    USG DiCarlo travels to Ethiopia and Sudan

    Under-Secretary-General Rosemary DiCarlo was on an official visit to Addis Ababa, Ethiopia from 25 to 27 July, where she met with Ethiopian President Sahle Work Zewde. They discussed Ethiopia’s priorities and how the UN can further support efforts to strengthen the participation in public life for all Ethiopians, including women, youth and civil society. She also spoke with Ethiopian Deputy Prime Minister and Foreign Minister Demeke Mekonnen and Minister of Peace Muferiat Kamil to exchange views on steps to strengthen dialogue and national unity in Ethiopia. USG DiCarlo emphasized the need for a peaceful resolution to the Tigray conflict. While in Addis Ababa, she also met with Deputy Chairperson of the African Union Commission Monique Nsanzabaganwa and AU Commissioner for Political Affairs, Peace and Security Adeoye Bankole to discuss UN-AU cooperation on conflict prevention, conflict resolution and peacebuilding efforts in Africa. 

    On 28 July, she traveled to Khartoum, Sudan and met with Prime Minister Abdalla Hamdok. She congratulated him on the recent progress achieved and assured him that the UN and the UN Integrated Transition Assistance Mission in Sudan (UNITAMS) remain fully committed to supporting the Sudanese transition to democracy. She also met with the Chairman of the Sovereign Council Lt. General Abdel Fatau Al-Burhan and discussed UN support for the completion and implementation of the peace process. In an exchange with women civil society leaders, USG DiCarlo emphasized the critical role women have played in Sudan’s transition and the importance to strengthen women’s participation in public life. Her visit to Sudan will conclude on 31 July.

    Security Council

    Hastings: “Let us not lose sight of the broader goal”

    Lynn Hastings, Deputy Special Coordinator for the Middle East Peace Process and Resident and Humanitarian Coordinator, briefed the Security Council on 28 July on humanitarian efforts following the fighting in Israel and Gaza in May. She said that it is essential that Israel implement additional measures to allow unhindered entry of all humanitarian assistance and emphasized that urgent efforts to improve the situation in Gaza must move forward swiftly. “[L]et us not lose sight of the broader goal: resolving the Israeli-Palestinian conflict, ending the occupation and realizing a two-State solution on the basis of UN resolutions, international law and bilateral agreements,” Hastings added.

    Afghanistan

    Sharp increase in civilian casualties in Afghanistan, UNAMA report shows

    The latest Afghanistan Protection of Civilians in Armed Conflict 2021 Midyear Update, released on 26 July, documents more than 5,000 civilian casualties in the first half of 2021, including a particularly sharp increase in killings and injuries since May when international military forces began their withdrawal and the fighting intensified following the Taliban’s offensive. The number of civilian casualties during May and June – 783 killed and 1,609 injured – was the highest for those months since the UN Assistance Mission in Afghanistan (UNAMA) began its systematic documentation in 2009. “The report provides a clear warning that unprecedented numbers of Afghan civilians will perish and be maimed this year if the increasing violence is not stemmed,” Deborah Lyons, Special Representative for Afghanistan and head of UNAMA, wrote in the report.

    Central Asia

    Seminar on preventive diplomacy and leadership

    The United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) organized on 28 July the second seminar for the Preventive Diplomacy Academy participants on leadership and goal setting skills. The participants gained knowledge on the definition of leadership and its types, incentives, and how to define and set goals. They were also informed about activities of UN Volunteers in the field of peacebuilding, security and the UN Youth Strategy.

    Northeast Asia

    Virtual Dialogue Series with Northeast Asian Youth

    DPPA’s Innovation Cell and the Asia and Pacific Division, together with UNESCO and Shared Studios, a social change company that facilitates intercultural dialogues, convened on 28 July the first “Futuring Peace in Northeast Asia Youth Dialogue” with more than 50 youth champions from China, Japan, the Republic of Korea and Mongolia. The participants were invited to discuss the role of youth in the region looking forward to 2060. The project aims to feed into UN knowledge on the region and in support of the implementation of the Youth, Peace and Security resolutions in Northeast Asia. The second virtual dialogue will continue in October.

