    Syria

    Special Envoy calls for support and generosity for Syria, Türkiye after devastating earthquake 

    On 9 February, Special Envoy of the Secretary-General for Syria Geir O. Pedersen spoke to journalists following the Humanitarian Task Force meeting organized in Geneva on the earthquake in Türkiye and Syria. He echoed the Secretary-General’s appeal to the international community to show the people of Türkiye and Syria the same kind of support and generosity with which they received, protected and assisted millions of refugees and displaced people in an enormous show of solidarity over the years. The Special Envoy stressed that emergency response must not be politicized; instead, the focus must be on what is needed urgently to help men, women and children whose lives are devastated by one of the most catastrophic earthquakes the region has ever seen.

    Lebanon

    Special Coordinator underlines the need for political leadership in her engagements with Lebanese and diplomatic officials in Lebanon

    Special Coordinator of the Secretary-General for Lebanon Joanna Wronecka held a round of meetings this week with a spectrum of political, parliamentary and religious actors in Lebanon to discuss the importance of respecting constitutional milestones, starting with the election of a President, and steering the country towards a path of recovery through substantive reforms. The Special Coordinator underlined the need for the political leadership in Lebanon to put the interest of the country and the needs of the people at the center of their actions. She also noted the role of spiritual leaders in promoting understanding and the service of the public good. During the past week, the Special Coordinator also met with ambassadors of permanent and non-permanent members of the Security Council to coordinate international efforts ahead of Lebanon’s municipal elections and to update them ahead of her briefing to the Security Council next month.

    Colombia

    Promotion of social reincorporation initiatives in Guaviare

    On 9 February, the United Nations Verification Mission in Colombia participated in the presentation of the project "Model of integral care in the reintegration process " in the former reintegration area of Charras, Boquerón and surrounding communities, in the department of Guaviare, southern central region of Colombia. Former combatants, local authorities, United Nations agencies and civil society also took part. In Guaviare, this initiative will benefit 30 families, 37 young people and 30 children and adolescents, and will work on topics such as new masculinities, strengthening of family dynamics, adaptation and improvement of care areas, community initiatives with young people and activation of routes for cases of gender-based violence.

    Libya

    5+5 JMC and liaison committees from Libya, Sudan and Niger meet in Cairo

    On 8 February, the 5+5 Joint Military Commission (JMC) and liaison committees from Libya, Sudan and Niger approved the establishment of an integrated mechanism for joint coordination and data exchange to facilitate the full withdrawal of mercenaries and foreign fighters from Libya. The decision was announced at the conclusion of a two-day meeting in Cairo, chaired by Special Representative of the Secretary-General for Libya Abdoulaye Bathily. He said that the decision is an important step toward achieving sustainable stability and peace in Libya, in neighboring countries and the region in general, and creating a favorable climate for the political process, including the organization of elections in 2023.

    Sudan

    Trilateral Mechanism continues supporting parties on political process

    On 9 February, the IGAD-AU-UN Trilateral Mechanism attended a meeting with civilian and military Framework Agreement signatories and representatives of political parties and movements of non-signatories to support them in reaching consensus on the political process. The Trilateral Mechanism stressed the importance of reaching an agreement as soon as possible, which would provide basis for reaching a final political agreement and the formation of a new credible civilian transition that meets the aspirations of the Sudanese people for a democratic, prosperous future. As part of its facilitation role in the political process, the Trilateral Mechanism plans to hold a conference on the roadmap for political and security stability and sustainable development in eastern Sudan from 12 to 15 February.

    Football tournament brings communities together 

    On 9 February, the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS) in Geneina, a city in West Darfur, organized a football tournament, funded by the European Union. The game brought together youth from nomads, internally displaced persons and communities, as part of peacebuilding mediation and reconciliation effort in the region. 

    Mozambique

    Personal Envoy Manzoni attends Peace Process event in Cabo Delgado 

    On 9 February, Personal Envoy of the Secretary-General Mirko Manzoni participated in an event on Mozambique’s peace process during a state visit to Cabo Delgado, in the northern province of the country. DDR beneficiaries, reintegration partners and Peace Process Secretariat staff members shared their experiences of building peace in Mozambique. The event was also attended by President Filipe Nyusi of Mozambique and President Alain Berset of the Swiss Confederation, who called the Mozambique Peace Process an inspiration to the world. As of end last year, over 900 DDR beneficiaries and family members have been connected with reintegration opportunities under the leadership of the Personal Envoy.

