    "The risk of regional spillover" of conflict in Middle East remains high, Assistant Secretary-General Khiari tells Security Council

    On 29 December, Assistant Secretary-General Khaled Khiari briefed the Security Council on the situation in the Middle East. He reported that the situation continued to deteriorate and reiterated the Secretary-General’s call for an immediate humanitarian ceasefire in Gaza. The ASG went on to underline that the risk of regional spillover of the conflict, with potential devastating consequences for the entire region, remained high. He also informed Council members of continued daily exchanges of fire across the Blue Line between Lebanon and Israel, which posed a “grave risk” to regional stability.

    UNMHA supports local organizations in Yemen on mine action

    On 28 December, the UN Mission to support the Hudaydah Agreement’s (UNMHA) Mine Action Officer Iveta Havlickova accompanied local Yemen Executive Mine Action Centre (YEMAC) and the Yemen Mine Action Coordination Centre (YMACC) teams as they carried out quality control activities. Havlickova also observed the teams as they monitored the handover of land that had been surveyed and cleared by YEMAC as part of an ICRC water sources clearance project in Hays, Yemen. Quality control plays a key role in mine action, and UNMHA continues to support local organizations and humanitarian partners with advice on fulfilling the required standards, in order to save lives and protect the civilian population.

    UNOWAS holds conference on role of women in electoral processes

    On 22 December, the UN Office for West Africa and the Sahel (UNOWAS) hosted a conference on the role of women in electoral processes. The participants identified cultural, economic, and legal barriers as challenges that hindered women's participation. Discussions also highlighted the positive impact of implementing women's quotas to increase female representation in parliamentary bodies, as well as practices that have successfully promoted gender equality in electoral systems.

    UNOWAS co-organizes event on Women, Peace and Security agenda 

    On 22 December, the UN Office for West Africa and the Sahel (UNOWAS) co-organized its 13th open day on the implementation of the UN Security Council Resolution 1325 (2000) on Women, Peace and Security. Over 200 participants took part, including women and young leaders from the region, members of the Mauritanian Parliament, UN agencies, members of the diplomatic corps, and women's media organizations. Special Representative of the Secretary-General and Head of UNOWAS Leonardo Santos Simão noted the efforts made to advance the Women, Peace and Security Program in the sub-region, and stressed the importance of good practices to inspire States to make greater commitments to funding national action plans.

    UN Verification Mission accompanies historic land titling for peace signatories in the Caribbean region

    On 28 December, the UN Verification Mission in Colombia accompanied the National Land Agency in El Paso, department of Cesar, in its delivery of 1951 hectares of land to 150 families of peace signatories as part of the fulfilment of the Peace Agreement.

    DSRSG/RC/HC for Iraq visits Karbala and Najaf Governorates

    On 27 December, Deputy Special Representative, Resident and Humanitarian Coordinator for Iraq (DSRSG/RC/HC)Ghulam Muhammad Isaczai visited Karbala Governorate, where met with Governor Nassif Al-khattabi. They discussed climate change induced challenges, as well as response and adaptation efforts. The DSRSG also visited the Imam Hussain Holy Shrine and met with His Eminence Sheikh Abdul Mahdi Al-Karbalai. They exchanged views about the role of the Shrine in raising public awareness on issues such as climate change. On 28 December, DSRSG Isaczai visited Najaf Governorate, where he met with Governor Majid Al-Waeli, who provided a comprehensive briefing on developmental projects in the Governorate.

    REMARKS TO THE EMERGENCY SECURITY COUNCIL MEETING ON UKRAINE

     

    New York, 29 DECEMBER 2023

     

    Mr. President,

     

    Overnight, the Russian Federation armed forces carried out a massive aerial attack on Ukraine, reportedly launching 158 missiles and drones in several waves targeting locations across the country, including in Kyiv, Lviv, Kharkiv, Khmelnytskyi, Dnipropetrovsk, Sumy, Cherkasy, Odesa and Zaporizhzhia regions of Ukraine. 