    Iraq

    UNAMI Human Rights Office supports launch of Iraq’s Human Rights National Action Plan

    The Human Rights National Action Plan was launched on 26 July at an event organized with the support of the UN Assistance Mission for Iraq (UNAMI) and the Office of the President. Prepared by the Ministry of Justice and endorsed by the Council of Ministers, the Action Plan seeks to harmonize national legislation with international human rights standards, strengthen national policies for the protection and promotion of human rights, and build human rights capacity within government institutions. Danielle Bell, Chief of UNAMI’s Human Rights Office and Representative of the Office of the High Commissioner for Human Rights (OHCHR), welcomed the adoption and its launch. “The need for strong and coherent action on human rights is more essential than ever. The Human Rights National Action Plan provides a solid framework for the legislative, policy and procedural reforms which can prevent human rights violations in the future and which will make a difference to the lives of all Iraqis”, said Bell in her remarks.

    Libya

    LPDF Proposals Bridging Committee holds second virtual meeting

    Raisedon Zenenga, Assistant Secretary-General and Mission Coordinator of the United Nations Support Mission in Libya (UNSMIL) facilitated on 27 July the second virtual meeting of the Proposals Bridging Committee of the Libyan Political Dialogue Forum (LPDF). Committee members held discussions with the aim of reaching common ground on a proposal for a constitutional basis for the upcoming elections on 24 December 2021. They agreed to receive fully developed proposals that address outstanding differences on a constitutional basis from its members. The Committee will reconvene on 31 July to discuss and recommend to the LPDF the proposed approach and decision-making mechanism.

    West Africa and the Sahel

    Special Representative concludes his visit to Mauritania

    Mahamat Saleh Annadif, Special Representative and Head of the United Nations Office for West Africa and the Sahel (UNOWAS), is continuing his first official tour of the region. On 28 July, he concluded a visit to Mauritania, where he met with President Mohamed Ould Cheikh El Ghazouani and Minister of Foreign Affairs Ismaïl Ould Cheikh. Discussions addressed aspects of cooperation between Mauritania and the UN, including ways to strengthen UN support to G5 Sahel countries in their fight against terrorism and insecurity.

    Somalia

    DSRSG discusses commitment to election with President Deni of Puntland

    Anita Kiki Gbeho, Deputy Special Representative (DSRSG) of the United Nations Assistance Mission in Somalia (UNSOM) visited on 26 July Garowe, Puntland. She met with President Said Abdullahi Deni to discuss ways to reinforce cooperation and dialogue with principled leadership to deliver the elections. They discussed the commitment to a concrete plan to achieve no less than 30% women’s representation in electoral processes and outcomes. In her remarks to the press following the meeting, she stressed that a concrete plan to achieve this target is vital in demonstrating the credibility of the electoral process and in building confidence with Somalia’s international partners.

    Sudan

    UNITAMS meets women's rights advocates
    The UN Integrated Transition Assistance Mission in Sudan (UNITAMS), together with UN Women and UNDP in Sudan, met on 26 July with a group of over 90 Sudanese women’s rights advocates and entities. UNITAMS Senior Gender Adviser Christina Shaheen stressed the importance of promoting women’s participation in all spheres of political life, first and foremost in decision making roles. She further echoed the UN’s commitment to strengthen women’s participation in peace processes at all levels and across tracks. 

    Colombia

    Framework agreement for comprehensive restorative justice signed in Medellín

    The Medellín Mayor's Office and the Special Jurisdiction for Peace (SJP) signed on 26 July a framework agreement to facilitate comprehensive restorative processes, reaffirming the commitment to the implementation of the Peace Agreement in the capital of Colombia’s Antioquia Department. The UN Verification Mission in Colombia accompanied the signing of this agreement, the first of its kind in Colombia that takes a territorial approach to restorative justice. "The signing of this agreement is important and sends a strong message in terms of reaffirming the fundamental principle of the Peace Agreement regarding the centrality of the victims," said Raúl Rosende, Verification Director of the UN Verification Mission in Colombia.

     
    Victims, former combatants, police, and civil servants work together on reconciliation

    The UN Verification Mission in Colombia, on 24 July, took part in the graduation ceremony for 25 people, among which were victims, former combatants, members of the police and officials of the mayor's office in the municipality of Viotá, who completed the "Diploma for reconciliation and rebuilding social capital". The course was carried out by the NGO Dunna and financed by the Embassy of the Netherlands and the Bolivar-Davivienda Foundation with support from the UN Verification Mission and the Colombian Agency for Reintegration and Normalization. For six months, participants learned mind-body techniques and restorative practices as a pioneering methodology to rebuild trust, reduce stigmatization, and build collective efficacy. With these tools, victims and former combatants were able to develop deep levels of trust and cooperation to be able to work together in three productive projects: an ecological trail, a native tree nursery, and a community garden.

