidation in West Africa. Simão evoked the persistence of socio-political tensions, the growing insecurity in the Sahel alongside a worsening of the humanitarian situation, as well as the negative impact of climate change on peace and security in the sub-region. "Despite the significant progress that has been made in consolidating democracy, the security situation and governance challenges remain major concerns," he said.

    Special Representative Ruiz Massieu tells Security Council of opportunity to "broaden the scope of peace" in Colombia

    On 11 January, Carlos Ruiz Massieu, Special Representative of the Secretary-General and the Head of the UN Verification Mission in Colombia, briefed the Council on recent developments in the country. "The year that just passed showed the clear linkages between the implementation of the Agreement and the dialogue initiatives with other armed actors undertaken by the Government”, he said, adding that “recent developments also illustrate the need to move forward coherently in these processes, which, if conceived holistically, have the potential to address persistent challenges and to broaden the scope of peace.”

    Special Coordinator Wronecka pushes for de-escalation on Blue Line

    This week, Special Coordinator of the Secretary-General for Lebanon Joanna Wronecka held meetings with Lebanese political and security officials to encourage de-escalation between Israel and Hizbullah along the Blue Line. In separate meetings with Lebanon’s caretaker Prime Minister Najib Mikati and caretaker Foreign Minister Abdallah Bouhabib, she noted the need for diplomatic efforts to reinforce security and stability. She discussed with the Director of Lebanon’s Internal Security Forces Imad Othman, the Acting Director of General Security Elias Bayssari and the head of military intelligence Tony Kahwagi the need for robust security apparatus, and with former Minister Tarek Mitri feasible ways to further the implementation of Resolution 1701. Wronecka also exchanged views with caretaker Minister of Interior Bassam Mawlawi on his ministry’s priorities for 2024. 

    Special Coordinator Wronecka joins USG Lacroix in Beirut meetings

    This week, Special Coordinator Joanna Wronecka joined Under-Secretary-General for Peace Operations Jean-Pierre Lacroix in his meetings with Lebanese officials to stress the importance of shielding Lebanon from an expansion of the war in Gaza and the importance of implementing Resolution 1701. In addition to the meetings with the caretaker Prime Minister Najib Mikati, Speaker Nabih Berri and Foreign Minister Abdallah Bouhabib, the Special Coordinator attended a meeting with USG Lacroix and UN Interim Force in Lebanon (UNIFIL) troop-contributing countries. 

    UNAMI supports Iraq-Iran border security dialogue

    On 10 January, in coordination with Iraqi federal and Kurdistan Region authorities, the Deputy Special Representative for Iraq for Political Affairs and Electoral Assistance, Claudio Cordone, visited three camps for Iranian Kurdish opposition groups in the Kurdistan Region. Their representatives affirmed commitment to civilian status and requested assistance. The UN Assistance Mission for Iraq (UNAMI) support continues regarding the Iraq-Iran dialogue on border security.

    UNAMI Deputy Special Representative Cordone meets officials on Kurdistan region elections

    Deputy Special Representative Cordone met in Erbil with Kurdistan Regional Government Deputy Prime Minister Qubad Talabani. They discussed relations with Baghdad and the regional parliamentary elections in the Kurdistan Region of Iraq (KRI). Cordone also met with the KRI President’s Chief of Staff Fawzi Hariri and discussed the holding of the Kurdistan Region Parliament's elections. In a meeting in Baghdad on 11 January, DSRSG Cordone congratulated Judge Omar Mohammed, Iraq High Electoral Commission Chair, on the successful conduct of the Governorate Councils elections, while waiting for final certification of the results.

    UNAMI Human Rights Office holds workshops on climate change and human rights

    On 9 and 10 January, the UNAMI Human Rights Office organized two workshops in Sulaymaniyah and Halabja on climate change and its impact on human rights. The workshops were attended by journalists, volunteers, activists, and representatives of civil society organizations. Participants discussed the relationship between human rights and climate change, and proposed actions to address environmental concerns in the Kurdistan Region of Iraq.

    UN Verification Mission in Colombia helps promote indigenous connectivity in Cauca

    On 6 January, the UN Verification Mission in Colombia participated in a dialogue between the incoming and outgoing indigenous authorities in the San Andrés de Pisimbala reservation, municipality of Inzá, department of Cauca, in the framework of its mandate to verify the Ethnic Chapter of the Peace Agreement. At the meeting, the Mission gave communication equipment to the community, in order to increase their connectivity and to help with emergencies and other situations that could impact the local population.