     

    Preliminary reports indicate that at least 30 civilians were killed and at least 160 injured.  The strikes constituted some of the largest aerial assaults since the Russian Federation’s full-scale invasion in February 2022, launched in violation of the UN Charter and international law.

    According to the Office of the High Commissioner for Human Rights, the latest attacks resulted in extensive damage to a wide range of civilian infrastructure, including residential buildings, a maternity hospital, schools, kindergartens, parks, a metro station, and a shopping mall, as well as energy infrastructure. Electricity was cut in several regions, following damage to transmission lines.

     

    Rescue groups are still searching for people trapped under the rubble of residential buildings.

     

    Mr. President,

     

    Regrettably, today’s appalling assaults were only the latest in a series of escalating attacks by the Russian Federation.

    Since DPPA last briefed this Council on 6 December, we have continued to see daily reports of attacks on Ukrainian cities and towns, including on critical civilian and energy infrastructure, with many resulting civilian casualties. During the Christmas period alone, attacks on the city of Kherson reportedly killed several people and wounded many others.  Apartment buildings and a medical facility, as well as a railway station packed with more than a hundred civilians awaiting evacuation, were struck. Similarly, almost daily shelling has been reported across part of the Kharkiv region.

     

    According to OHCHR, in 2023, the war in Ukraine claimed the lives of 1,888 civilians and left 6,334 others injured, resulting in 8,222 civilian casualties. This brings the total of civilian casualties to 29,113 since the Russian Federation's full-scale invasion of Ukraine in February 2022.  The actual figures are likely considerably higher.

     

    The Secretary-General unequivocally condemns, in the strongest possible terms, today’s appalling attacks on cities and towns across Ukraine.  Attacks against civilians and civilian infrastructure violate international humanitarian law, are unacceptable and must stop immediately.

     

     

    Mr. President,

     

    Tragically, 2023 is ending as it began – with devastating violence against the people of Ukraine. Once again, Ukrainians are forced to spend the holidays seeking shelter, clearing the rubble, and burying the dead, amidst freezing temperatures.

     

    As we look to the New Year in the hope of avoiding further escalation, we recall the Secretary-General’s appeal to all concerned to do their part to help lay the foundations for sustainable peace in Ukraine – in accordance with the UN Charter, international law, and resolutions of the General Assembly.

    Assistant Secretary-General Khaled Khiari’s remarks to the Security Council

    on the Situation in the Middle East, including Palestinian question

    New York, 29 December 2023

     

    Thank you, Mr. President.

    The situation in the Middle East is alarming. This includes several interconnected theatres conflict.

    In Gaza, Israeli intense ground operations and fighting between Israeli forces and Hamas and others continued in most areas. Hamas and other Palestinian factions continue to fire rockets from Gaza into Israel. Civilians from both sides, particularly in Gaza strip currently, continue to bear the brunt of this conflict.

    The humanitarian situation in Gaza continues to deteriorate. I reiterate the Secretary-General’s call for an immediate humanitarian ceasefire in Gaza. The implementation of the Security Council resolution 2712 will be reported next week pursuant Security Council resolution 2720.

    The risk of regional spillover of this conflict with potential devastating consequences for the entire region remains high given also a multitude of actors involved.

    The continued daily exchanges of fire across the Blue Line pose a grave risk to regional stability. Increasingly, there have been strikes on civilian areas, with civilian casualties, on both sides of the Blue Line, in addition to a rising number of fatalities among combatants. While most of these exchanges have been contained to areas within a few kilometres either side of the Blue Line, there have been several instances of strikes deeper into the territories of Lebanon and Israel, raising the spectre of an uncontained conflict, with potentially devastating consequences for the people of both countries.

    With the risk of miscalculation and further escalation increasing as the conflict in Gaza continues, it is vital that all actors immediately de-escalate and return to a cessation of hostilities under the framework of resolution 1701(2006).