    Peacebuilding

    General Assembly Debate on Peacebuilding and Sustaining Peace

    On 29 July, Peacebuilding Commission (PBC) Chair Mohamed Edrees and former Chair Bob Rae briefed the General Assembly at its annual joint debate on the Report of the Peacebuilding Commission and the Report on the Secretary-General's Peacebuilding Fund (PBF). The former Chair emphasized that the 14th session was a landmark year for the PBC as it held a record total of 37 meetings in support of 15 country- and region-specific contexts, promoted more systematic engagement with women and discussed the socio-economic impact of COVID-19. The Chair informed that the PBC will continue strengthening efforts to promote partnerships and further enhance its role in mobilizing support for pandemic recovery and ensuring adequate, predictable and sustained financing for peacebuilding. Member states welcomed both reports, underscoring the centrality of the PBC and the PBF in providing support to conflict-affected countries during the COVID-19 pandemic.

     
    Peacebuilding Commission meeting on the Great Lakes

    The PBC held a meeting on the Great Lakes on 26 July to mobilize support for regional peacebuilding efforts and the implementation of the UN Strategy for Peace Consolidation, Conflict Prevention and Conflict Resolution in the Great Lakes Region. Briefers included Special Envoy Huang Xia on the Action Plan of the regional strategy; Chief of Staff of the National Oversight Mechanism for the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo (DRC) and the region Marie Claude Nkulu Mbayo on ongoing efforts at the regional level; and Resident Coordinator in Rwanda Fodé Ndiaye on UN/PBF support to reintegrate former combatants repatriated from the DRC to Rwanda. PBC members welcomed the priorities and approach of the Action Plan and the results achieved on the ground. They further welcomed the inclusive, local, coordinated and holistic approach in the implementation of the Strategy and its Action Plan. Special Envoy Xia and many PBC members underscored the political will of leaders in the region to continue to improve internal governance and strengthen cooperation among the countries on regional dossiers.

    USG DiCarlo convenes DPPA-ROK High-Level Policy Consultation

    Under-Secretary-General Rosemary DiCarlo met with Deputy Foreign Minister Sang-wook Ham of the Republic of Korea (ROK) on 22 July to discuss ways to further consolidate cooperation in the area of peace and security and conflict prevention between the UN and the Republic of Korea. 

     
    Jenča: UN-CARICOM partnership “more necessary than ever”

    Assistant Secretary-General (ASG) for Europe, Central Asia and Americas Miroslav Jenča, participated in the 11th General Meeting between the Caribbean Community (CARICOM) and the United Nations held on 21-22 July hosted by DPPA. ASG Jenča chaired the opening session where Secretary-General Antonio Guterres thanked CARICOM via video message for its unwavering support to the United Nations in Haiti. In his remarks, the ASG also noted the importance of the continuing partnership between the two organizations. “I find it heartening to see that CARICOM and the UN have found a way to make this meeting happen despite the tremendous challenges facing the Caribbean region. Our partnership today is more necessary than ever”. The online meeting brought together more participants than ever for this event: 130 participants, including 10 CARICOM Permanent Representatives. The meeting identified areas to carry forward to address the multidimensional vulnerability of the Caribbean region, including economic recovery and social and environmental resilience.

    Security Council

    Pedersen urges defined steps to move political process forward

    Geir Pedersen, Special Envoy for Syria, briefed the Security Council in closed consultations on 19 July. In an effort to move the political process forward, he urged all sides to define, with greater precision, what kind of reforms and steps they are willing to take, if concrete steps were taken on the other side. The Envoy noted that any steps should be reciprocal and mutual, realistic and precise and be implemented in parallel. 

     
    Spehar expresses “deep concern” on the Cyprus issue

    Elizabeth Spehar, Special Representative for Cyprus, updated the Security Council in closed consultations on 21 July. In a brief statement following her briefing, Spehar said that she expressed “deep concern” over the latest developments in Varosha and its negative impact on the ongoing efforts to seek common ground between the parties towards a lasting settlement of the Cyprus issue. “The Council has been reminded that the Secretary-General has systematically called on its members to refrain from any unilateral actions that could intensify tensions and derail efforts to continue the dialogue for finding common ground, including Varosha”, Spehar said.