    On 11 January, the military forces of the United States and the United Kingdom, supported by four countries, reportedly conducted over fifty air strikes and missile strikes on targets across Yemen including in Sana’a, Taiz, Hudaydah, Hajja, Sa’ada, Dhamar, and Ibb. According to the Houthis’, this resulted in five dead and six wounded fighters. The United Nations cannot independently verify these figures at this time. As of this afternoon, no UN staff or premises were reported as having been affected.

    Yesterday’s strikes follow the continued Houthi targeting of vessels in the Red Sea, including what was reported as “the largest attack to date” on 9 January, which involved a combination of drones and missiles that were intercepted by the United States and the United Kingdom naval forces. Subsequent to the adoption of Security Council resolution 2722 (2024) on 10 January, the Houthis reportedly launched another attack using an anti-ship ballistic missile on 11 January. The former attack was claimed by the Houthis to be a “preliminary retaliation” for the killing of Houthi fighters by US naval forces in an incident reported on 31 December.

    Monsieur le President,

    We are witnessing a cycle of violence that risks grave political, security, economic and humanitarian repercussions in Yemen and the region. Recent humanitarian improvements in the country are fragile and could easily be reversed if there are further incidents, while progress on reaching a political settlement to end the war in Yemen could also be undermined, leaving the people of Yemen facing the impact of continued conflict.

    These developments in the Red Sea and the risk of exacerbating regional tensions are alarming. The Houthis’ attack following the adoption of the Security Council resolution and yesterday’s events further demonstrate that the region is on a dangerous escalatory trajectory, which could potentially impact millions in Yemen, the region and globally.

    In a statement issued today, the Secretary-General called upon all parties involved not to escalate even more the situation in the interest of peace and stability in the Red Sea and the wider region. All concerned parties must do their utmost to avoid further escalation, reduce tensions and exercise restraint. We also reaffirm the importance of ensuring the safety and security of maritime navigation in the region, as emphasized in resolution 2722 of this Council. In that regard, we also call for the immediate release of the “Galaxy Leader” which was seized by the Houthis on 19 November and the release of her crew.

    Monsieur le President,

    We call on this Council to continue its efforts in actively engaging with all concerned parties to prevent further escalation from exacerbating regional tensions or undermining regional peace, security, or international trade.

    REMARKS TO THE SECURITY COUNCIL ON

    UKRAINE

    Thank you, Mr. President,

    The new year has brought no respite to Ukraine. On the contrary, in recent weeks, the country has been suffering some of the worst attacks since the beginning of the illegal war.

    Over the holiday period, Russian missiles and drones targeted numerous locations across the country, including in Kyiv, Lviv, Kharkiv, Khmelnytskyi, Dnipropetrovsk, Sumy, Cherkasy, Odesa and Zaporizhzhia regions of Ukraine.

    In Kherson, apartment buildings and a medical facility, as well as a railway station packed with more than a hundred civilians awaiting evacuation, were struck. Similarly, almost daily shelling has been reported across part of the Kharkiv region.

    Since the start of Russia’s full-scale invasion, the Office of the High Commissioner for Human Rights (OHCHR) has verified 29,522 civilian casualties: 10,233 people killed, including 575 children, and 19,289 injured, including 1,260 children. 

    Just between 29 December and 2 January, OHCHR recorded 519 civilian casualties –  96 people killed and 423 injured.

    On 29 December alone, 58 civilians were killed and 158 injured in country-wide Russian drone and missile strikes. This was the highest number of civilian casualties in a single day in all of 2023.

    Meanwhile, on 30 December, in the city of Belgorod in the Russian Federation, at least 25 civilians were reportedly killed, and more than 100 others injured in strikes attributed to Ukraine. Cross-border attacks have reportedly continued in recent days prompting some civilians to evacuate from Belgorod.

    On Saturday, 7 January, 11 civilians, including five children, were reportedly killed in a missile strike in the town of Pokrovsk in the Donetsk region of Ukraine. Ukrainian authorities attributed the attack to Russian armed forces.

    Civilians in frontline communities bear the heaviest burden of the missile, drone and artillery barrages. Sixty-nine per cent of all civilian casualties are recorded in Donetsk, Kharkiv, Kherson and Zaporizhzhia regions of Ukraine.