    Attacks on US bases in Iraq and Syria take place now on daily bases with US conducting some airstrikes against groups suspected of these actions in Iraq and Syria. There are also reported Israeli air strikes inside Syria. 

    The continued Houthi threat to maritime navigation in the Red Sea is of growing concern. It risks exacerbating regional tensions, and further escalation, and also has potentially grave political, economic, and humanitarian ramifications for millions in Yemen and the region. This threat also has potential ramifications at a global scale if regional and international shipping and supply chains are adversely impacted by further escalation in the Red Sea.

    The United Nations continues to encourage de-escalation and a cessation of attacks and threats so that traffic through the Red Sea can return to its normal state and the risk of Yemen being dragged into a regional conflagration be avoided. The United Nations underscores the importance of ensuring that international law is respected in full in relation to maritime navigation.

    We appeal to all members of the international community to do everything in their power to use their influence on the relevant parties to prevent an escalation of the situation in the region.

    Across the occupied West Bank, heightened tensions between Israeli security forces and Palestinians, intensive violence and widespread movement restrictions have continued. Recent weeks have seen some of the most intensive Israeli operations in the West Bank since the Second Intifada. Many Palestinian casualties in the occupied West Bank occurred in the context of Israeli operations in Area A, including some during subsequent armed clashes.

    Since 7 October, 304 Palestinians, including 79 children, have been killed in the occupied West Bank, including East Jerusalem. Additionally, two Palestinians from the West Bank were killed while carrying out an attack in Israel on 30 November. Over 70 per cent of the Palestinian fatalities in the West Bank since 7 October have occurred during ISF operations, including some – mainly in Jenin and Tulkarem governorates – involving exchanges of fire with Palestinians.

    Since 7 October, four Israelis, including three members of the Israeli forces, have been killed in attacks by Palestinians in the West Bank, including East Jerusalem. Another four Israelis were killed during an attack by Palestinians in West Jerusalem. 

    Earlier today, four Israelis were wounded in a reported car-ramming attack southwest of Hebron. The Palestinian driver of the vehicle was shot and killed by ISF. On 28 December, two Israeli security forces personnel were stabbed and injured by a Palestinian in a check point near Jerusalem. The perpetrator was shot and killed by the ISF. Also on 28 December, Israeli security forces killed a Palestinian man during an operation that involved an exchange of fire in Ramallah City. This incident took place in the context of a widespread ISF operations in Ramallah and other cities in the occupied West Bank targeting foreign exchange and money transfer agencies, which Israel said were being used to fund Hamas. On 27 December, ISF conducted an operation in Nur Shams refugee camp in Tulkarem, which led to clashes, during which Palestinians used Improvised Explosive Device and ISF conducted drone strikes which killed six Palestinians, including two children.  The IDF said the strike targeted an armed group of militants who had thrown explosive devices at ISF.

    Settler violence remains a grave concern and continues at high levels. However, there has been a reduction in the settler attacks throughout November and December since the spike in violent settler attacks against Palestinians following 7 October.

    The Office of the U.N. High Commissioner for Human Rights (OHCHR) published on 28 December its reports on the deterioration of human rights situation in West Bank, including East Jerusalem.

    To prevent the recurrence of war and endless cycle of violence, the current hostilities throughout the Occupied Palestinian Territory (OPT) must end with a plan to meaningfully advance the parties towards a negotiated solution.

    We must restore a political horizon and move towards the only viable possibility for a peaceful future -- a two-State solution, with Gaza as an integral part of an independent Palestinian State, living side by side with Israel, in peace and security, based on the 1967 lines and with Jerusalem as the capital of both States, in line with the resolutions adopted by this Council and international law.