    Wronecka reiterates UN’s calls for the formation of a fully empowered government in Lebanon

    Joanna Wronecka, Special Coordinator for Lebanon, briefed the Security Council on 22 July the implementation of Resolution 1701. She spoke alongside Under-Secretary-General for Peace Operations Jean-Pierre Lacroix and UN Interim Force in Lebanon (UNIFIL) Force Commander Stefano Del Col behind closed doors. Focusing on recent developments, she highlighted the country’s multiple and accumulating socio-economic, financial and political difficulties and their impact on the people. She also reiterated the UN’s call for the formation of a fully empowered government that can put Lebanon on the path to recovery. “The United Nations is doing what it can to mitigate the situation”, she added, “but ultimately the responsibility for salvaging Lebanon lies in the hands of Lebanon’s leaders”.

    Afghanistan

    Special Representative speaks on Afghan women’s rights

    Deborah Lyons, Special Representative and Head of the United Nations Assistance Mission in Afghanistan (UNAMA) participated in a meeting held with the Afghan Women Consortium and Provincial Women’s Network. The discussion centered on the most effective ways to secure support to women’s rights and safety, exploring possible ways of working with the Government, Taliban, regional and international actors to defend the dignity and rights of all of Afghanistan’s women. “If Afghan women’s rights are denied it will impact women all over the world”, Lyons stressed.

    Syria

    Special Envoy visits Russia

    Special Envoy for Syria Geir Pedersen was in Moscow this week. He met on 22 July with Foreign Minister Sergey Lavrov. They discuss the full implementation of Resolution 2254. Pedersen noted that he appreciated the support he has received from Russia for his mandate. In his remarks to the press following the meeting, he voiced hope that the common understanding reached during the meeting with Minister Lavrov on humanitarian issues could also be developed into a more unified approach to the political process.

    Iraq

    Special Representative reaffirms UN’s commitment to assist Iraqi elections

    Jeanine Hennis-Plasschaert, Special Representative and Head of the United Nations Assistance Mission for Iraq (UNAMI), met with President Barham Salih to discuss the current political and security situation in the country, including preparations for the early general elections in October. In light of the new enhanced UNAMI mandate, the President and the Special Representative reaffirmed their commitment to constructive cooperation towards free, fair, inclusive and Iraqi-led elections. Later in the week, on 22 July, Hennis-Plasschaert continued the discussion on the UN’s commitment to assist the Iraqi authorities in holding transparent and credible elections with Head of the Al-Hikma National Movement Ammar Al-Hakim in Baghdad.

    Great Lakes Region

    Special Envoy discusses UN Strategy and Action Plan

    Huang Xia, Special Envoy for the Great Lakes Region, met with the European Union’s Political and Security Committee (PSC) for a breakfast briefing hosted by the Permanent Representation of Belgium to the European Union on 21-23 July in Brussels. They discussed the action plan to implement the new United Nations Strategy for Peace Consolidation, Conflict Prevention and Conflict Resolution in the Great Lakes Region and ways to facilitate solutions to regional, bilateral and national challenges faced around the region.

    Central Africa

    Special Representative visits Angola

    François Louncény Fall, Special Representative and Head of the United Nations Regional Office for Central Africa (UNOCA), was in Luanda, Angola, this week to participate in the 8th Community of Portuguese Language Countries (Comunidade dos Países de Língua Portuguesa; CPLP) Conference. In his remarks on behalf of the Secretary-General, he noted that the partnership between the UN and CPLP is essential to help deliver on the promise of the 2030 Agenda for Sustainable Development and stressed that the UN looks forward to continued cooperation to build a sustainable and more resilient future. During his visit to Angola, he also met with President João Lourenço and Minister of External Relations Tete Antonio, among others, and discussed issues related to peace and security in Central Africa and the role of subregional organizations. 

    Colombia

    Former combatants present reintegration projects to public in Quibdó

    The UN Verification Mission in Colombia and the Agency for Reintegration and Normalization on 22 July accompanied former FARC-EP combatants to the Great Agricultural Fair held in Quibdó, organized by the Ministry of Agriculture with the support of the World Food Programme. The ex-combatants presented their two most important projects: The fish farm #PescaPaz and the women's restaurant “La Rancha de mi Pueblo”. Producers and entrepreneurs had the opportunity to interact with clients and public institutions.