    Democratic Republic of Congo

    International delegation visits the DRC

    Assistant Secretary-General for Peacebuilding Support Elizabeth Spehar and Assistant Secretary-General for Africa Martha Pobee visited the Democratic Republic of the Congo (DRC) this week as part of the international delegation. The visit served to ensure the alignment of UN initiatives and integrated support to national peacebuilding priorities with a particular focus on Disarmament, Demobilization and Reintegration (DDR) and stabilization. Led by Special Representative of the Secretary-General and Head of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) Bintou Keita, the delegation, which included Assistant Secretary-General for Rule of Law and Security institutions Alexandre Zouev, United Nations Development Programme (UNDP) Assistant Administrator and Regional Director for Africa Ahunna Eziakonwa as well as representatives from the World Bank and the Office of the Special Envoy for the Great Lakes Region, met with national authorities, civil society organizations (CSOs), women's groups and the international community in DRC. They discussed opportunities to strengthen partnerships, both with the government and with CSOs, in the context of political processes and the transition.

    Horn of Africa

    Implementation of the Comprehensive Regional Conflict Prevention Strategy 

    From 30-31 January, in Djibouti, the Office of the Special Envoy of the Secretary-General for the Horn of Africa convened the bi-annual meeting on the implementation of the Comprehensive Regional Conflict Prevention Strategy. The meeting provided a platform for Special Envoy Hanna Tetteh, Regional Directors of Agencies, Funds and Programmes (AFPs), Resident Coordinators, the strategy’s Pillar heads, Peace and Development Advisors (PDAs) and Peacebuilding Officers to discuss the current situation in the Horn of Africa and take stock of progress in the implementation of the Strategy since the last meeting in June 2022. During the meeting, participants identified areas for engagement as well as challenges and gaps, and provided concrete recommendations ahead of an upcoming fundamental review of the Strategy, which will attain its five-year mark this year.

    Security Council

    Special Representative Hennis-Plasschaert tells Iraq’s political class to seize the brief window of opportunity to lift the country out of instability 

    On 2 February, Special Representative of the Secretary-General and Head of the United Nations Assistance Mission for Iraq (UNAMI) Jeanine Hennis-Plasschaert briefed the Security Council. She reported a sense of hope that confirmation of Iraq’s new Government will provide an opportunity to structurally address the many pressing issues facing the country and its people. She also spoke of urgency for Iraq’s political class to seize the brief window of opportunity, and to finally lift the country out of recurring cycles of instability and fragility.   

    Myanmar

    Myanmar crisis enters third year 

    1 February marked two years since the Myanmar military’s takeover of the civilian Government. In a statement, Secretary-General António Guterres said he continues to stand in solidarity with the people of Myanmar and to support their democratic aspirations for an inclusive, peaceful and just society and the protection of all communities, including the Rohingya. Noeleen Heyzer, the Special Envoy of the Secretary-General on Myanmar, reiterated the SG’s concern regarding the military’s intention to hold elections and called on international community’s unified stance on elections, as well as on humanitarian aid and civilian protection.

    Iraq

    Special Representative Hennis-Plasschaert meets with President of the Patriotic Unio of Kurdistan in Iraq 

    On 2 February, Special Representative Jeanine Hennis-Plasschaert met in Baghdad with the President of the Patriotic Union of Kurdistan (PUK), Bafel Jalal Talabani. The discussion focused on the political situation in Iraq and the region, with an emphasis on Baghdad-Erbil relations and the Kurdistan Region elections.

     
    Deputy Special Representative Isaczai meets with World Bank and Iraqi Minister of Migration 

    On 1 February, Deputy Special Representative of the Secretary-General/Resident and Humanitarian Coordinator for Iraq Ghulam Isaczai, held the first strategic dialogue and coordination meeting between the United Nations in Iraq and The World Bank in Iraq. They reached agreements on joint advocacy and action to address the impacts of climate change, including water shortages, as well as durable solutions for internally displaced persons (IDPs) and refugees. On 2 February, Isaczai met with the Iraq Minister of Migration and Displacement, Evan Faiq Jabru. He reiterated the UN’s commitment to support the government's efforts in finding and implementing durable solutions for internally displaced persons.

    Mozambique

    Personal Envoy of the Secretary-General meets with US delegation in Maputo 

    This week, the Personal Envoy of the Secretary-General, Mirko Manzoni, and the Senior Political Advisor Neha Sanghrajka, met with the United States Ambassador to the United Nations, Linda Thomas-Greenfield, and her delegation in Maputo. The meeting focused on sharing lessons learned in mediation, broader peacebuilding efforts and the stabilization of conflict-affected areas. The Ambassador remarked upon the unique nature of the peace process in Mozambique and commended the ongoing disarmament, demobilization and reintegration (DDR) process.

    Lebanon

    Special Coordinator Wronecka meets with foreign ambassadors to discuss Lebanon’s Municipal Elections 

    Special Coordinator of the Secretary-General for Lebanon Joanna Wronecka met with foreign ambassadors this week to discuss how the international community can best support Lebanon, including in its preparations for the municipal elections that are expected to take place in May. The Special Coordinator met with the Representative of the European Union and of several Arab countries, including Saudi Arabia, Qatar and Jordan.  