    Security Council demands parties allow "immediate, safe and unhindered delivery of humanitarian assistance” to Gaza

    On 22 December, the Security Council adopted a resolution on the delivery of humanitarian aid to Gaza, with 13 votes in favour, none against and two abstentions. The Council reiterated its demand that “all parties to the conflict comply with their obligations under international law, including international humanitarian law.” It further demanded that the parties “allow, facilitate and enable the immediate, safe and unhindered delivery of humanitarian assistance at scale directly to the Palestinian civilian population throughout the Gaza Strip.” It went on to demand that “the parties to the conflict allow and facilitate the use of all available routes to and throughout the entire Gaza Strip, including border crossings...for the provision of humanitarian assistance.” It also demanded the immediate and unconditional release of all hostages.

    Diplomatic efforts to restart Iran nuclear deal “at a standstill”, USG DiCarlo tells Council

    On 18 December, Under-Secretary-General (USG) for Political and Peacebuilding Affairs Rosemary A. DiCarlo briefed the Council on the Joint Comprehensive Plan of Action (JCPOA). She said that diplomatic efforts to restart the Iran nuclear deal remain “at a standstill”, despite repeated calls on all parties to renew dialogue aimed at a return to the full and effective implementation of the Plan and resolution. Nonetheless, she added, “the Secretary-General still considers that the JCPOA represents the best available option to ensure that the Iranian nuclear programme remains exclusively peaceful.” She said it was essential for Iran to reverse the steps taken since the deal fell apart “that are not consistent with its nuclear related commitments under the Plan and which it has pledged are reversible.”

    2023 “another tragic year” for Syrian civilians, Special Envoy tells Council

    On 21 December, Special Envoy of the Secretary-General for Syria Geir O. Pedersen briefed the Security Council on the situation in the country. He underlined the need to refocus on the political process in 2024, stressing that 2023 had been “another tragic year” for Syrian civilians, who were killed, injured, displaced, detained and abducted in alarming numbers. Violence is spiraling throughout Syria in a conflict that “cannot be left unattended”, he said. The Special Envoy noted that his good offices are ongoing with Syrian parties, regional players and international stakeholders. “We need instead to see sustained de-escalation in and on Syria, towards a nationwide ceasefire, and a cooperative approach to countering Security Council-listed terrorist groups,” he said.

    Special Representative Otunbayeva warns human rights issues hampering progress in Afghanistan

    On 20 December, Special Representative of the Secretary-General and Head of the UN Assistance Mission in Afghanistan (UNAMA) Roza Otunbayeva noted that the lack of progress in resolving human rights issues is a key factor behind the current impasse in the country. She said that there must be more direct engagement with the de facto authorities, including in Kabul. “Dialogue does not legitimize,” but it can encourage change, she said. She emphasized that accepting and working to uphold the international norms and standards, as set out in UN treaties that Afghanistan has ratified, will continue to be a non-negotiable condition for a seat at the United Nations.

    Wennesland: 2023 “one of the deadliest” years in history of Middle East conflict

    On 19 December, Special Coordinator of the Secretary-General for the Middle East Peace Process Tor Wennesland told Council members that “2023 ends as one of the deadliest in the history of this conflict, with the situation deteriorating on nearly all fronts.” He warned that, amid displacement at an unimaginable scale and active hostilities, the humanitarian response system is on the brink. “I reiterate that security forces must exercise maximum restraint and use lethal force only when it is strictly unavoidable to protect life,” he stressed. The Special Coordinator also underscored the need to enable parties to re-engage on the long-delayed political path to a two-State solution, noting that UN’s efforts to support this objective have already begun through active consultations in the region.

    Following the fifth launch of an intercontinental ballistic missile (ICBM) by the Democratic People’s Republic of Korea (DPRK), on 18 December, the Security Council heard a briefing from Assistant Secretary-General Khaled Khiari, who urged Pyongyang to embrace diplomacy as the way forward, noting that at this “particularly difficult moment in securing global peace and security, it is imperative to deescalate the situation on the Korean Peninsula."