    Haiti

    BINUH head attends funeral of late President Moïse

    Helen La Lime, Special Representative and Head of the United Nations Integrated Office in Haiti (BINUH), and her deputy, Special Representative Bruno Lemarquis, participated in the funeral of the late President of the Republic of Haiti, Jovenel Moïse on 23 July. The service was held in Cap-Haïtien, close to the former President’s hometown of Trou du Nord.

    Peacebuilding

    New episode of “She Stands for Peace” out now

    This week’s episode released on 19 June by the United Nations Office to the African Union (UNOAU) features Aya Chebbi, a pan-African feminist activist and former AU Special Envoy for Youth. In this episode, she talks about Pan-Africanism and women’s participation in leadership and decision-making for peace and development in Africa.     Security Council

    USG DiCarlo briefs Security Council on Yemen

    Under-Secretary-General Rosemary DiCarlo briefed the Security Council on 14 July on the situation in Yemen. The meeting, held behind closed doors, also heard from the head of the United Nations Mission to support the Hudaydah Agreement (UNMHA) Lieutenant General Abhijit Guha and Acting Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Ramesh Rajasingham. The Under-Secretary-General told Council members of the continuing efforts to move forward with the four-point plan devised by former Special Envoy Martin Griffiths. The plan’s four points involve a nationwide ceasefire, the reopening of Sana’a airport, the easing of restrictions on the flow of fuel and other commodities through Hudaydah port, and the resumption of face-to-face political negotiations between the Yemeni parties.

     
    Ruiz Massieu encourages all sides to remain committed to the peace agreement and to continue prioritizing dialogue to resolve their differences

    Carlos Ruiz Massieu, Special Representative and Head of the United Nations Verification Mission in Colombia, updated the Security Council on 13 July on the latest developments on the peace process between the Government and the Revolutionary Armed Forces of Colombia (FARC-EP). Reporting on recent steps in the area of transitional justice, namely the official acceptance of responsibility for kidnappings by seven former high-level FARC-EP combatants in April, he noted that these events would have been “unthinkable in Colombia” without the peace agreement, marking an important milestone. He also shared his concerns about violence and stigmatization against former FARC-EP combatants and members of the Comunes political party which was formed following the group’s demobilization. “The persistence of violence and insecurity highlights the urgent need for enhanced prevention and protection measures... to bring perpetrators to justice”, he said.

    Kubiš: “Positive steps are now needed to avoid backsliding on all tracks”

    Ján Kubiš, the Special Envoy and Head of the United Nations Support Mission in Libya (UNSMIL), shared with the Security Council on 15 July his concerns about the wider ramification of the stalemate in the political/electoral track as the result of the standoff between key Libyan State institutions. He noted that the Libyan Political Dialogue Forum “was unable, unwilling to reach an agreement on a final proposal for a constitutional basis for the elections” and that the situation in Libya was getting more difficult, confrontational, and tense. “If the impasse over the constitutional basis and the ongoing standoff between State institutions are not quickly resolved and if the key leaders of the country will not show a political will to reach a solution, a compromise, and to implement it, all that could reverse the positive momentum seen just a few months ago”, said Kubiš. He also updated the Council members on the ongoing preparations for the deployment of an UNSMIL ceasefire monitoring component in support of the Libyan-led, Libyan-owned ceasefire monitoring mechanism.

    Security Council renews UNMHA mandate

    The members of the Security Council voted unanimously on 14 July to adopt a resolution renewing the mandate of the United Nations Mission to support the Hudaydah Agreement (UNMHA) by 12 months through 15 July 2022.

    Iraq

    UNAMI assists IHEC in developing the manual for polling simulation

    The Independent High Electoral Commission (IHEC) conducted a polling and counting simulation exercise on 12 July 2021 for the forthcoming early general elections. A total of 1,079 polling stations, one in each voting regional centre (VRC), were involved, with 8,000 IHEC staff simulating voters voting across the country. The UNAMI Office of Electoral Assistance (OEA) assisted IHEC in developing the manual counting tabulation software that was tested in this simulation. UNAMI OEA advised IHEC to take COVID-19 preventive measures into consideration and counselled them on media guidance in the development of a promotional video with contributions from the Governorate Election Offices.

    Humanitarian Coordinator visits Salah al Din Governorate to discuss IDPs

    Irena Vojáčková-Sollorano, Deputy Special Representative and Resident and Humanitarian Coordinator for Iraq (DSRSG/RC/HC) travelled on 11 July to Salah al Din Governorate where she met with the area-based coordinator (ABC) working group that provides the nexus between humanitarian and development work to discuss the efforts to support internally displaced persons (IDPs), returnees and host communities. Stressing the importance of the area-based coordination mechanism to turn humanitarian needs into development goals in the Governorate, she noted that “it is essential to focus on social cohesion when making returns and reintegration of IDPs sustainable, but also when ensuring local integration.”