     

    Special Coordinator visits UNICEF projects in South Lebanon 

    On 2 February, Special Coordinator Wronecka visited two UNICEF-supported projects in south Lebanon that help promote community building. She said the water reservoir project was an example of how improving access to services can enhance cooperation between communities. She then met with youth volunteers trained by UNICEF and Movement Social in Sidon who offer children the chance for a better future by developing their talents and skills.   

    Colombia

    In Cumaribo, Vichada, a football match for peace and reconciliation 

    For the first time in Cumaribo, the largest town in Colombia, young people from seven Departments played football together to foster peace and reconciliation. Participants included former combatants, victims of the conflict, and representatives of indigenous communities. The Minister of Sport, Maria Isabel Urrutia (who is also an Olympic gold medalist) inaugurated the event. The United Nations Verification Mission in Colombia led the closing ceremony. 

     

    In Colombia, missing persons unit presents report 

    On 2 February in Villavicencio, Meta, the Unit for the Search for Persons Deemed as Missing (UBDP) presented its report on the first five years of management as part of the integral system for peace. According to the report, the UBDP, has made progress regarding 104,602 Colombians who are missing in the context of the armed conflict. Speaking at the event, Carlos Ruiz Massieu, Special Representative of the Secretary-General, acknowledged the work of Luz Marina Monzón as Director of the UBDP and reiterated the support of the United Nations.  

     

    “Diplomacy for Peace”: New Exhibit Highlights 75 years of Special Political Missions 

    On 31 January, DPPA formally opened its “Diplomacy for Peace" exhibit at UN Headquarters. Opening the exhibit, UN Chef de Cabinet, Courtenay Rattray, underscored the critical role of Special Political Missions (SPMs) in supporting complex political transitions peace processes. Under-Secretary-General for Political and Peacebuilding Affairs and head of DPPA Rosemary DiCarlo also stressed the importance of the work of SPMs in monitoring existing and potential peace and security threats. “We ask a lot of what are, essentially, relatively modest presences. We want to show what they have achieved and how much more they can do,” she said.

    Peacebuilding

    The Peacebuilding Commission holds ambassadorial-level meeting on New Agenda for Peace 

    On 30 January, the Peacebuilding Commission convened an Ambassadorial-level meeting on peacebuilding in the New Agenda for Peace. Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo briefed the Commission. Member States expressed their support for the development of the New Agenda for Peace as an opportunity to advance a coherent, comprehensive, and holistic approach to peacebuilding. 

     

    Peacebuilding Fund launches the Mid-term Review report of its Strategy 2020-24 

    The Mid-Term review of the Peacebuilding Fund’s (PBF) Strategy 2020-24 found that the priorities identified by the PBF in its Strategy remain relevant. It recognizes PBF’s role as a UN convenor, including through its innovative Strategic Results Frameworks, as well as its regional and cross-border work. A set of recommendations to further the second half of the Strategy include a continued focus on gender and youth empowerment and civil society engagement, and building on demonstrated good results in UN mission transition settings. 

     

    The Peacebuilding Commission holds Ambassadorial-level meeting on South Sudan 

    The Commission convened a high-level meeting on peacebuilding in South Sudan.  During the meeting, members echoed the recommendations made by the Chairs following their recent visit to South Sudan to promote an inclusive and timely implementation of the transitional roadmap, including the 35 per cent threshold of women’s participation in political process and institutions, as well as the holding of elections in 2024. 

     

    Election of New Peacebuilding Commission Chairs  

    On 2 February, during a formal meeting of the Peacebuilding Commission, the Commission elected Croatia as Chair and Bangladesh and Germany as its Vice-Chairs. It also adopted its annual report for 2022, which highlighted its most significant achievements of the year. Notably, the Commission convened 27 meetings, including its first on Timor-Leste, South Sudan and Central Asia.  It also increased the number of times it submitted its advice to the Security Council (17 compared to 9 in the previous session), which testifies to a growing recognition of the advisory role of the Commission.

    The Co-Chairs of the Geneva International Discussions (GID), United Nations Representative to the Geneva International Discussions Cihan Sultanoğlu, Special Representative of the OSCE Chairperson-in-Office for the South Caucasus Viorel Moșanu and European Union Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar, reiterate the full commitment of their respective organizations to the GID process. 

    The next round of the Discussions, which was due to be held at the end of February 2023, has been postponed to early April 2023 due to timing issues. 

    However, the Co-Chairs reaffirm their readiness to engage in consultations in person with all participants, both on the process generally and on the upcoming meeting particularly.