    UNSMIL Head Bathily urges political settlement for progress in Libya's electoral process 

    Abdoulaye Bathily, the Special Representative of the Secretary-General and Head of the UN Support Mission in Libya (UNSMIL), told the Security Council on 18 December that he had invited the leaders of five Libyan institutions to settle on issues preventing progress in the electoral process. He lamented that some Libyan leaders continue to not show a decisive commitment to end the long-standing stalemate that has caused so much suffering for the ordinary Libyans. He added that “the remaining politically contested issues can only be overcome through a political settlement among the main Libyan institutional stakeholders.”

    Peacebuilding Commission advocates for stronger collaboration with African Union

    On 19 December, the Peacebuilding Commission (PBC) convened an Ambassadorial-level meeting on the PBC Chair's visit to the African Union Commission (AUC) and Mozambique. The African Union representative and Member States emphasized the need to strengthen collaboration between the African Union and the PBC, focusing on concrete actions in support of prevention, peacebuilding and sustaining peace in Africa. They also highlighted the importance of enhancing partnerships with regional organizations and financial institutions. Furthermore, Member States commended the Chair’s mission to Mozambique and welcomed the country’s progress in peacebuilding and peace maintenance.

    Fifth Committee adopts resolution to strengthen SG’s Peacebuilding Fund

    The General Assembly's Fifth Committee adopted a landmark resolution on 22 December, agreeing on an annual contribution of $50 million over the next five years to bolster the Secretary-General’s Peacebuilding Fund. Funding will commence in 2025, integrated into existing mechanisms and supplemented by insights from the Peacebuilding Commission and the Secretary-General’s Advisory Group. The decision also marks the achievement of a significant milestone outlined in the General Assembly resolution 76/305 on peacebuilding financing. Furthermore, improved financing for peace is a key objective of the Secretary-General's New Agenda for Peace. 

    ASG Spehar highlights importance of peacebuilding and conflict prevention at Global Refugee Forum

    Assistant Secretary-General (ASG) for Peacebuilding Support Elizabeth Spehar represented DPPA at the second Global Refugee Forum (GRF) in Geneva held on 13-15 December. Moderating a High-Level panel on peacebuilding and conflict prevention, ASG Spehar noted that conflict remains one of the main drivers of forced displacement and often impedes safe returns. She also noted that the lack of durable solutions for the forcibly displaced could fuel tensions in host communities, stressing that inclusive approaches are needed to address the root causes of conflict and displacement. The GRF mobilized $2.2 billion in financial pledges from donors, $250 million from the private sector, and multi-stakeholder political commitments. DPPA pledged to strengthen the systematic inclusion of forcibly displaced persons in its work at all levels.  

    Special Envoy Grundberg meets with senior officials to discuss resumption of Yemeni-owned political process

    On 19 December in Riyadh, Special Envoy of the Secretary-General for Yemen Hans Grundberg met with President of the Presidential Leadership Council Rashad Al Alimi and Vice President Uthman Mujalli. They discussed measures to improve living conditions in Yemen, a sustainable ceasefire, and the resumption of a Yemeni-owned political process under UN auspices. The Special Envoy also met with the Saudi ambassador to Yemen, Mohamed Al Jaber, other senior Saudi officials and the UAE Ambassador to Yemen, Mohammed Al Zaabi, to whom he expressed his appreciation for the strong regional support to the UN’s mediation efforts. On 20 December, the Special Envoy concluded a visit to Muscat, Oman, where he met with senior Omani officials. He also met with the Ansar Allah's Chief Negotiator, Mohamed Abdel Salam.