    Libya

    UNSMIL facilitates the LPDF Proposals Bridging Committee

    The United Nations Support Mission in Libya (UNSMIL) is convening a virtual meeting of the Libyan Political Dialogue Forum (LPDF) Proposals Bridging Committee from 16 to 17 July. The Committee was formed by LPDF members at the conclusion of their latest meeting in Switzerland on 2 July as part of the continuing efforts to assist Libyans in securing all necessary arrangements and requirements to ensure the holding of national elections on 24 December this year. The objective of the Proposals Bridging Committee is to reconcile the differences among the LPDF members over key outstanding issues and construct a compromise draft constitutional basis for the upcoming elections.

    West Africa and the Sahel

    Special Representative concludes his visit to Benin and Sierra Leone

    Mahamat Saleh Annadif, Special Representative and Head of the United Nations Office for West Africa and the Sahel (UNOWAS), is continuing his first official tour of the region this week. On 15 July, he concluded a two-day visit to Benin, where he met with President Patrice Talon, among others, and discussed the need to further strengthen the partnership between the United Nations and Benin to consolidate democracy and development. Later the same day, he visited Sierra Leone where he discussed with Vice President Mohamad Juldeh Jalloh various subjects related to the national and regional situation.

    Central Asia

    Training seminar for young diplomats

    The United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) from 14 to 16 July organized a training seminar for young professional diplomats from Central Asia and Afghanistan to promote preventive diplomacy between the governments of Central Asia and the capacity building of civil servants. Participants examined the aspects for building confidence between potential conflicting parties and learned the skills of preventive diplomacy in peacekeeping operations and peacebuilding.

    Special Representative stresses need for political unity and renewed momentum for peace in Afghanistan

    Deborah Lyons, Special Representative and Head of the United Nations Assistance Mission in Afghanistan (UNAMA), met on 12 July with former Minister of Foreign Affairs and Leader of Jamiat-e Islami Afghanistan Salahuddin Rabbani to discuss the need for political unity in Afghanistan. They agreed that the rights of all Afghans need to be promoted and protected and that focus should be on peace talks. On 14 July, Ms. Lyons met with former Vice President of Afghanistan Younus Qanoni. They agreed on the importance of a renewed momentum for peace. 

    Peacebuilding

    PBF, UNDP and OHCHR receive award from The Gambia

    On 14 July, the Peacebuilding Fund (PBF), along with the United Nations Development Programme (UNDP) and the Office of the United Nations High Commissioner for Human Rights (OHCHR) received an award from the Truth, Reconciliation and Reparations Commission (TRRC) in The Gambia in recognition of their support and dedication to the Commission. The award was received by UN Resident Coordinator Seraphine Wakana. Since 2017, OHCHR and UNDP have implemented a PBF funded project supporting the capacity of the government and national stakeholders to establish credible transitional justice processes and mechanisms that promote reconciliation and sustainable peace in The Gambia. The TRRC commenced its work in January 2019 that helped foster national reconciliation through a participatory and accessible process with the participation of victims and their families, witnesses and perpetrators to public hearings and investigations.

    PBC stresses the importance of forthcoming local elections in the Central African Republic

    The Peacebuilding Commission (PBC) met on 12 July to discuss the electoral, political and security situation in the Central African Republic (CAR). Convened by the Chair of the PBC CAR configuration, Omar Hilale of Morocco, the meeting was briefed by Special Representative Mankeur Ndiaye, head of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), and the President of the National Electoral Authority Mathias Morouba. Member States underscored the importance of the forthcoming local elections to be credible, transparent and inclusive, noting their crucial role for decentralization, cohesion, stability, resilience and sustainable development. They condemned the alarming rate of violence against civilians, particularly the violations of human rights and international humanitarian law and underscored the need for justice and accountability. They expressed serious concerns about the disinformation campaign, harassment and Status of Forces Agreement (SOFA) violations against MINUSCA personnel. They emphasized the need to revitalize the political agreement Accord Politique pour la Paix et la Réconciliation en République Centrafricaine, underscoring the critical role of the Republican Dialogue and the inclusion of the voices of women, youth and civil society.