    The impact of the war on children is particularly appalling. Since the start of the war, nearly two-thirds of Ukrainian children were forced to flee their homes – some of them alone, making them even more vulnerable. An estimated 1.5 million children are at risk of post-traumatic stress and other mental health conditions.

    Mr. President,

    In addition to killing, maiming and displacing thousands of people, missile and drone strikes in densely populated urban areas are causing severe damage to civilian infrastructure. 

    Recent Russian attacks damaged or destroyed at least eight schools and ten healthcare facilities, including a maternity hospital.  In total, seven thousand schools remain inaccessible to children, restricting their right to education.

    My colleague from the Office for the Coordination of Humanitarian Affairs will provide further details on the humanitarian situation in the country, emphasizing the urgent need for UN response to hundreds of thousands of people left without electricity and water supply in frigid weather.

    We unequivocally condemn all attacks against civilians and civilian infrastructure, wherever they occur and whoever carries them out.

    Such acts violate international humanitarian law and must cease immediately.

    Mr President,

    Even as the fighting rages, Ukrainians are working on rebuilding their lives and homes, investing in areas less exposed to direct hostilities. 

    The UN, in coordination with government partners, continues to support local recovery efforts, including in the energy sector, striving for durable solutions.  

    As the number of refugees from Ukraine reaches 6.3 million globally, with 5.9 million across Europe, the UNHCR surveys indicate that nearly 80 per cent hope to return to Ukraine.

    However, security concerns and access to basic services, housing, and livelihoods remain paramount. Therefore, continued support for refugees in countries hosting them is crucial.

    Mr. President,

    Amid the nearly unrelenting grim news from the war, one recent development stood out as positive.

    On 3 January, a long-awaited exhange of more than 200 prisoners of war on each side took place between Ukraine and the Russian Federation. This was the largest such exchange since February 2022. 

    As the Secretary-General noted, we commend the efforts of both parties and the third-party facilitation by the United Arab Emirates.

    While acknowledging this positive development, we remain gravely concerned about the situation of the remaining prisoners of war.

    All concerned parties must uphold international law, particularly international humanitarian law, in their treatment of prisoners of war. 

    Accountability for all human rights violations remains paramount, requiring adherence to international standards and a survivor-centred approach.

    In areas of Ukraine under Russian control, impunity for serious human rights violations, including killings, disappearances, and torture, feeds a climate of fear.

    Also in occupied territory, Ukrainian nationals, including children, are under pressure to acquire Russian citizenship after a new law classified them as foreigners in their own country.

    Without a Russian passport, these Ukrainians face limits in accessing health care, social services, and employment.

    We also remain deeply concerned about the well-being of Ukrainian children taken to the Russian Federation. We emphasize the urgent need for their immediate return to their families in Ukraine.

    Mr. President,     

    The situation in and around the Zaporizhzhia Nuclear Power Plant (ZNPP) remains gravely worrying. Since August 2022, the Plant has suffered eight instances of complete loss of off-site power.  

    A team from the International Atomic Energy Agency (IAEA) continues to monitor the situation at the Plant. However, despite repeated requests to the Russian authorities, IAEA experts have not been granted access to all parts of the site.

    At the Rivne, Khmelnitsky and South Ukraine Nuclear Power Plants and the Chernobyl site, IAEA experts continue to report that nuclear safety and security is being maintained, despite wide-ranging missile attacks nearby.

    Attacks between 29 December 2023 and 2 January this year forced experts at the Khmelnitsky Plant to take shelter three times.         

    The denial of full access to IAEA experts and the danger caused by repeated attacks around nuclear sites are worrying and should concern us all.

    Mr. President,

    Since the start of the full-scale invasion, this Council has met more than 100 times in various formats to discuss the harrowing consequences of the war.

    We have heard numerous testimonies about the horrors endured by Ukrainian civilians. We have consistently voiced clear warnings about the risks of further escalation and spill-over outside Ukraine’s borders and even beyond.

    And yet, here we are, on the brink of the third year of the gravest armed conflict in Europe since the Second World War -- with no end in sight. The toll of this senseless war - in death, destruction and destabilization – is already catastrophic. It is terrifying to contemplate where it could lead us. It must stop.

    Our commitment remains steadfast to support all meaningful endeavours aimed at a just, sustainable, and comprehensive peace – in line with the UN Charter, international law and the resolutions of the General Assembly.