    Youth-led initiative shapes Sarajevo's future, addressing safety concerns

    Around 2,000 young people from different communities in Sarajevo have taken a central and pivotal role in helping to decide public priorities for Bosnia and Herzegovina’s capital. Over the past six months, youth leaders, in collaboration with 50 experts and research institutes, have worked on identifying youth concerns and aspirations for inclusions in the Sarajevo Canton Youth Strategy for 2024-2028. Young people’s primary concerns relate to safety and security, echoing state-wide findings from 2021 that over 40 percent of young people fear new ethnic tensions. To ensure the strategy becomes a firm governmental commitment, Sarajevo Canton and the Ministry of Science, Higher Education and Youth have committed to developing a costed action plan, ensuring funding and institutional tools needed to translate these solutions into a reality. 

    Special Coordinator Wronecka discusses Lebanon’s peace and stability

    This week, Special Coordinator of the Secretary-General for Lebanon Joanna Wronecka held a round of meetings with Lebanese stakeholders on safeguarding Lebanon’s peace and stability during this period of regional turbulence and finding a way to steer the country towards a path of recovery. The Special Coordinator discussed with former Director of General Security Abbas Ibrahim the need for de-escalation along the Blue Line with Israel and the implementation of Resolution 1701.     Special Representative Imnadze visits Kazakhstan Peace Operations Centre

    On 19 December, Special Representative of the Secretary-General and Head of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) Kaha Imnadze visited Kazakhstan Peace Operations Centre (KAZCENT) in Almaty and had a meeting with the Head of the Centre, Commandant Baurzhan Nigmetullin.     Colombia

    Former combatants embark on new chapter in reintegration journey in San Juan de Arama

    On 16 December, in the department of Meta, the UN Verification Mission in Colombia accompanied 200 former combatants who left the Villa Olímpica in Granada to start a new stage in the new premises granted to them by the Colombian government. The former combatants left six months ago from the former TATR of Vista Hermosa for security reasons. San Juan de Arama is the municipality where Vista Hermosa's former combatants and their families will continue their reintegration. Integral reintegration with security and sustainability is essential to consolidate peace in the territory.

    UN Verification Mission Commemorating the 30th anniversary of the Kankuama Indigenous Organisation 

    On 20-21 December, in the village of Atanquez, in Valledupar, department of Cesar, the Kankuamo peoples commemorated 30 years of the Kankuama Indigenous Organisation, with the presence of their Mamos, the indigenous guard and their traditional authorities. The UN Verification Mission in Colombia joined the commemoration, donating 13 computers for children’s education in the territories of the Sierra Nevada de Santa Marta.

    Iraq

    Special Representative Hennis-Plasschaert discusses political and security situation in Iraq

    On 16 December, Special Representative and Head of the UN Assistance Mission for Iraq (UNAMI) Jeanine Hennis-Plasschaert met the President of the Kurdistan Region, Nechirvan Barzani, and the Prime Minister of the Kurdistan Region, Masrour Barzani. They discussed the current political and security situation in Iraq, with a primary focus on Erbil-Baghdad relations.

    On 21 December, the Special Representative met with the Iraqi Prime Minister, Mohammed Shia Al-Sudani. They discussed the general situation in view of the significant milestone achieved by the governorate council elections, with the SRSG reiterating UN Iraq’s support to Iraqis at all levels.  

    Iraq holds Provincial Council elections

    On 18 December, Iraq held Provincial Council Elections. In accordance with UNAMI's 2023 mandate, the Mission advises and assists the work of the Independent High Electoral Commission (IHEC) of Iraq. UNAMI Deputy Special Representative for Political Affairs and Electoral Assistance Claudio Cordone visited a polling station in Mosul, Ninewa Governorate, in the country’s north on Election Day. Deputy Special Representative/Resident and Humanitarian Coordinator for Iraq Ghulam Mohammed Isaczai also visited several polling stations on Election Day in Basra, Basra Governorate. After the preliminary results were announced, UNAMI wrote in a post on X that “Yesterday's Governorate Council elections mark another important milestone. With Iraq well positioned to continue on its path towards stability and sustainable development, #UNIraq looks forward to further cooperation with Iraqis at all levels”.

Rich in vocabulary and its descriptive style and its artful calligraphy, the language was celebrated on World Arabic Language Day by UNAMI staff members illustrating the varying dialects and interpretations derived from Classical and Colloquial Arabic.

    UNAMI Human Rights Office holds high-level meeting on combating domestic violence

    Following seven consultative workshops with key stakeholders in Erbil, Dohuk and Sulaymaniyah governorates throughout 2022 and 2023, UNAMI Human Rights Office, in collaboration with the High Council for Women and Development, held a high-level meeting on 19 December that aimed to create a coordination mechanism for Kurdistan Regional Government stakeholders in the fight against domestic violence. Representatives from the Kurdistan Ministry of Interior, the judiciary, the public prosecution office, the police as well as the Directorate of Combating Violence against Women also participated. The workshops aimed to create a coordination mechanism to deliver comprehensive and coordinated support services, empower survivors, and hold perpetrators accountable.

    REMARKS TO THE SECURITY COUNCIL
    ON NON-PROLIFERATION/DPRK
     

    New York, 19 December 2023


    Mr. President,

    According to the official news agency of the Democratic People’s Republic of Korea (DPRK), and various government sources, the DPRK launched a Hwasong-18 type intercontinental ballistic missile (ICBM) at 8:24 AM local time on 18 December. The missile flew a distance of approximately 1,000 km and reached an altitude of 6,500 km before falling into the sea.

    This is the fifth launch of an ICBM in 2023, following a Hwasong-15 in February, a Hwasong-17 in March, and solid-fuel Hwasong-18 missiles in April and July. The systems are reportedly capable of reaching most points on Earth.

    In November, the DPRK also announced that it had carried out two successful tests of a new engine for a solid-fuel intermediate range ballistic missile.

    Mr. President,

    On 18 December, the Secretary-General strongly condemned the launch of a long-range ballistic missile by the DPRK. He urged the DPRK to fully comply with its international obligations under all relevant Security Council resolutions. He also reiterated his call on the DPRK to reopen communication channels, and to resume dialogue without preconditions to achieve sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula.

    Mr. President,

    The launch of yet another ICBM is of serious concern. Despite numerous meetings of the Security Council on this matter in 2023, the DPRK did not heed the strong call from members of the Security Council to refrain from further launches.

    In addition, regrettably the DPRK did once again not issue any airspace or maritime safety notifications. The unannounced launches represent a serious risk to international civil aviation and maritime traffic.

    Recalling that on 21 November, the DPRK successfully placed into orbit a reconnaissance satellite using ballistic missile technology, announcing it would launch “several reconnaissance satellites in a short span of time”. We reiterate that any launch by the DPRK using ballistic missile technology is a violation of relevant Security Council resolutions, and we strongly urge the DPRK to refrain from such actions.

    Mr. President,

    At this particularly difficult moment in securing global peace and security, it is imperative to deescalate the situation on the Korean Peninsula to create an environment conducive for cooperation.

    We call on Security Council Members to unite and make full use of the tools of dialogue, diplomacy, and negotiation, while fully complying with all Security Council resolutions. We also urge the DPRK to embrace diplomacy, rather than choosing isolation, as the way forward.

    In this respect, I would like to acknowledge the participation of the Permanent Representatives from the DPRK as well as the Republic of Korea in this meeting. I welcome the opportunity for all parties to speak, as the lack of communication channels hinders the possibility of progress.

    I emphasize again the importance of reinstating communication channels, particularly between military entities. Exercising maximum restraint is critical to avoid unintended escalation. 

    Mr. President,

    Once again, I want to underscore concerns regarding the humanitarian situation in the DPRK. The United Nations is ready to assist the DPRK in addressing the needs of its vulnerable populations. We note that international travel in and out of the DPRK is now taking place at a growing rate. We urge the DPRK to allow the re-entry and rotation of the international community, including the UN Resident Coordinator and UN agencies. A collective return will significantly enhance international support for the people of the DPRK and the implementation of the 2030 Agenda.
